The purpose of this report is to highlight the accomplishments of the department as they work to keep Lansing safe for our residents, businesses, and visitors. In 2014, a top priority for me, as well as Chief Yankowski was on keeping the youth in our community safe. I am proud to partner with the Lansing Police Department and the Lansing School District in implementing ways to accomplish this goal. Programs and initiatives such as School Watch which provides a safe environment so our students can focus on education and not worry about their safety, the Violent Crime Initiative (V.C.I.)which assists the community in reducing violent crime by deploying law enforcement resources in the Capital area through a focused intelligence lead proactive policing philosophy, and the G.R.E.A.T. Program (Gang Resistance and Education Training) an evidence-based and effective gang and violence prevention program built around school-based, law enforcement officer-instructed classroom curricula. The Program is intended as an immunization against delinquency, youth violence, and gang membership for children in the years immediately before the prime ages for introduction into gangs and delinquent behavior. I extend my sincere thanks to the men and women of the Lansing Police Department for their service to our community and for their dedication to keeping Lansing a vibrant and safe community. Together, we can make Lansing an even better place to live, work and raise a family. This past year has presented a number of challenges and opportunities for the men and women of the Lansing Police Department and I am proud to say that the organization was always up to the task. Under the strong leadership of Chief Michael Yankowski and his team of enthusiastic men and women, there were many great accomplishments that will position the Lansing Police Department to continue building a solid foundation that will serve as a beacon for the future. The information contained in this report demonstrates the commitment and dedication of a passionate organization that wants to ensure a prosperous and safe environment for all of our residents, while at the same time providing an influential community policing presence through the commitment of maintaining "boots on the ground" in our neighborhoods. Dear Mayor Bernero , Board of Police Commissioners and Citizens of Lansing: On behalf of the dedicated Lansing Police Department employees, I present to you the j Lansing Police Department's Annual Report for 2014. 1 am very grateful and honored to lead - j such a talented and honorable group of police professionals. The Lansing Police Department(LPD), a Professional Law Enforcement Agency, has served the citizens of Lansing for the past 121 years and has a proud tradition of providing innovative policing strategies and quality service to the citizens of Lansing. The mission of the Lansing Police Department is to MAINTAIN ORDER, PRESERVE PUBLIC SAFETY; and to FOSTER A BETTER QUALITY OF LIFE; MAKING OUR CITY A BETTER PLACE TO LIVE,WORK AND VISIT. To accomplish our mission, the LPD will embrace a community-based, problem-oriented, data-driven policing strategy that emphasizes, the use of problem-solving techniques, community policing and a reliance on data to identify threats, measure the results of our interventions, and to hold ourselves accountable; to each other and to our community. Police Legitimacy and Community Policing continue to be the solid foundation of the LPD. Community engagement is paramount to policing and in 2014; LPD implemented several new policing strategies such as the G.R.E.A.T. Program, Violent Crime Impact Team, and Sector Policing. These new programs improved the efficiency and effectiveness of the organization. The 2014 annual report provides information and insight regarding the outstanding work performed by the employees and volunteers of the Lansing Police Department. We are excited about the future of the LPD. We are very fortunate to have a Mayor, Police Board of Commissioners, City Council and citizens that support our efforts and provide us resources to keep this community safe. As we move forward into 2015, the pace of change in policing the city will inevitably be a defining moment for the future of Law Enforcement. We look forward to the upcoming year that will bring many new innovative and effective policing strategies and technology that will enhance our ability to communicate within the organization as well as with the community. Officer Robert Merritt, a 24-year veteran, is the department's PIO and he reports directly to the Chief of Police. RESPONSIBILITIES • Updating and maintaining the Lansing Police Department's web site/page • Utilizing social media to relay pertinent information to the community pertaining to the Lansing Police Department • Communication Liaison Officer Merritt's role as the department's liaison for the exchange of information is paramount to successfully conveying pertinent information related to legal updates, news, community events, and agency activities. The Office of Internal Affairs (O.I.A.) is established under the direction of Mike Yankowski, Chief of Police. The O.I.A. is composed of Lieutenant Sue Baylis and Sergeant Paul Beasinger whom report directly to the Chief of Police on Internal Affairs matters. The office investigates alleged ,L violations of departmental rules, policies, procedures, and civil complaints against Lansing Police employees. Each complaint is f objectively investigated and a determination is made whether to sustain the allegation and take appropriate disciplinary action. In addition to complaints, the O.I.A. monitors Use of Force, Vehicle Pursuits, Firearm Discharges, Vehicle Accidents, Early Warning System, Commendations and other reported activities which bear on the performance of the Police Department. As the city J T changes and grows,so does the need to reinvent the methods we use to police this city. 2014 was a busy year for the Patrol Division with a number of major changes to our workgroup. The first major change in 2014 was the move to four 10-hour shifts for the patrol officers. This schedule replaced the two 12-hour shifts. The uniformed patrol officers now work 10-hour shifts and are assigned to one of four Platoons(or shifts)with staggered starting times. With this change,we moved from small patrol areas called teams to four larger geographic policing sectors. This patrol deployment plan was put into place to provide an increase in staffing during the busier times of the day. The sectors were designed to balance the workload and allow the officers to be more responsive to ever-changing crime trends. Platoon Lieutenants,Sergeants, and Officers are assigned one of the four patrol sectors and are held accountable for the overall crime issues,calls for service, policing strategies,and community outreach for their assigned sector. The next major change was relocating both the Patrol and Investigation Divisions from our May Street building to Hill Center on Wise Road. LPD relocated at the end of August when our lease ended on the former North Precinct site. Our remodeled work space provides a comfortable work environment,with extra space that will be more efficient and effective. Our new location known as the LPD Operations Center, has improved spaces for holding training and briefings,a fenced in parking lot for security, upgraded lockers with electrical connections for charging equipment such as flashlights,a larger workout room, larger Crime Scene Laboratory and storage rooms. During 2014,The Patrol Division continued to build on the foundation of SMART/Intelligence based policing, better known as"Hot Spot"policing. SMART policing is based upon the fundamentals of using crime mapping, crime data,and up to date community intelligence in fighting crime.We also increased the use of foot beats, bicycle patrols, neighborhood watch involvement,and community policing for day to day operations. Our use of the Data Driven Approach to Crime and Traffic Safety(DDACTS)continues to be an effective crime fighting strategy for the Division.The DDACTS program uses geo-mapping to identify"hot spots",areas with high incidences of crimes and traffic crashes. DDACTS targets traffic enforcement strategies in fighting crime, reducing traffic crashes and traffic violations. DDACTS draws on the deterrent value of highly visible traffic enforcement and the knowledge that individuals often use motor vehicles in the commission of crime.The measurable result of the DDACTS strategy is to make our neighborhoods safer and we are seeing very positive outcomes. In order to maintain the desired quality of life in our neighborhoods and community, it is paramount that each citizen gets involved and works closely with the community in gathering and sharing helpful information with the police department.The strong partnerships we have built with the community are not taken for granted. Neighborhood Watches and Business Watches are the foundational pillars for continued success in keeping Lansing a safe community. Provided i \, resources include i Neighborhood Watch, Business Watch, and School 1-J,, Watch. The CSO provides safety tips, monitors false alarms, conducts home security surveys, and addresses quality of life and community concerns for residents x and business owners. The CSO sponsors several events each -_ year encouraging neighborhood participation and raising crime prevention awareness: crime prevention seminars for businesses and residents, public safety events, school assemblies and health and safety fairs, Halloween events, parades, baseball games, and works with McGruff the Crime Dog to spread the crime prevention message. The CSO helps develop partnerships between the community and the police department, a key component of our community policing philosophy. McGruff visits - - ti Over the years, McGruff has made his way across the country to spread crime prevention messages. In the past few years, he's i marched in the Macy's Thanksgiving Day Parade, thrown out the first pitch at baseball games, shaken hands with senators on the steps of the Capitol building, and rung NASDAQ's closing bell. _ Some popular occasions for a McGruff visit are: School assemblies, Health and safety fairs, Crime Prevention Month, Halloween events, and Community events related to public safety. - But McGruff doesn't just do big time events—he makes local appearances too. The officers address many neighborhood concerns including neighborhood complaints, street level narcotics trafficking, loitering issues, and prostitution. The officers have a keen ability to stay informed of problems in and around their areas. They work closely with Code Compliance, Housing Commission, Ingham County Parole, Michigan Prisoner Initiative, Special Operations and other city departments. All officers strive to increase participation in Neighborhood and Business Watch and regularly patrol their neighborhoods. They make frequent visits to area businesses and schools and participate in numerous community events and youth programs throughout the year which include: Neighborhood Clean- Ups, Meet your Neighbors Picnics, Shop with a Cop, No Senior Without Christmas, Child Safety Events, and National Night Out. (2645) or Shawn.Martinez cDlansingmi.gov. School Resource Officers (SRO) School Resource Officers (SRO's) have played an integral role in the school culture. SRO's routinely monitor the halls and campus to ensure a safe environment for both students and staff. SRO's enforce law, support school security, and administration with school code matters and liaison between school, neighborhood, and City officials. SRO's teach classes, counsel students and most importantly, provide encouragement, motivation, and mentoring to many students that truly benefit. This group of officers is working to build relationships with students which will benefit the school and community by preventing incidents that jeopardize public safety. SRO presence in our schools has improved security and discipline policies and brought a heightened degree of comfort among students and staff who simply want to feel safe in their scholastic environment. These officers have taken ownership of the assignment, their school and provide service with a genuine pursuit of making a difference. The CPO's and SRO's serve in the unit in addition to their regular assignments to assist with problem- solving and other activities. The mobility and accessibility of the unit makes them an integral part of crime fighting and special event security. The unit currently has seven (7)teams as follows: Three (3) Explosive Detection teams - Officer Mills/ - K9 Diesel, Officer Hood /K9 Dooley and Officer Garcia/K9 Duke. There are four(4) Narcotic r` Detection teams - Officer Szczesny/K9 Chase, ..� Officer McNamara/K9 Ice, Officer Pung/K9 Tango, and Officer Bahl/K9 Chief. In 2014 Officers Pung - and Bahl completed Basic K9 Training and were certified to work the road in July and August. K9 Marz retired due to Officer Bunch's promotion to Sergeant and K9 Recon retired due to age. The Traffic Unit is made up of one (1) Sergeant, and four(4) Officers. During the year, the Traffic Officers were assigned to 107 events and spent 1,531 hours on special events. The Squad is currently composed of a single investigator, Detective Lee McCallister. The Cold Case Investigator is responsible for the following related tasks: inventorying evidence and ensuring it is analyzed using the latest technology, seeking information from previously assigned investigators, and re-interviewing witnesses and suspects when necessary. Cold case investigations are challenging and time consuming. However, new approaches gained from cold case specific training and evolving methods in analysis of evidence have opened the door to many new possibilities. Detective McCallister routinely works in conjunction with other law enforcement agencies and follows guidelines for leading best practices for case success. The Lansing Police Department �r. recognizes the importance of solving as many open murder cases we can to bring those accountable to justice. Staff Services endeavors to create support platforms that are based on prescribed policing best practices. As a result, Division personnel, both civilian and sworn officers, are constantly evaluating and examining police service methodologies. The Staff Services Division, while supporting many of the administrative aspects of the department is directly involved in the management of inmates. The Detention Center is responsible for the humane treatment of persons under the custody of our courts. The Detention Center is a 72-hour inmate lock-up facility that is fully staffed 24 hours per day. Detention Center procedures are evaluated regularly for best practices. The Central Records Unit comprises the Records Management, Biometric Analysis, Uniform Crime Reporting Compliance, and Freedom of Information Units. The Records Management Unit maintains a front desk counter that assists persons pursuing police documents through the Freedom of Information Act. The Lansing Police Department's recruiting goals strives to bridge personnel vacancies by maximizing recruiting resources all while minimizing police officer attrition. As a result, LPD recruiters targeted resources more effectively to reach a broader pool of applicants; attending 17 recruitment events throughout the State of Michigan and delivering seven (7) police officer informational sessions in key diverse markets of the City. The Recruitment Team further ran an electronic billboard of police officer job vacancies on three(3) key 1-96 Highway advertisement trailers. The LPD posted job vacancies nationally on discoverpolicing.org, Linkedln, and National Minority Update and within the State and locally on Career Builder, MCOLES, Michigan Bulletin and other printed media outlets. Recruitment members further updated City websites/social media pages with police officer information and kept all Michigan police academies abreast of hiring processes. Additionally, the Department applied for and received a grant from the Michigan Commission on Law Enforcement Standards. Subject Control Training Cadre The Lansing Police Department Subject Control Training Cadre consists of nine (9) men and women who serve within various assignments of the organization. The team is responsible for training sworn and Detention personnel in critical officer safety tactics, verbal, physical, and less lethal weapons that we employ to affect control and prevent or mitigate harm to citizens and themselves. In addition, this team provides education and training to other agencies such as Department of Human Services Child Protective Service Workers, Code Enforcement Officers, School Security, EMS, Fire Marshals, police academies and police and security defensive tactics trainers. Another important function is facilitating the personal safety awareness and defensive tactics education sought by our citizens. The Subject Control Team provides such training to neighborhood watch groups, church groups, corporate groups, youth groups, special needs groups, women only groups and others at the direction of the Police Administration. The trainers take G.R.E.A.T. pride in the responsibility of imparting knowledge to these groups that saves lives, instills confidence and reduces risk. They must maintain proficiency in a number of disciplines that include hand-to-hand tactics, less lethal weapons such as pepper spray and TASER, citizen self-defense tactics and best practices for Police Response to Resistance policy and training. Volunteers are recruited for a variety of community-based efforts that include support services, security and parking enforcement. The Operations Center is staffed by volunteers who perform a variety of duties, including greeting visitors, answering phones, giving directions and entering certain crime data. Victim Advocates are trained to accompany officers and assist victims and their families during traumatic events. Victim Advocates console, support, and assist with grief counseling, funeral arrangements and referrals for support services. They interact with the victims'family as needed and provide a valuable liaison during the subsequent investigation. Handicap Parking Enforcement ensures access to available parking for physically challenged visitors and enables Police Officers to focus on patrol duties. Eight(8)trained volunteers patrol parking areas open to the general public to enforce handicap parking violations. River Trail Patrol utilizes volunteers who use golf carts to patrol the trail, give directions, address minor medical needs and enhance overall trail security. Thousands of citizens utilize over thirteen miles of River Trails along the Red Cedar and Grand River in Lansing. Capitol Area Response Effort(C.A.R.E.) is a first responder program for domestic violence victims/survivors. The C.A.R.E. Program has been in operation is located in the Investigation Division. C.A.R.E. consists of three (3)full and one (1) part-time staff and forty two (42)volunteers. C.A.R.E. staff and volunteers are dispatched after an arrest has been made by local police departments: Lansing, East Lansing, Meridian, Lansing Township and Michigan State University. Non-arrest contact with the victim is also available when she/he is at a local hospital or precinct. C.A.R.E. provides crisis intervention with the victim/survivor in the form of empathy listening, education on the power and control of the abuser, community referrals as well as follow up advocacy. He became a sworn officer on October 8, 1920. 1 Officer Gottlieb Sohn Patrolman Sohn, 61, died of an apparent heart attack on May 23, 1942, during an altercation with a 4 , subject he was attempting to place under arrest. He became a sworn officer on May 16, 1919. 451 ka Officer Mac J. Donnelly, Jr. Patrolman Donnelly, 35, heroically sacrificed his life in a successful attempt to save the lives of four civilian hostage during a bank robbery on June 16, 1977. He became a sworn officer on May 6, 1968. Officer Dean Whitehead Officer Whitehead, 30, died in the line of duty on May 9, 1985, during an accidental crash of Air 80, the Lansing Police Department's helicopter. He became a sworn officer on November 28, 1977. Officer Julie Englehardt While on a routine complaint call on February 12, 1988, Officer Englehardt was fatally shot in the line of - duty.
