"The administrative heart of the Department of Parks and Recreation shall be The Park Board. Said Board shall be responsible to the Mayor for the conduct of the administration of the affiars of its department". Sect. 7.22 City Charter 1. The Park Board will organize at the first regular meeting in July by choosing one of its members as Chairman and one as Nice-Chairman and they shall hold their office for one year. 2. In the absence of the Chairman the Nice-Chairman will perform:► all the duties and have all the powers of the Chairman. 3. The following committees are considered to be standing committees and membershi?o will be named by the Chairman on or before the regular August meeting: Buildings, Cemetery, Finance, Forestry, Park, Public Relations, Recreation. 4. Five members of the Park Board will constitute a quorum for the transaction of business at all of its meetings. In the absence of a quorum, any number less than a quorum may adjourn any meeting to a later date. 5. The Park Board will hold not less than one regular meeting each month on the second 1.1ednesday at 7030 p.m. in the Park offices at the City Hall. 6. The minutes of all board meetings shall be filed in the office of the Clerk as a public record and no official actin taken by any board at any meeting shall. be valid or effective, WItil a copy of the minutes of the meeting at which such action eras taken shall have been so filed with the Clerk. 9. The Board shall appoint the Director of Parks 8: Recreation who shall be the executive officer of, and directly responsible to the Board. 10. The Park Board ,hall appoint its own. Secretary who shall keep the records of the Board. 11. The Park Board shall employ such personnel as it may deem necessary to carry out its duties as provided by the charter, subject to any primary recruitment practices of the Division of Personnel so long as the same be retained or is hereafter lereatea or recreated by the Council, and the budget alloarances of the Council, with full power to promote, demote, remove, or suspend its personnel for reasons of discipline, incapacity, or for the good of the service. 12. The Park Board shall, on or before the first Monday, in February in each year, file with the Mayor and the Council a report, preGenting an analysis of the status and needs of the works, services, and pro-perties under its control,. 13.
