OF THE
BOARD OF PUBLIC SERVICE OF THE CITY OF LANSING, MICHIGAN
I - ORGAN'TZATION AND ELECTION OF OFFICERS.
The Board shall organize at its first meeting following July s-11
F of each year, by electing one (1) of its members as its Chairman., -nd
one (1) of its members as Vice-Chairman, and each shall hold office
for one (1) year. In the event the Chairman resigns, or is re:uoved
by a majority vote of the Board, a new Chairman shall be elected and
the same procedure shall apply for the Vice-Chairman. It shall be the
Chairman's duty (or in his absence, the Vice-Chairman's) to preside at
all meetings of the Board; to see that all orders and regulations are
executed and complied with; to see that all legal contracts with the
Board and for the City are performed; and he shall perform such other
duties as may be lawfully required of him by the Board or which the
City Council may by ordinance or resolution prescribe as provided for
by the City Charter.
The Board shall, at its first meeting following July lst of each
year, select (by majority vote) a secretary who shall 'hold office for
one (1) year, or until such time as he or she resigns or is removed by
' a majority vote of the Board.
If the Secretary of the Board is not a member of the Board (he or
she) must come from within the Department of Public Service and may be
given compensatory time for services rendered.
II - ATTENDANCE OF MEETINGS.
No Board member shall absent himself from meetings without having
notified the Chairman or his designated representative.
All Board members shall be required to attend at least 75 percent
of all meetings in a calendar year and it shall be the duty of the
Chairman to confer i•rith the Mayor concerning any member w'no absents
himself (without leave) three (3) meetings in a rou.
III - APPOINT7NT Or PEnSON, ?J..
The Board shall appoint a Director of Public Service and a u _.cy
Engineer, and each shall be a register ci Professional Engineer as
provided for by the City Charter, and each shall be directly responsi-
ble to the Board and shall serve, at .he Board's pleasure.
The Director of Public Service shall be responsible for prepar-
ing an agenda of business along t:rith a chart or map of each specific
item to be considered at that meeting and mailing same to each Board
member at least five (5) days before each regular me-eting.
All matters considered on the agenda shall originate from the
proper Committees except those items that are approved by a majority
of the Board members present at that n.eeting.
IV
The Board shall hold not less than one (1) regular meeting in
each month, to be held or, the first Tdednesday of each month at 7.30 P.M.
and such other meetings as it deems necessary to carry on efficient and
effective policies for the good of the Public Service Department and
the City of Lansing.
All meetings of the Board shall be open to the public and citizens
shall have a reasonable opportunity to be heard. Any person i-rhile
being heard at a Board meeting may be called to order by the Chairman
or any Board member for failure to be germane, or for vulgarity or
redundancy. Such person shall thereupon take his seat until the Chai
man shall have determined whether he is in or, �:-. Eve:.•y quest4

order shall be decided by the Chairman, subject to an appeal, by any
Board member, to the Board. If a person so engaged in presentation
shall be called to order, he shall not be permitted to continue at
7-e same meeting except on special leave of the Board.
V. - MTPLOY-MENT OF PERSONNE1.
The Board shall employ such personnel as it may deem necessary
to carry out the duties as provided by the Charter, subject to any
primary recruitment practices of the division of personnel and of the
budget allowance of the Council, but reserves the right to exercise
the privilege of full power to promote, demote, remove, or suspend
its personnel for reasons of discipline, incapacity, or for the good
of the service, as stated in the City Charter.
VI - ",12,:1TTEES.
The Chairman shall appoint the following standing committees
necessary to make an effective administrative and progressive body o_
this Board and to expedite certain functions of this Board.
Contracts, Materials, and Specifications
Rules
Personnel
Sewers, Garbage, Serage Disposal, and Landfill
Buildings, Grounds, and Equipment
Streets and Sidewalks
Public Relations
Finance & Budget

red to the proper Committee and all committee reports shall be presented
in writing on a standard form.

DEPARTMENT OF PUBLIC SERVICE.
Section 7.19. (a) There is hereby created a Department of Public
Service.which, within the limitations of law, shall be -responsible for
planning of, improvements of, extensions of, additions to, and the opera-:,1c:=
and maintenance of the public works and service facilities and of all
ties of the city, except such as are specifically charged to the

The Board shall organize and conduct the public works, services, and prope_c-
ties of the city for which it is responsible, in a manner consistent with
the best practices therefor.
(b) Said Board shall be responsible to the Mayor for
the conduct of the administration of the Department of Public Service and
to the Council for the carrying out of such general policies concerning the
public works, services, and properties of the city as the Council shall
prescribe.
(c) The Board shall appoint a Director of Public
Service who shall be the executive officer of and directly responsible to
the Board, and a City Engineer. Both shall be registered ?rofessional
Engineers of the State of Michigan.
CITY BOARDS.
Section 7.6. (d) Each board shall provide its own rules of adminis-
trative procedure, which rules and any changes therein shall be consistent
with tho provisions of this charter and shall be effective when approved
as to form by the City Attorney and filed with the Clerk as a public record.

Each board shall employ such personnel as it may deem

to any primary recruitment practices of the Division of Personnel so long
as the same be retained or is hereafter created or recreated by the Council,
and the budget allowances of the Council, frith• full power to promote,
denote, remove or suspend its personnel for -reasons of discipline, inca-
pacity, or for the good of the service.
(f) Each board shall appoint its Mir, Secretar-y w1ho shall 'keep
L 11C records of the board: Provided, That, where budget allowances are
necessary; such appointment shall be subject to-the budget allowances of
the Council, The minutes of all board meetings shall be filed in the
office of the Clerk as a public -record and no official action taken by any
board at any meeting shall be valid or effective, until a copy of the
minutes of the meeting shall be valid or effective, until a copy of the
minutes of the meeting at which such action was taken shall have been so
filed t•rith the Clerk.
(;) Each board shall, on or before the first Monday in
February in each year, file with the Mayor and the Council a report, pre-
services, and
