1. A chairman, vice chairman and secretary shall be
annually at the Board's first meeting in July. No officer
may serve consecutive terms in the same office.
2. Any member may serve in other offices after his tenure of
service in a completed office. but no member can serve
in two offices during the same annual period.

1. Appointments to committees shall be made by the Chairman
of the Board.
2. Committees can be created by a majority vote of the Board
and can be disolved by same.
3. No member of. this Board shall chairman annually more than
one committee unless elected by a three-fourths majority
of the Board.
4. All committee appointments shall terminate at the end of
each fiscal year. New appointments or rea -ointments shall
be made annually within 30 days after election of officers,

1. These rules of procedure may be amended by a three--
fourths vote of the Board.
MEETING PROCEDURES
1. All regular meetings of this Board shall be conducte,a. in
this order:
aq Calling or the meeting to order by Chairman.
bt Roll call.
c. Reading of minutes of last meeting by Secretary
d. Reports of Committees.
e. Unfinished business.
f. Planagerts report.
g. New business. .
h. Announcements.
I. Adjournments.
2. Any change in the routine of a regular meeting may be
made by the chairman, unless there is a member trho snoi,r
disapproval, whereupon a roll call must be taken and
passed by a majority to so conduct the meeting otherwise,,
3. Any meeting termed special, or any part of a meeting
termed regular, may be at the discretion of the chairman
and/or the Board to be held without audience. These
portions or entireties may be so conducted without notica,
VOTING
1. All voting shall be done by voice, unless otherwise re—
quested by a member of the Board, seconded and approvfxc.
on all matters. Vote shall be by ballot on the elect- cn
of officers.
2. In all voting a quorum is established, that quorum is
five members present.
3. Only in event of a vacancy or vacancies, may Members en--
tablish a quorum by vote to beet the emergency.
4. In event of a tie vote, the issue will be considered in-1,t,

voted negatively.
5• A motion, seconded and approved to table a question is
not subject to discussion.
G. A board member shall not vote on a matter In which he ha- 3
a direct or indirect financial interest. Any member vfr.o
does have financial interest, directly or indirectly,
shall advise the other members of the board prior to arty
action that may be taken.
