Dear Citizens of Lansing:
I am proud to present the Lansing Police Department's 2017
Annual Report. The purpose of this report is to highlight the
A accomplishments of the department and their continuous efforts to
keep Lansing safe for our residents,businesses and visitors.
I am pleased to report because of the diligent work of our Human Resources Director, Linda
Sanchez-Gazella, and Chief Mike Yankowski, all police officer vacancies have been filled. There is a
full complement of officers on the force who are dedicated to work to keep the citizens of Lansing
safe. The Lansing Police Department/City Recruiting Team remains committed to continue to
recruit quality candidates who reflect Lansing's diversity.
A national opioid crisis has exploded in communities everywhere. Here in Lansing,our Lansing
Police Department has saved lives through the use of Narcan Injection Pens,to prevent loss of life
from heroin/opioid overdoses. In 201-7, 249 individuals overdosed, and our police first responders
were able to rescue 19 through use of the life-saving injections of Narcan.
The Lansing Police Department has participated in numerous community outreach and
communication efforts to keep residents informed and to answer questions and concerns of the
public. The successful integration of body-worn cameras was a top priority. During 2017,that
technology has greatly enhanced officer safety and accountability. TASER/Axon body-worn
cameras are in operation by officers and command staff at the Lansing Police Department.
Ultimately they help secure convictions in criminal cases and help clarify what happened when
there is a dispute or a claim that a citizen or an officer acted improperly.
I extend my sincere thanks and gratitude to the men and women of the Lansing Police Department
for their service to our community,for their dedication to keeping Lansing a vibrant and safe
community. Together,we can make Lansing an even better place to live,work,visit, and raise a
family.

On behalf of the Board of Police Commissioners, it is my pleasure as
Chairperson to present to you and the citizens of Lansing the 2017
Annual Report of the Lansing Police Department.
The Lansing Police Department continued to rise to the occasion by
meeting each challenge and opportunity with eagerness and an unprecedented level of professionalism. Chief
Michael Yankowski led his team of dedicated men and women who, continue to deliver on accomplishments
following its'Community Policing based practices to ensure citizen safety,while at the same time creating
the ability to interact with an increasingly diverse community.
The Board of Police Commissioners would like to recognize efforts of the administration, and the men and
women of the Lansing Police Department,both sworn and civilian for their service. This report illustrates
the hard work and dedication of the organization,whose primary goal is to enhance the quality of life for all
who live,work and visit our world class city.
In May 2018,the Lansing Police Department will enter its 125th year of service,and with that we envision
celebrating this milestone, and sharing more of our history through community events.

Dear Mayor Schor,Board of Police Commissioners,and Citizens of Lansing:
On behalf of the dedicated Lansing Police Department employees,I present to you
the Lansing Police Department's Annual Report for 2017. I am very grateful and
honored to lead such a talented and honorable group of police professionals.
The Lansing Police Department(LPD),is a professional law enforcement agency
that has served the citizens of Lansing for the past 124 years and has a proud
tradition of providing innovative policing strategies and quality service to the
citizens of Lansing.
The mission of the Lansing Police Department is to MAINTAIN ORDER,
PRESERVE PUBLIC SAFETY;and to FOSTER A BETTER QUALITY OF LIFE;MAKING OUR CITY A BETTER PLACE
TO LIVE,WORK AND VISIT.
The 2017 Annual Report provides information and insight regarding the outstanding work performed by the employees
and volunteers of the Lansing Police Department.Police Legitimacy and Community Policing continue to be the solid
foundation of the LPD.
In 2017,we continued to focus on building trust by engaging with our citizens,youth and business owners by attending
over 550 community engagement events.Programs like Neighborhood Watch,G.R.E.A.T.,Youth Leadership Academy,
and the Citizens Police Academy continue to be the showcase programs from which police and community strengthen
our partnerships.A new key community collaboration program formed in 2017,was the formation of the Advocates and
Leaders for Police and Community Trust(ALPACT).This group of approximately 40,is comprised of leaders and
members of the Metro Lansing community,civil rights and liberties organizations,and leaders from the law enforcement
community. ALPACT members meet on a monthly basis to discuss ways of building trust and stronger
relationships.
LPD's emphasis remains on reducing violent crime in the City. In 2017,we launched several new initiatives that have
helped expand our focus on reducing gun violence in 2017 by 26%.LPD joined the Federal Government's National Public
Safety Partnership(PSP).The PSP program provides an innovative framework for the Department of Justice to enhance
its support of local law enforcement officers and prosecutors in the investigation,prosecution,and deterrence of violent
crime,especially crimes related to gun violence and drug trafficking.In April of 2017,LPD entered into a formal
partnership with the Michigan State Police(MSP)by becoming the 12t'Secured Cities Partnership Program in the State
of Michigan. The Secured Cities Partnership Program provides LPD with eight(8)MSP uniformed road troopers and
detectives,who work side by side with LPD officers in investigating and reducing violent crime in the city.
As we move forward into 2018,the pace of change in policing the city will inevitably be a defining moment for the future
of Law Enforcement.We look forward to the upcoming year that will expand new technology to enhance our effective
policing strategies with our Federal,State and County partners such as expanding our body worn camera program,
deploying a citizen mobile app,street level crime fighting intelligence software and expanding public safety cameras that
will enhance our ability to communicate within the organization as well as with the community.
We will continue to work together with our neighborhoods,businesses,and schools to build strong community

members of the community,and the media is achieved by the
department's Public Information Director. Robert Merritt,a 24-year

The Office of Internal Affairs is established under the direction of Mike Yankowski, Chief of Police.
Internal Affairs is composed of Lieutenant Sue Baylis and Sergeant Paul Beasinger whom report directly
to the Chief of Police on Internal Affairs matters. The office investigates alleged violations of: USE OF
FORCE,VEHICLE PURSUITS,FIREARM DISCHARGES,VEHICLE ACCIDENTS,EARLY WARNING
SYSTEM,COMMENDATIONS,AND OTHER REPORT ACTIVITIES.
Each complaint is objectively investigated and a determination is made whether to sustain the allegation
and take appropriate disciplinary action. Complaints against employees are formal complaints,which
could be subject to discipline and informal complaints which could be subject to written reprimands.
In addition to complaints,Internal Affairs monitors: DEPARTMENTAL RULES,POLICIES,
PROCEDURES AND CIVIL COMPLAINTS.

The Lansing Police Department Uniform Patrol Division is the largest of Lansing
Police Department's four Divisions. This Division consists of the Patrol Section and
Executive Section. Throughout 2017 and the first quarter of 2018,the Patrol
Section Shifts were led by Lieutenant Michelle Spoelma—Day Shift,Lieutenant
Rodney Anderson-Afternoon Shift,and Lieutenant David Sileo—Night Shift. Each
shift has five sergeants and approximately 25-30 officers all of whom are assigned to
Jone of our four patrol sectors. The Canine Unit(K-9)is also an integral part of the
Patrol Section. The K-9 Unit is led by Sergeant Sean Mills,who supervises six K-9
teams assigned across the three shifts. Victim Advocate Volunteers and Police
Chaplains are resources provided by Lansing Police to serve our personnel and our
citizens. Both programs are coordinated by Sergeant Shawn Mills.
The Executive Section is led by Lieutenant Hung Tran and includes the Community
Services Unit(CSU)and Traffic and Special Events Unit(TSEU). The CSU was
created in May of 2016 and consists of one Sergeant,ten Community Police Officers,three School Resource Officers
(assigned to our three High Schools),police volunteers(VIP),one Community Service Officer who coordinates
Neighborhood Watch,School Watch,Business Watch,Crime Prevention and more. The CSU proudly engages our
community broadly and in specific geographic areas. They have the focused responsibility of building and maintaining
partnerships with our public and helping neighborhoods reduce/eliminate crime,blight,and other issues impacting
favorable quality of life.
The TSEU has one Sergeant,four Traffic/Motor Officers,one Traffic Crash Follow-Up Officer,four Parking Enforcement
Officers,and one Subpoena Service Officer. This work group is responsible for traffic safety and enforcement;roadway
escorts for funerals,parades,dignitaries;crash investigation;and special event coordination and protection.
Last,but certainly not least,this Division's continuity has been maintained by Administrative Assistant,Rhonda
Mubarakeh,who has worked with at least six different Division heads in her time with the Department. Rhonda manages
supplies,time accounting,data tracking,facility reservation/maintenance,and helps coordinate duties and hours
donated by our outstanding citizen volunteers.
Uniform Patrol Division personnel are the most visible and interactive members of this Department. We respect the
origin of our authority and embrace a strong and deeply engrained community oriented policing philosophy. Our
Department Mission is to maintain order,preserve public safety and foster a better quality of life;making our City a
better place to live,work and visit. To meet this mission and specific work group expectations,Uniform Patrol Division
personnel are asked to demonstrate the following values:Team Work,Respect,Courage,Positive Character,and pursuit
of Excellence. We train,equip,and lead our personnel to be resourceful,proficient,critical thinkers and problem solvers
to efficiently serve the people that depend on us during the most challenging times.
Uniform Patrol Division's most notable responsibilities are responding to calls for service,intervention of crimes in
progress and traffic enforcement. Our personnel arrest approximately 5000 people,issue 15,000 citations,write more
than 16,000 incident and accident reports,and save several lives,annually. In addition,we participate,coordinate,and
host more than 500 community meetings/events annually. These community engagement opportunities are every bit as
important,as the calls for service we respond,to building trust and meaningful partnerships. We would not have the
measured success we enjoy without the solid neighborhood and business relationships we have built and sustained
throughout the years.

Sergeant Sean Mills
The K-9 Unit had a very productive year. The three new teams from 2o16 have
progressed in their training. The unit has begun using a new statistical tracking
program this year called Pack Track. The program is cloud based and is able to
be operated by the handler's cell phone from an application. This program
assists handlers through GPS tracking and supplying weather information
based on location and time and date of the call. Through collaboration with
S.T.A.R.T.,the K-9 Unit has re-implemented the Tactical K-9 Program. Officer
Rendon/K-9 Mac and Officer Frazier/K-9 Kanan were chosen for the positions,
went through a basic SWAT K-9 School and have been training with S.T.A.R.T.
Teams have been successfully deployed into the field on a few occasions this year. Officer Szczesny retired K-
9 Chase after 81/2 years of service. Officer Szczesny has provided the Lansing Police Department with 16
years of service as a K-9 handler. Additionally,Officer Szczesny has assisted in training other handlers with
her knowledge and experience. Officer Szczesny continues to assist the unit as a technical advisor. Sergeant

TRAINING
The Tactical K-9 Program was reinstated. Testing criteria was developed and three(3)teams tested for the
positions. Officer Rendon and K-9 Mac along with Officer Frazier and K-9 Kanan were chosen. Both teams
attended the SWAT and K-9's Interacting During Deployment School in Tennessee. Teams continue to
attend the Alpena Workshop through NAPCH in order to stay certified and sharp on their skills. The Alpena
Workshop offers a unique environment where the teams can work on all aspects of their training while
networking with a vast array of trainers and teams. Teams alternate every other year for attendance. In the
coming year the unit will focus on working with other area K-9 teams in an attempt to network our training,
venues,and ideas. The plan will be to have two scenario based training days that will allow teams to work in
the different environments if they are called during a mutual aid call. This allows teams to know and
understand the way these agencies work and what their road patrol officers have been taught to do in support
of their K-9 teams when they are deployed.

The Traffic Follow-Up Officer is responsible for a variety of duties which include:
• Quality control on crash reports for accuracy
• Completing follow-up investigations on incomplete/or hit and run crashes
• Managing the police departments towed vehicle system
• Organizing the City's abandoned vehicle auctions
• Maintaining proper records
• Ensuring correct LEIN entries are made.

Subpoena Officer
The Subpoena Officer is responsible for all duties related to the intake and delivery of 54-A District and 30th
Circuit Court notices from the Ingham County Prosecutors Office and the Lansing City Attorney's Office.
Methods include interdepartmental notification and resident visits. The Subpoena Officer also reviews Traffic
Tickets submitted by Defendants through Court Innovations.com as the first step in the new Online Plea
Bargain processes.

Parking Enforcement Unit
Sergeant Leith Curtis
Parking Enforcement workers patrol by scooter,
patrol assigned areas for parking violations,and
respond to parking complaints. They provide
customer service to the public by providing answers
concerning parking regulations,alternative parking
solutions,directions,and other information as 3o 623 30,071
needed. They attend court,report defective meters,
traffic signs,and unusual traffic congestion. When
authorized,they immobilize vehicles using a
booting device. The Parking Enforcement Unit
wrote 29,984 parking violation tickets. Parking 29,984

Explorer Post gn Sergeant Matthew Kreft
The Lansing Police Explorer Post has been a part of the Lansing Police Department for the past 48 years,and
is currently supervised by Sergeant Matt Kreft.The Explorer Program is designed for young adults between
the ages of 14 and 21. The purpose of the Explorer Post is to introduce youth to the area of Law Enforcement
in the hopes that it will assist them in deciding on a career path.This is accomplished through training in
various law enforcement subject matter,and by accompanying officers on ride-alongs.The program also
seeks to introduce members to a paramilitary organization,community service events,physical fitness
training,military drill and ceremony,uniform and grooming standards,character development,and
leadership skills.
At the 2017 State Explorer Competition,the LPD Explorer teams finished 3ra,6th,and 9th out of 40 teams
from around the state.Our"A"team placed in the top three(3)in one event,our"B"team placed in the top
three(3)in two events,and our"C"team also placed in the top three(3)in one event.For the last 8 years
running,the LPD Explorer Post has placed in the top 3 of the state overall,taking first place in 2010,2014,
and 2015.The Explorers and Advisor Cadre put in many hours of hard work in order to prepare for this
competition,and we are very proud of their efforts.We have been working hard this year preparing for the
2018 competition,with the goal of bringing the state trophy back home to Lansing.
For the seventh year in a row,the LPD Explorer Post was the largest group represented at the MYLETA
Training Academy over the summer.Fifteen Explorers successfully attended and graduated the academy
and several were chosen as squad leaders due to their performance and leadership skills.Our test scores
were among the top in the entire academy and we had three(3)finalists competing for the overall physical
fitness award.

Honor Guard
Lieutenant Ellery Sosebee
The Lansing Police Department Honor Guard is comprised of officers who have committed themselves to
the time and training required for their specialized duties. They are highly respected for their attention to
detail and precision in representing the department. The unit is frequently called upon to provide services
at a variety of ceremonies and events.The Honor Guard regularly participates in community events
(showcased below). The most recognized function of the unit is their presence at the funerals and their
paying of respect to the families and communities of officers who have lost their lives in the line of duty.
The unit also pays tribute to the lives of retired Lansing Police Officers and their families by providing

Police Athletic League(PAL.)
Detective Michelle Bryant organizes the yearly P.A.L./Shop with a
Cop Golf Outing which was held on June 28,2017,at the El Dorado
Golf Course in Mason. It was sunny and 75 degrees;a perfect day for
golf. Participants raised over$1o,000.
Shop With A CopAt the 12t'Annual Shop With a Cop event,more than ioo officers were matched up with a child
and were given$1oo.00 to shop for themselves and family members. This annual event helps
kids,who may not otherwise be able to purchase gifts for themselves or
their family and friends.
Polar Plunge
Polar Plunge was held on February 12,2017,at Cooley Law Stadium. Twelve LPD employees
participated in the plunge. Plungers raised approximately$41,o8i. The Capital Area Dive Team
and ELFD medics provided excellent service to participants.
Tri-County TRIAD
Since 2000,the Lansing Police have continued to collaborate F TR C
with Tri-County TRIAD,which promotes elder quality of life
through advocacy,assistance,education and training.The
department recognizes the value,dignity,and worth of our elder community and
outreach remains a priority.The main goal is to assist senior citizens with -
independent living and ensure their safety while residing in the Capital City.The , ,
department continues to connect with numerous elders,monthly,in addition to
raising donations and helping deliver 350 Christmas baskets annually to seniors in
need.
Law Enforcement Torch Run for Special Olympics
Lansing Police personnel participate in several fundraising events that help Special Olympics
Michigan. Among the more traditional are the Polar Plunge,Summer Games Kick-Off Rally at
the State Capitol and The Midnight Run,in September. Jointly,these events rose between
$55,000 and$8o,000. Several Lansing Police Department personnel participate in or
otherwise coordinate these community efforts.
No Senior Without Christmas
In December,Lieutenant Traci Ruiz organized the No Senior Without Christmas(NSWC)event,
hosted through TRIAD. Dozens of police and fire personnel filled 35o boxes with necessities that
are delivered by law enforcement and fire personnel to needy elders in Ingham,Eaton,and
Clinton counties.Many senior citizens live below poverty level,may not have family,and/or
N otherwise would not receive gifts during the holidays.
Citizens'Police Academy
On March 3rd,2017,the Citizens Police Academy graduation was held. The Lansing Police
0 Department CPA is a 40-hour course of instruction designed to provide our community with
information about the people,assignments,equipment,policies,law,and overall operation of
th tment.Our hope is that the instruction will dispel misconceptions,eliminate
speculation and increase police/community rapport through this educative
process.This service helps the department become aware of public concerns and
¢ misunderstandings.

Investigations Division
Captain Thomas Fabus
The Investigations Division of the Lansing Police Department identified and
executed numerous changes during 2017 to provide innovate strategies to
enhance public safety in our community. In January 2017,the Lansing
I
Police Department announced our participation with the U.S.Department of
Justice's National Public Safety Partnership(PSP). The program is designed
to provide an innovative framework to enhance federal support for City of
Lansing law enforcement and prosecution authorities.Program goals
include;aggressively investigating and prosecuting violent criminals,
specifically those involved in gun crime,drug trafficking,and gang violence.
PSP is designed to promote interagency coordination by leveraging
specialized law enforcement expertise with dedicated prosecutorial resources
to promote public and community safety. Based on this partnership,the
Lansing Police Department has been able to enhance our Violent Crime Initiative with personnel from the
FBI Violent Crimes Task Force dedicated to assist with violent crime issues in the capital area. In addition,
our community was able to receive additional support from the Department of Justice's United States
Attorney's Office with dedicated prosecutors for our area to assist with the prosecution of violent offenders.
In April of 2017,the Lansing Police Department announced our collaboration with the Michigan State Police
(MSP)as part of the Secure Cities Partnership(SCP). As part of this partnership,MSP dedicated additional
resources within the City of Lansing as a force multiplier. The SCP investigative team consists of three
Detectives embedded within the Detective Bureau assigned to assist with crimes against persons. In addition,
the SCP uniformed squad consists of a dedicated five-member trooper squad dedicated to the Lansing Police
Department's Violent Crime Impact Team. The strong relationship between our departments enhances the
capabilities of law enforcement within the Lansing area to improve the quality of life for the citizens in our
community.
In July 2017,the Detective Bureau went to a Victim Based Investigation strategy. This strategy allows for
victims of crime to have direct access to Investigators the day following the reported crime. Customer Service
of the Detective Bureau has been enhanced by the ability to speak one-on-one with reporting parties in a
timely manner to address victim's concerns.
The Investigations Division consists of members from the Detective Bureau,Special Operations Section,
Violent Crime Impact Team,Crime Scene Investigations,Divisional Clerks and the Crime Intelligence Unit.
Combined within our division are also specialized services of the Capital Area Dive Team and the Special
Tactics and Rescue Team. All our teams work together to enhance the capabilities for successful resolution to
our investigations.
The Investigations Division will continue to work together to make our community a safer place for all.

The Special Tactics and Rescue Team are led by Lieutenant Eric
Eichenberg,Team Commander. The 1973 Crime Control Act enabled
federal funding for police tactical units.The Lansing Police
Department applied for and received such a grant,allowing the
Lansing Police Department tactical team to be formed. From the
beginning,the team was given the designation as the"Special Tactics
and Rescue Team" (S.T.A.R.T.)The mission of the team is to save lives.
Since the team's inception,that mission has never changed. It is
accomplished by the application of specialized training,superior
logistical support,and team member dedication.City residents,the
Department,and team members are proud of the job S.T.A.R.T.does

Crime Scene Investigation(C.S.I.)requires the application of diligent and careful methods by which
investigators recognize,identify,preserve,and collect evidence.This helps determine what actually
occurred during the commission of a crime.The Lansing Police Department CSI Unit is trained in crime
scene processing,the care and handling of physical evidence,trace evidence,fingerprinting,photography,
casting,and courtroom sketches.The Investigators are multidimensional as they are summoned to crime
and accident scenes that involve many different structures,vehicles,terrain,weather,and a multitude of
case investigators to satisfy interests. Crime Scene Investigators are committed to obtaining cutting edge
training and identifying best practices within this discipline all in the interest of justice.

Violent Crime Impact Team (V.C.I.)
Sergeant Nicholas Hughett
In May of 2013,the Lansing Police Department took over the leadership of the
Capital Area Violent Crime Initiative(V.C.I.). The V.C.I.is a collaboration of
federal,state,and local law enforcement,as well as Prosecutors,Courts,and
Community in the Capital Area Region. The goal of the initiative is to assist our
community in reducing violent crime by deploying law enforcement resources in
the Capital Area through a focused intelligence lead proactive policing philosophy.
Emphasis will be placed on the area's most violent offenders and intelligence related to areas with

Cold Case Unit
Detective Tracy Jones
The Lansing Police Department Cold Case Squad was created in 2014 to address our unsolved murder cases
and become the voice of crime victims. The Department's Cold Case Investigator is Detective Tracy Jones.
The Cold Case Investigator is responsible for the following related tasks:inventorying evidence and ensuring
it is analyzed using the latest technology,seeking information from previously assigned investigators and re-
interviewing witnesses and suspects when necessary.New approaches gained from cold case specific training
and evolving methods in analysis of evidence have opened the door to many new possibilities. Detective Jones
routinely works in conjunction with other law enforcement agencies and follows guidelines for leading best
practices for case success. The Lansing Police Department recognizes the importance of solving as many
open murder cases we can to bring those accountable to justice.As a result,the Lansing Police Department
encourages all persons that may have information about an unsolved Lansing homicide to contact the

Administrative Services
Captain Daryl Green
The Adninistrative Services Division strives to be a leader in community policing
by providing exceptional policing services and trainings that are responsive,
efficient,and transparent in resolving community concerns about public safety.
The Division is the behind-the-scenes section of the Lansing Police Department
that oversees Budget and Payroll,grant management,personnel training,policies
and procedures,the Gang Resistance Education and Training Program,
I (G.R.E.A.T.)critical incident management,and the Detention Unit.
A The G.REJLT.team led by Lieutenant Rodney Anderson seeks to increase the level
of trust between the police and the community's youth.The G.R.E.A.T.team's goal is to instill youth
with necessary social skills that will enhance their ability to resist gang membership and promote high moral
and civic standards.The G.R.E.A.T.team facilitated over 30 youth engagement activities and taught over 696
Lansing School District students the G.R.E.A.T.curriculum. The G.R.E.A.T.Team continued its partnership
with the Lansing Fire Department and Parks&Recreation for the end annual session of the Lansing Public
Safety Youth Leadership Academy.The G.R.E.A.T.Team further collaborated with Sparrow Hospital
Pediatrics to deliver$500 worth of toys to sick children during the holiday season.
The Budget&Payroll Office is responsible for budget monitoring and fiscal compliance. In support of the
City's strategic plan,the department leverages many federal state and local grant resources to accomplish its
mission.
The Incident Management Team collaborates with the City's Emergency Operations Center and other local,
state,and federal partners to enhance first responder capabilities during critical incidents. The Team plays
an essential role in the management of and response to local/regional/national emergencies,natural
disasters,and public events. The team led the management of the Common Ground concert series,Silver
Bells in the City,the State of the City Address,and many other major events and festivals throughout the City,
and around the Capitol.Team members train in the National Response Framework for Incident
Management.
The mission of Trauung Division is to provide high quality professional and realistic scenario-based training
to our personnel in an effort to save lives and prevent injury,improve operational effectiveness and reduce
liability. Training for 2017 focused on a growing need to master verbal conflict management skills,especially
when dealing with persons with mental health issues. LPD personnel received verbal de-escalation and
advanced crisis intervention training this year. These trainings provided LPD personnel with time-tested
communication skills proven to de-escalate volatile incidents,safeguard fellow officers'emotional well-being
and significantly enhance the ability of officers to resolve such incidents and mitigate the chances of force
being used unnecessarily. The Training Division's accomplishments for 2017 have been exceptional. The
Division provided over 32,284 hours of training to police personnel. Officer safety continued to be a major
focus with the following trainings to name a few;Taser training,CPR/AED,Fair and Impartial Policing,and
M Blue Courage.

Firearm and Subject Control instructor Sergeant Kevin Schlagel put officers through realistic
scenario-based training to prepare personnel for the unexpected. Firearm instructors provided over 194 days
of Firearm training and the Subject Control Cadre led by Sergeant Paul Beasinger conducted 1914 hours of
Defensive Tactic training. The Training Unit further seeks to develop supervisory management skills,one
Lieutenant graduated from the Federal Bureau of Investigation National Academy for Law Enforcement
Officers and one Captain completed the Senior Management Institute for Policing training at Boston
University.
The Detention Unit led by Lieutenant Traci Ruiz is responsible for receiving those persons placed in the
custody of the Lansing Police Department.Detainee safety and care are chief concerns for the Detention
Unit. In addition,liability exposure remains a major focus. The unit is responsible for the care,custody,and
release of those booked at the Detention facility.
The Detention facility processed over 6729 detainees in 2017. The Detention Unit enhanced its technology
through the installation of a Mobile Video Arraignment Unit that eliminates the need to move detainees from
their cells during the arraignment process. In addition,a secured telephone line for Defense Attorneys to
speak with in-custody clients was installed.

Lieutenant Rodney Anderson
During the 2017 the Lansing Police Department(LPD) G.R.E.A.T. Program's recreational
outreach period officers performed(115) community service hours and engaged 4,403 youth and
family members. (LPD)G.R.E.A.T.Team was active from April to December. In April LPD
G.R.E.A.T.launched the fourth year of operation of the SPORTSMOBILE Recreational Outreach
Initiative. This initiative continues to be extremely well received by youth,parents, and
community stakeholders. In April G.R.E.A.T.Team members kicked off the 2017 outreach season
with spring break ice cream social event that occurred at the Boys &Girls Club of Lansing.
In June 2017 the LPD G.R.E.A.T.Team continued to partner with the Lansing Fire Department
(LFD), and City of Lansing Parks&Recreation Department for the end annual session of the
Lansing Public Safety Youth Leadership Academy(LPSYLA) in collaboration with Peckham Inc.
Youth Services. This highly innovative and engaging career exposure camp for teens continues to
be well received by youth and family participants and extends the outreach capabilities of LPD
G.R.E.A.T. (18)teens [participation up 17%) attended the five day camp with a t00%graduation
rate. The co-ed summer experience for youth ages 13 - 16 has a(25)participant capacity.
During summer 2017 LPD G.R.E.A.T. further expanded its impact capacity with the launch of a
new mentoring initiative focusing on teens called LPD G.R.E.A.T. ICONS (Implementing Change
and Opportunities Necessary for Success)in partnership with the Boys&Girls Club of Lansing.
In November 2017 the LPD G.R.E.A.T. SPORTSMOBILE made a fourth consecutive appearance in
the 33nd Annual Silver Bells in the City Parade in collaboration with the LPD Neighborhood Watch
Association. On December 14th the LPD G.R.E.A.T. rounded out a tremendous year of community
engagement as officers collaborated with Sparrow Hospital Pediatric Ward, Lansing Firefighters,
and broadcast personalities from Power 96.5 FM Radio Station to give gifts to kids in the hospital
during the holiday season. The LPD G.R.E.A.T.was able to procure over$500 in toys to
contribute to Sparrow's Holiday Toy Drive.
Forecasting for 2018 involves the addition of(4)paid Public Safety OJT(on the job training)
Internship opportunities for teens via a collaboration between Peckham Youth Services, Capital
Area Michigan Works and Lansing Parks&Recreation. LPD G.R.E.A.T.will also venture to
expand on interactions with Big Brother and Big Sister—Michigan Capital Region and establish
new collaborative efforts with Eaton RESA(Regional Education Service Agency) and the Ingham
County Health Department. Additionally,the LPD G.R.E.A.T. signature summer event,the
Summer Jam Roundball Classic will be expanded with the a free Hip Hop/R&B evening concert
in the park for youth and families hosted by Lansing Parks&Recreation and FM Power 96.5 Q0

The Training Unit is responsible for coordinating the department's training schedule,personnel
management,technology oversight and the Retirees'Dinner. The Department participates,provides,and
sponsors many trainings and educational programs.These training areas and educational programs
include officer skills and development,supervisory development,conflict resolution,diversity
appreciation,computer skills,hiring and promotional policies,and customer service.The Lansing Police

Detention Unit
Lieutenant Traci Ruiz
Lieutenant Traci Ruiz supervises the Detention Unit. The unit is comprised of 25 employees in three
different unions; Detention Officers,Contract Employees,and Sworn Personnel which include both
supervisors and officers. Unit personnel value the dignity of all detainees in their custody and are
responsible for humane care of arrestees,while lodged in Detention,as well as assisting with court
processes. The maximum holding time for juveniles is 6 hours and adults are held no more than 72 hours.
Staff follows the departmental vision of building partnerships and utilizing innovative strategies for a safer,
stronger community.They also strive for excellence that exceeds customer service expectations.Recently,
behavioral health issues and co-occurring substance abuse disorders remain,so we continue our partnership
with Par Rehab,which provides a 24/7 option of medical consultation for detainees who need further
treatment while in custody. In addition,Lansing Police Department utilizes Michigan State University
(MSU)Department of Social Work interns in September, 2016.For a first time in Lansing Police Department
history,student interns provide a listening ear for detainees during the weekend.This is another way
department creatively sought compassionate options for detainees in angst. Lieutenant Traci Ruiz retired in

Court Officers
Lieutenant Traci Ruiz
The Court Officers are a vital part of the Lansing Police Department. When the Patrol
Officers arrest a suspect or write a report on a suspect that they cannot locate, the Court
Officers continue the process towards justice being served. They also are a crucial part of
making sure the citizens of Lansing are safe by working with the City Attorney Office and
the Ingham County Prosecutor Office to bring charges against these individuals that
commit serious crimes in our city.
The Court Officers are responsible for making sure the reports and other required
documents are complete and turn them over for charges to be issued. This is just a small
part of what these Officer do. They also pick up reports and warrants on cases where the
suspects have not been arrested. They take all the warrants and they swear to the
information in front of a Judge or Magistrate for the facts of the case. They then are
responsible for all the individuals that are in custody getting arraigned. This is a necessary
task for the suspect to be formally advised of the charges and a bond to be set by the Judge
or Magistrate. This does not end the process for the Court Officers on each individual case.
They also have to document in multiple data systems the outcome of the arraignment.
Other Court Officers responsibilities include transporting evidence to and from the crime
lab in certain cases to maintain a proper chain of evidence. When results are done from the
crime lab they are responsible for documenting and presenting those cases for warrants if
the results connect a suspect to the crime.
All of these tasks would have to be done by our Patrol Officers if it was not for our Court
Officers doing it. That would mean fewer Officers to respond to emergency gii calls. It
takes several hours to process a single case from start to finish and the ability to have these
Officers process several cases at one time is a testament to their work ethic and helps the
Lansing Police Department be more efficient in protecting the citizens of Lansing.

Subject Control Cadre - Sergeant Paul Beasinger
The Lansing Police Department Subject Control Cadre is a team comprised of ten(1o)part time trainers. The team is
responsible for conducting force related training for all sworn personnel of the Lansing Police Department. In addition,
the team also conducts training for Detention personnel,54-A District Court personnel and conducts self-defense training
for civilian groups throughout the year. What makes all this training possible,is the dedication displayed by team
members. They receive no extra pay for this position,and in all reality,donate their personal time on a regular basis to
ensure training sessions are properly prepared. The members of the Subject Control Training Team do this to ensure their
fellow officers have all the skills and tools necessary to be successful in the field. In addition,providing the citizens of
Lansing with personal safety skills helps strengthen the bond between the department and the community.

Staff Services Division
Captain Cherie Ballor
The Lansing Police Department Staff Services Division consists of both sworn
= and civilian personnel. Our primary mission is to provide administrative and

operational expertise and customer service to staff and citizens of Lansing. The
dedicated hard working staff performs a variety of duties and services to meet the
needs and requests by the Lansing citizens,police and city personnel.
Central Records personnel process police reports, accident reports,
uniform citations,Freedom of Information requests,conduct background checks,
notary service and ride along applications.Our work group includes other
specialized employees; Data System Administrator who maintains and manages
various critical core systems within LPD including the records management system. Fingerprint Technician,
Ken Lucas examines,analyzes,and compares fingerprint evidence for criminal investigations. His expertise
is critical to Lansing Police Department investigations. Additional services performed at Central Records are
fingerprints for backgrounds;processes purchase permits and gun registrations.
Recruiting and Hiring is led by Sergeant Jason Spoelma is the Staff Services Sergeant. We work closely
with the City of Lansing Human Resources in the hiring and management of personnel. Our recruiting team
attends many events throughout the year. Additional responsibilities include coordinator with the Mid
Michigan Police Academy,scheduling of a new hire orientation,MCOLES reports,internship program,
promotions,transfers,ride along program and the awards program.
Technology and Technician Services The Lansing Police Department implemented several technology
projects in 2017. The biggest project was the implementation of the State Records Management System.
LPD went live with a new records management system(SRMS)in of June 2017. This will be an ongoing
project into 2018 to continue to work out issues,improve system and organizational efficiency.
Property and Supply Unit is led by Sergeant Justin Moore. In addition to Sergeant Moore,
this workgroup is staff with one officer and one civilian employee.Property and Supply ensures the integrity
of seized or recovered evidence,manages property auction/destruction,inventory or return to citizens. The
unit further researches and purchases police equipment for all operational units. Property and Supply Unit
implemented two phases of the new evidence software,MdeOnQ. Phase one was the evidence module and
phase two was the property and supply inventory module. Additionally,PSU is working on the automated
dispositions which will interface between property entered into the SRMS system and will move into the File
on Q system. These automated evidence Disposition forms include court dispositions
Electronic Equipment Maintenance Unit is led by Walter Doherty, Radio Engineer. This unit
is responsible for the installation and maintenance of all FCC radio communication systems,including
vehicle/building video recording access equipment.

Maintenance Unit
Walter Doherty, Radio Lab Engineer
The Electronic Equipment Maintenance Unit is led by Walter Doherty, Radio Engineer.
Dennis Rouhier is the Radio Technician.
This unit is responsible for the installation and maintenance of all FCC radio
communication systems, including vehicle/ building video recording access equipment.
In 2017 electronic ticket equipment to the Motorcycles for the Special Event Officers was
installed. Research of Taser Fleet in camera system along with the installation of a demo
AXON camera system for the patrol vehicles. This will replace our current in car cameras
system. This project will be implemented in 2018.
The unit worked with Fleet services to design new car build configuration for electronics
and hardware.
Throughout the year, the unit works diligently to relocate and upgrade Public Video
System cameras, updates radio equipment and upgraded selected detention video system

Recruiting Team Lieutenant Traci Ruiz
The Lansing Police Department Recruitment Team is managed by Lieutenant Traci Ruiz and is comprised
of personnel from the Lansing Police Department,the LPD Detention Unit,and the City of Lansing
Department of Human Resources.The mission of the team is to identify,recruit,and hire new talent to our
work force by attending career fairs,hosting employment information sessions,and guest speaking at
police academies,educational institutions,community events,and utilizing various media platforms. The
LPD Recruitment Team is focused on continuing to spread the LPD brand and image in 2018 as one of
