Dear Citizens of Lansing:
I am proud to present the Lansing Police Department's 2016 Annual Report. The purpose of this report is to
highlight the accomplishments of the department and their continuous efforts to keep Lansing safe for our
residents, businesses and visitors.
Purchasing,training,and issuing all patrol officers with body-worn cameras was a top priority in 2016. Currently,
there are one hundred and fifty eight TASER/Axon body-worn cameras in operation by officers and command staff
at the Lansing Police Department. Body cameras are the next generation of technology that will help our police
officers do their jobs more safely and more effectively. Ultimately they help secure convictions in criminal cases
and help clarify what happened when there is a dispute or a claim that a citizen or an officer acted improperly.
I am pleased to report because of the diligent work of our Human Resources Director, Mary Riley and Chief Mike
Yankowski,all police officer vacancies have been filled. There is a full complement of officers on the force who are
dedicated to work to keep the citizens of Lansing safe. The LPD/City Recruiting Team remains committed to
continue to recruit quality candidates who reflect Lansing's diversity.
I extend my sincere thanks and gratitude to the men and women of the Lansing Police Department for their service
to our community and for their dedication to keeping Lansing a vibrant and safe community. Together,we can
make Lansing an even better place to live,work,visit, and raise a family.

% and the citizens of Lansing the 2016 Annual Report of the Lansing Police Department.

Throughout 2016,the Lansing Police Department has continued to rise to the occasion in meeting each
challenge and opportunity with passion and professionalism.The ongoing,exceptional leadership of Chief
Michael Yankowski and his team of dedicated men and women resulted in significant accomplishments that will
continue to place the Lansing Police Department on the cutting edge of ensuring citizen safety,while at the
same time creating the ability to interact with an increasingly diverse community in a very positive manner.
This report illustrates the devotion of a unified organization,whose primary goal is to create a safe environment
for all residents,through the advocacy of a strong community policing presence. In addition,thanks to the
efforts of the administration,the report also highlights the continued successes the Lansing Police Department
has achieved through the use of new and innovative policing tools.
The Board of Police Commissioners looks forward to continuing the effective working relationship with you
and the Lansing Police Department in an effort to build on our successes and prepare for taking advantage of

Lansing:
CD On behalf of the dedicated Lansing Police Department employees, I
present to you the Lansing Police Department's Annual Report for
2016. 1 am very grateful and honored to lead such a talented and
honorable group of police professionals.

The mission of the Lansing Police Department is to MAINTAIN ORDER,
PRESERVE PUBLIC SAFETY;and to FOSTER A BETTER QUALITY OF LIFE;
MAKING OUR CITY A BETTER PLACE TO LIVE,WORK AND VISIT.

Police Legitimacy and Community Policing continue to be the solid foundation of the LPD.Community
0 engagement is paramount to policing and in 2016;the LPD implemented several new policing programs such
as the Public Safety Leadership Academy,Crisis Intervention Training(CIT),and Active Violence Training.
n• These new programs continue to strengthen positive police and community relations.

The 2016 Annual Report provides information and insight regarding the outstanding work performed by the
employees and volunteers of the Lansing Police Department.
We are excited about the future of the LPD as 30 new police officers and 8 new civilian employees were hired
in 2016. We are very fortunate to have a Mayor, Police Board of Commissioners,City Council and citizens
that support our efforts and provide us resources to keep this community safe.
As we move forward into 2017,the pace of change in policing the city will inevitably be a defining moment
for the future of Law Enforcement.We look forward to the upcoming year that will bring many new
innovative and effective policing strategies with our Federal,State and County partners and technology such
as a new records management system, unmanned aircraft system and expanded public safety cameras that
will enhance our ability to communicate within the organization as well as with the community.
We will continue to work together with our neighborhoods, businesses,and schools to build strong
community partnerships that will help keep our city safe,while we focus on reducing violent and youth crime.

(7 The Lansing Police Department Uniform Patrol Division is led by
one of four Department Captains and is the largest of the four
Divisions. This Division consists of the Patrol Section and Executive
Section. The Patrol Section includes Day Shift, led by Lieutenant
�■ 0 Michelle Spoelma,Afternoon Shift, led by Lieutenant Rodney
�■ Anderson,and Night Shift, led by Lieutenant Dave Sileo. Each shift
0 C has five sergeants and approximately 25-30 officers all of whom are
N■ assigned to one of our four patrol sectors. The Executive Section is
-\ led by Lieutenant Hung Tran and includes the Community Service
�■ ' Unit(CSU)and Traffic and Special Events Unit(TSEU). The CSU was
N °r created in May of 2016 and consists of one Sergeant,ten
C Community Police Officers,three School Resource Officers
a (assigned to our three High Schools),volunteer groups,one
f Community Service Officer who coordinates Neighborhood Watch,
5� School Watch, Business Watch,Crime Prevention and more. The
` TSEU has one Sergeant,four Traffic/Motor Officers,one Traffic
Crash Follow up Officer,four Parking Enforcement Officers,and
E one Subpoena Service Officer.
Last, but certainly not least,this Division's continuity has been maintained by Administrative Assistant,
Rhonda Mubarakeh,who has worked with at least six different Division heads during her time with the
Department. Rhonda manages supplies,time accounting,data tracking and helps coordinate duties and
hours donated by our outstanding citizen volunteers.
Uniform Patrol Division personnel are the most visible and interactive members of this Department. We
respect the origin of our authority and embrace a strong and deeply engrained community oriented policing
philosophy. Our Department Mission is to maintain order, preserve public safety and foster a better quality of
life; making our City a better place to live,work and visit. To meet this mission and specific work group
expectations, Uniform Patrol Division personnel navigate through demonstration of team work, respect,
courage, positive character,and pursuit of excellence. We train,equip,and lead our personnel to be
resourceful, proficient,critical thinkers and problem solvers to efficiently serve the people depending on us
during the most challenging times.
Uniform Patrol Division's most notable responsibilities are responding to calls for service, intervention of
crimes in progress and traffic enforcement. Our personnel arrest approximately 5000 people,issue 25,000
citations,write more than 16,000 incident and accident reports,and save several lives,annually. In addition,
we participate,coordinate,and host more than 400 community meetings/events annually. These community
engagement opportunities are every bit as important,as the calls for service we respond,to build trust and
meaningful partnerships. We would not have the measured success we enjoy without the solid neighborhood
and business relationships we have built and sustained throughout the years.

The Lansing Police Department K-9 Unit had another successful year. The unit was able to help arrest 27 U
subjects, locate and recover 3 firearms,and keep officers and citizens safe while conducting 67 building searches (C
and 77 tracks,and had a success rate of 26%success rate. The unit currently consists of six teams with four to
dogs trained for narcotics detection and two trained for explosive detection. The unit was able to operateCDC
within the budget for the fiscal year 2016 while finding a replacement K-9 for Officer Pung and paying for
training, utilizing veterinary services, purchasing heat sensor systems for new patrol cars, and maintaining F
equipment. Teams attended the Alpena Workshop through NAPCH in order to stay certified and sharpen their
skills. Officers also attended the HITS Conference. This conference allows handlers and trainers to attend N
seminars and workshops based toward training issues, legal concerns,equipment use,and general handling
ideals in the field. Nationally and internationally recognized trainers and vendors attend this conference
annually. Two Officers attended Decoy School with Blue Line Canine which allows them to build the confidence
and rive of our canine partners during the course of our in-service training. Sergeant Sean Mills received Trainer

The Lansing Police Explorer Post has been a part of the Lansing Police Department for the past 48 years,and is CD
currently lead by Sergeant Matt Kreft.The Explorer Program is for young adults between the ages of 14 and
21. The purpose of the Explorer Post is to introduce youth to the area of Law Enforcement in the hopes that it
will assist them in deciding on a career path.This is accomplished through training in various law enforcement
subject matter and by accompanying officers on ride-alongs.The program also seeks to introduce members to a eh
paramilitary organization,community service events, physical fitness training, military drill and ceremony,
uniform and grooming standards,character development,and leadership skills.
At the 2016 State Explorer Competition,the LPD Explorers finished 2nd out of 38 teams from around the state. Our
"A"team placed in the top three(3) in all four(4)events,and our"B"team also placed in the top three(3) in one
event. For the last seven years running,the LPD Explorer Post has placed in the top 3 of the state,taking first place
in 2010,2014,and 2015.The Explorers and Advisor Cadre put in many hours of hard work in order to prepare for
this competition,and we are very proud of their efforts.We have been working hard this year preparing for the
2017 competition,with the goal of bringing the state trophy back home to Lansing.
For the sixth year in a row,the LPD Explorer Post was the largest group represented at the MYLETA Training
Academy.Thirteen Explorers successfully attended and graduated the academy and several were chosen as squad
leaders due to their performance and leadership skills. Our test scores were among the top in the entire academy
and we had three(3)finalists competing for the overall physical fitness award.
Sergeant Matt Kreft completed his fifth consecutive year serving on the MYLEAC State Oversight Committee for
Youth Police Exploring in the State of Michigan. Committee members coordinate with 15 police officers and
medical professionals from around the state on this oversight committee;which is charged with organizing the
statewide events,ensuring that all laws and regulations are being followed,and promoting youth exploring in the

CD Q time and training required for their specialized duties. They are highly respected for their attention to detail
_ and precision in representing the department. The unit is frequently called upon to provide services at a
0 variety of ceremonies and events.The Honor Guard regularly participates in community events(showcased
CD CD below). The most recognized function of the unit is their presence at the funerals and their paying of respect
to the families and communities of officers who have lost their lives in the line of duty. The unit also pays
tribute to the lives of retired Lansing Police Officers and their families by providing honors at retiree funerals.

The Investigations Division of the Lansing Police Department focuses on `
solving criminal investigations with the successful prosecution of
offenders. Television crime shows often portray success within the hour rFCD
while utilizing imaginary evidence collecting technology. In reality, I�F

months working to resolve assigned investigations with commitment and
compassion. Investigations often require partnerships with other area
Detectives,Prosecutors,Medical Examiners and supporting community P�'F■

This Investigation section is separated into teams based on the specialized 0
skills of the Detectives. These teams include: Crimes against Persons- y
Violent Crime,Property Crime,Fraud,Special Victims,Cold Case Homicide,
Auto Theft and Domestic Violence.
The Detective Bureau also has an assigned Investigator working with the FBI Joint Terrorism Task Force. Assisting the
Detectives are two clerks who work to support our investigative and prosecution needs.
The Special Operations Section is led by Lieutenant Robert Backus,Sergeant Dan Zolnai and Sergeant Nick Hughett.The Special
Operations Section(SOS)includes undercover drug and vice Investigators,a Detective assigned to asset forfeiture and
regulatory issues,Tri-County Metro Narcotics Investigator, Bureau of Alcohol Tobacco and Firearms(ATF)Task Force Officer
and an Office Manager. The Violent Crime Impact Team(VCIT)led by Sgt. Nick Hughett is also encompassed within Special
Operations. This dedicated team focuses on violent crime issues in our community and proactively engages strategies focused
on the reduction of violence in our area.
Other specialized services within our Division are our Criminal Intelligence and Analysis Unit,staffed by Crime analyst Megan
Johnston and Nick Gatt.Our analysts are responsible for compiling,assessing and disseminating crime and intelligence data
within our police department and to our area law enforcement partners. Our Crime Scene Investigations(CSI)Unit includes
Officers Dave Lowndes and Mike Lam. These officers are responsible for the processing of crime scenes,collection of evidence,
photography and the processing of evidence.
As the Captain of the Investigations Division,I also have oversight of two specialized services—Dive and Tactical. The Capital
Area Dive Team,led by Team Commander Bryan Curtis is responsible for water rescue,recovery and underwater evidence
collection. The Special Tactics and Rescue(S.T.A.R.T)Team led by Team Commander Eric Eichenberg,conducts high risk police
operations within the tactical environment. Both of these teams are among the best in the nation,utilizing cutting edge tactics

(p Q and become the voice of crime victims. The Department's Cold Case Investigator is Detective Lee
#_+ McCallister. The Cold Case Investigator is responsible for the following related tasks: inventorying evidence
nand ensuring it is analyzed using the latest technology,seeking information from previously assigned
rF investigators and re-interviewing witnesses and suspects when necessary. New approaches gained from
C' cold case specific training and evolving methods in analysis of evidence have opened the door to many new
CD O possibilities. Detective McCallister routinely works in conjunction with other law enforcement agencies and

Crime Control Act enabled federal funding for police tactical units.The Lansing Police Department applied for CD 0
and received such a grant, allowing the Lansing Police Department tactical team to be formed. From the r■■F CD

The Lansing Police Department Staff Services consists of both sworn and civilian
personnel. Our primary mission is to provide administrative and operational
(p expertise and customer service to staff and citizens of Lansing. The dedicated
hard working staff performs a variety of duties and services to meet the needs
♦^ and requests by the Lansing citizens,police and City personnel.
CCentral Records personnel process police reports,accident reports,uniform
citations,Freedom of Information requests,conduct background checks,notary
service,ride along applications and transcription.Our work group includes
r..f CD R- �' —1; other specialized employees;Data System Administrator maintains and
_ manages various critical core systems within LPD including the records
y management system. Fingerprint Technician examines analyzes and
v \ g YY
compares fingerprint evidence. His expertise is critical to investigations.
^ Z Additional services preformed are fingerprints for backgrounds requests,
processes purchase permits and gun registrations.
C Sergeant Brent Sorg is responsible for coordinating and scheduling in service
OD and outside training of both sworn and civilian employees.This unit works
closely with City of Lansing Human Resources in the hiring and management of
personnel. Additional responsibilities include coordinator with the Mid Michigan Police Academy,scheduling of a post
academy,MCOLES reports and grants,internship program,new hire orientations,promotions,transfers,ride along program,
awards and citations program.

The Lansing Police Department implemented several technology projects in 2016. The biggest project was the
implementation of body-worn cameras(BWC).The Department chose TASER/AXON as our vendor. LPD deployed 125 body-
worn cameras in April of 2016. We currently have 148 AXON 2 and 10 Flex Cameras. Body
Worn Cameras are issued to all road patrol and supervisors.
Payroll and Budget Services manages the financial affairs of the Lansing Police Department. The unit produces and monitors
annual budgets,grant management,handles accounts payable,and payroll.
The Detention Unit is led by Lieutenant Traci Ruiz. This unit includes five Detention Sergeants,two Court officers,three Lead
Detention Officers and thirteen Detention Officers. This section processes all individuals who are arrested on warrants,
probable cause and detainees being held for court proceedings. Within this unit there is a separate area where juveniles are
processed. The detention Section hours is a 24 hours,7 days a week operation.
Property and Supply Unit is led by Sergeant Justin Moore. In addition to Sergeant Moore,this workgroup is staffed with one
officer and one civilian employee.Property and Supply ensures the integrity of seized or recovered evidence,manages
property auction/destruction,inventory or return to citizens. The unit further researches and purchases police equipment for
all operational units. File on Q is the new evidence system for the Property and Supply Unit. This system allows for the
management and tracking of property and evidence from the crime scene to the court room. The system will provide an
increase in overall efficiency and time savings.
Electronic Equipment Maintenance Unit is led by Walter Doherty,Radio Engineer. This unit is responsible for the
installation and maintenance of all FCC radio communication systems,including vehicle/building video recording access
equipment.

The Lansing Police Department Subject Control Cadre is a team comprised of ten(10)part time trainers. The team is I"F
responsible for conducting force related training for all sworn personnel of the Lansing Police Department. In addition,
the team also conducts training for Detention personnel,54-A District Court personnel and conducts self-defense 0
training for civilian groups throughout the year. What makes all this training possible,is the dedication displayed by 0
team members. They receive no extra pay for this position,and in all reality,donate their personal time on a regular r"F

Training and Technical Services is responsible for coordinating Police ride-alongs,the department's training

Lieutenant Traci Ruiz supervises the Detention Unit. The unit is
� i comprised of 29 employees in three different unions; Detention Officers,
_ (D Contract Employees and Sworn Personnel which include both supervisors
(D - and officers. Unit personnel value the dignity of all detainees in their
custody and are responsible for humane care of arrestees while lodged in

are held no more than 72 hours.

Z3 Staff follows the departmental vision of building partnerships and utilizing
0 F innovative strategies for a safer, stronger community.They also strive for
n excellence that exceeds customer service expectations. Recently,
behavioral health issues and co-occurring substance abuse disorders have
been on the rise. Par Rehab was hired July 1, 2016 to provide a 24/7
_. option of medical consultation for detainees who need further treatment
N while in custody. In addition, LPD partnered with the Michigan State
University(MSU) Department of Social Work in September, 2016. For a
first time in LPD history, student interns provide a listening ear for
detainees during the weekend.This is another way LPD creatively sought

The Lansing Police Department implemented several technology projects in * m
2016. The biggest project was the research and field testing of body-worn
!a cameras(BWC).The Department conducted a field test of the three major 0
providers of BWC for approximately sixty(60)days this summer.We tested threeCD
brands of body worn cameras(L3,Digital-Ally and Taser).All are similar in
0
. function and cost.A group of officers tested each of the brands. Officers were 0 �
from the Traffic Unit and Platoon Three Uniform Patrol workgroups. Fourteen
(14)total cameras were part of the field testing. The field testing looked at a 0
number of areas such as:ease of use,wear ability,durability,battery life, I..n
uploading and file handling.Once the testing was completed,the officers 0
provided feedback about the devices. The vendors were invited to present to _
the leadership team and discuss the pros and cons of their product. �1 a.
Based upon LPD's pilot project and lengthy national research,LPD chose the /v
TASER/Axon product as best overall system to meet the needs of the 0
department.In December,LPD purchased 120 body-worn cameras were CD
deployed to all road patrol officers and supervisors in April of 2016. 0• '..f
There are currently one hundred and fifty eight(158)BWC's in operation at the Lansing Police Department. The unit r
installed Taser Signal units in all patrol cars and will install the Signal units in K-9,command and START vehicles to 0 0
complete the Fleet. Cr

In October,reconfiguration began of the SOS pole cams. The test of the reconfiguration of the PVS cameras is complete CD
and the units will be updated as we redeploy them or reconfigure them as time and weather permits.
The Radio Lab is working with Fleet Services to improve the installation of the new patrol vehicles with a new design of
the equipment mounting in the rear compartment and the use of a metal drawer locker in the back compartment to �
replace the old plastic boxes. 0
A new service van was purchased and is being set up to better meet the service needs of the department. This van will
have a work bench and the parts necessary to service most of your issues at the Operation Center. Parts for both mobile
and portable equipment will be at hand so you will not have to leave the Operations Center.
Stone Mountain informed that they will no longer supply the portable microphone cord with an ear bud jack. The
department is looking into a new portable microphone which will be issued,as needed,as the old microphones become
unrepairable.

r = The Lansing Police Department Recruitment Team is managed by Lieutenant Traci Ruiz and is comprised of
F• CD personnel from the Lansing Police Department,the LPD Detention Unit, and the City of Lansing Department of
C7 Human Resources.The mission of the team is to identify, recruit,and hire new talent to our work force by
Cattending career fairs, hosting employment information sessions,and guest speaking at police academies,
�• educational institutions,community events,and utilizing various media platforms. From February through
�• December of 2016,the Recruitment Team represented the Lansing Police Department at 55 different events
throughout the state. Team members spoke with hundreds of interested applicants and served as a point of
r••F contact throughout the hiring process.Through our coordinated efforts,we hired 17 police officers and 3
� Detention Officers. The LPD Recruitment Team is focused on continuing to spread the LPD brand and image in

Detective Michelle Bryant organizes the yearly P.A.L./Shop with a
Cop Golf Outing which was held on June 17,2015,at the El Dorado
Golf Course in Mason. It was sunny and 75 degrees;a perfect day for
golf. Participants rose over$10,000. p•f
Shop With A Cop p
At the 11th Annual Shop With a Cop event,more than 100 officers were matched up with a child and
were given$100.00 to shop for themselves and family members. This annual event helps kids,who
may not otherwise be able to purchase gifts for themselves or their family and friends.

Polar Plunge r
Polar Plunge was held on February 22,2015,at Eagle Eye. Two ° (D
hundred and seventy five registered participants dressed up in I ; a)
costumes and plunged,ten were Lansing Police Department plungers. 0
Plungers raised approximately$60,000. The Capital Area Dive Team and ELFD medics
4; -_- provided excellent service to participants.
Tri-County TRIAD _
Since 2000,the Lansing Police have continued to collaborate with Tri-County TRIAD,which
promotes elder quality of life through advocacy,assistance,education and training.The department
recognizes the value,dignity,and worth of our elder community and outreach remains a priority.
The main goal is to assist senior citizens with independent living and ensure their safety while
residing in the Capital City.The department continues to connect with numerous elders,monthly,in
addition to raising donations and helping deliver 300 Christmas baskets annually to seniors in need
Law Enforcement Torch Run for Special Olympics
Lansing Police personnel participate in several fundraising events that help Special Olympics
Michigan. Among the more traditional are the Polar Plunge,Summer Games Kick-Off Rally at
the State Capitol and The Midnight Run,in September. Jointly,these events rose between
$55,000 and$80,000. Several Lansing Police Department personnel participate in or
otherwise coordinate these community efforts. r

No Senior Without Christmas If
In December,Lieutenant Traci Ruiz organized the No Senior Without Christmas(NSWC)event,
hosted through TRIAD. Dozens of police and fire personnel filled 300 boxes with necessities
that are delivered by law enforcement and fire personnel to needy elders in Ingham,Eaton,and
Clinton counties.Many senior citizens live below poverty level,may not have family,and/or
otherwise would not receive gifts during the holidays.

Citizens' Police Academy
F�I This year marked the relaunch of the Citizens'Police Academy(CPA).
Twenty one(21)men and women accepted the challenge and
graduated in August. The Lansing Police Department CPA is a 40-hour
course of instruction designed to provide our community with
information about the people,assignments,equipment,policies,law,
and overall operation of the Department.Our hope is that the
instruction will dispel misconceptions,eliminate speculation and
increase police/community rapport through this educative process.This service helps the department
become aware of public concerns and misunderstandings.
