They are.publishea in th?,s fore-a for the infori.,ati on and guidance of all persons connected ,,rith the Department, The Fire Board reservos the ri`ht to amiend or revoke any of the rules and regulati oZs cont�,�.ned herein r. and to ra_'.e additional rules and reLDulatials as circumstances may reruire. Interp-retation or the rne=ninf- of all rules and regulati ons by the Fire Board shall be final. It is evident that no compilation of rules and rag,vO-ati ons .can c:T: i rely encompass all situ tions that are lLkely to axis-. The officers of the Department are responsible for enforcin- the e;-stin::;- rules and applying the intent of these rules in cases not entirely or ex-actly covered by a specific rule or reeul Lion, All decisions are subject to review by the Fire Board, The rules and reSula-.tions are intended as an aid in the government a-ld discipline of the Fire Depart -ent of the City or Lansing. The Fire Board shall be hereLfter- referred to as the Board, QUALI "-.Tlci s FOP APPOIiNJ ENT Sec. 1. Al.l applicants must pass the test 'given by the Personnel Department. Sec. 2. All applications for appointment to membership in the Fire Depar Taent shall be made on for~is approved by the Board. Sec. 3. Seca 5. Each probationary nierrOber of the Fire Dapartment shall serve a probationary period of at least twelve (12) months. Sec. 6. The probationary.period of a. probationary fireman may be extended by the Chief. Sec. 7. Probationary meri�bers are subject to disr.assal for cause by the Chief. Sec. 8. Any member of the Fire Department di.srissed or suspended for cause shall not after;-rards be re-instated in the Depart-ment anti]. the cause for dismissal or usp ;nsion has been removed and all administe s red penal-ties have been fulfilled. Sec. 9. Every..ragular member of the Fire Department must become a member of the Lansing Firem.ern�s Benef ir i, 1:ssoci.ation. Sec. 10. Every applicant for appointment to the Fire DepartR,ent must: 1. Be a citizen of, the United States of America. 2. Be a registered voter. 3. Be at least 21 and not over 29 years of age. 4. Have completed at least 12 grades of school or equivalent. 5. Have a drivers license. 6. . Have not been convicted of a felony. 7. Be at least five feet eight inches in height. 8. Pass the agility-test. . 9. Have 20--30 uncorrected vision. 10. Not be grossly over or under wei ;ht in the opinion of the eX?m:,ning physician. 11. Be approved in regard to his general health and physical condition by the doctor designated, including back x=ray. Sec. 11. If a member has satisfactorily performed his duties during his probationary period, his appointrent shall be confirmed. GENEL,RA.L RUIZE,S Sec. 12. No rule in this book shall be changed without the approval of the Board. Sec. 13. When a rule change is made, each company officer shall be notified in Vrriting the date the change beco_.-es effective. Sec. 14. Company officers shall be responsible for informing the members under their com-mand of all rule changes. Sec. 15. ,Then a change is made in the rules, printed stickers setting forth the rule change shall be issued to each rneraber, who shall be held responsible for keeping his rule book up to date. Sec. 16. Each order by an officer shall be given so that some specific individual is responsible for its execution; Sec. 17. Each newly appointed member of the Fire Department must make the official oath with the City Clerk before reporting for duty in the Fire Department. Sec. 18. Each member retiring or resigning from the Fire Department must turn in all department equipment issued to him to the Deputy Chief on duty. Sec. 19. Each member of the Fire Department who enters the armed services of the United States shall be given a leave-.of absence from his position, during a national emergency. Refer to appendix 19, Military Service. Sec. 20. The Chief of the Fire Department shall- be the executive head of the Fire Department. In his capacity as Chief he shall: 1. .Devote his full time to his duties as Chief. 2. Have supreme co=nand at all fires. 3. Enforce all rules and regd1ations. 4. See that proper discipline is maintained among the members of the Fire Department. 5. Transmit to the Board aL communications directed to them through his office. 6. Have the authority to dismiss a probationary fireman from - the Department when adverse reports concerning him are submitted in writing by his officers. 7. Have general supervision of all buildings and grounds belonging to the Fire Department. 8. - See that all companies are fully equipped and are prepared to respond to alarms. 9. Make sure that complete records of the operation of the Fire Department are kept and made available at all times. 10. Submit monthly reports to the Board .regarding purchases, expenditures for repairs, condemnation and sale of unserviceable property or equipment and financial state- ments. 11. Present a complete report to the Board concerning an injury to a member of the Fire Department. 12. Present to the Board, for their approval, any rule or modification of a rule that may be necessary for the proper operation of the Fire Department. 13.. Recpmnend to the Personnel Committee of the Board a qualified member for promotion when a vacancy exists and the member has been recomended for promotion by his conmanding officers. 14. Issue orders, when in his judgment it seems necessary, for any apparatus of the Fire Department to respond to a • . fire beyond the .Fire Department limits. If a company is at a fire at the time of the shift change, the officer commanding the group corning on duty shall stand by to await orders. Sec. 164. Noisy conversation and boisterous conduct at a fire by members of the Fire Department will not be tolerated. Sec. 165. No member of the Department shall- play a stream of water on any person, except in the line of duty. Sec. 166. When a member of the Fire Department is injured on duty and medical attention is requiredrfor that injury, he will report to the current City of Lansing physician for treatment, or to a physician or specialist recommended by the City Physician if such special medical attention is required. Any member of the Fire Department who wishes to receive medical attention, paid for through the department, from any other physician, osteopath, chiropractor, etc. for injuries sustained while on duty must first receive permission from the Assistant Chief. Sec. 169. Any member injured while on duty must report his injury to his commanding officer immediately. The commanding officer will fill out the necessary injury reports, including all information re— quested and the reports will be submitted to the Assistant Cb?ief. Sec. 170. Should medical attention be required, the inju_.•ed member will present the injury report to the attending physician to be properly filled out and returned to the department. 14. Sec. 171. Any member injured off duty shall report the injury to his con�-�ndir_g officer, as soon as possible, if he is unable to return to duty. Sec. 172. Any member of the Fire Department is subject to disciplinary action by the Fire Board for any of the following violations: A. Offenses: 1. Failure to report to the Chief or commanding officer of his company any violation of the rules and regulations of the Department. 2. Reckless operation of fire department apparatus endangering life and property. 3. Gross neglect of duty- 4- Intoxication-while on duty. 5. Disorderly conduct on duty. 6. neglect or refusal to pay a just debt, if so determined after a full ir_vestigati on. 7. Making a maliciously false official report. 8. Neglect to wear his Fire Department uniform_ in accordance with the rules. 9. Refusal to obey orders given by a superior officer while on duty. 10. Leaving the quarters or the service without giving the required notice. 11. Conviction of a felony. 12. Violation of any of the rules and regulations of the Department. 13. Habitual indulgence in narcotic drugs. 14- Insubordination or disrespect toward a superior officer. 15. Immorality, if convicted by a court of law. 16. Keeping a fee, gift or reward secured in the course of his duties without the express permission of the Board. B. Penalties: 1. Verbal reprimand. 20 Loss of' Kelly day or days. 3. A member of the Fire Department may be suspended for cause by the Chief for a period not to exceed ten (10) days. His action must be reported to the Personnel Coranittee i.,ithin three (3) days and'the Personnel Corimi.ttee uill hold a hearing as soon as possible. In event the Personnel Committee disagrees with the Chief, the Board Secretary shall be notified in writing Athin twenty—four (24) hours. The Board shaL convene as soon as possible to make a decision. GRIEWICE PROCEDURE Definition of a Grievance: A grievance is defined as a claim, reasonably and sensibly founded, of a violation of the departmental work rules or of a specific section of an applicable Union Contract. Any grievance filed shall refer to the provision or provisions of such work rules or Union Contract alleged to have been violated and shall adequately set forth the facts pertaining to the alleged violation. Any claims not conforming to the pro— visions of their definition shall be automa ..ically denied as not constituting a valid grievance. Sec. 180. Should a grievance arise between an employee or a group of employees and the Department Administration, the follotiring steps vrill be taken to resolve such grievance: 1. First Sten (all verbal) a. The Employee shall report to the Steward. b. The Steward shall_ arrange a meeting with the Employeets immediate Supervisor. c. ' The Steward shall then (with the Employee present) present the grievance to the irurediate Supervisor within five (5) days (or when all parties are available). d. The immediate Supervisor shall. then atte_-rpt to resolve: the grievance within five (5). days. 16. 2. Second Step (if not settled in the first 'step) a. The Grievance Committee shall submit the grievance in written form to the Chief or person acting in this capacity within five (5) days after completion of the first step. The Chief shall act on the grievance within_ five (5) days from presentation. b. Failing settlement within five (5) days, the grievance shall be processed for appeal to the Chairman of the Personnel Committee of the Fire Board and served thereafter on the Chairman of the Personnel Committee by delivery to the City Clerk for the Chairman. Receipt of the grievance shall be acknowledged and a date set for a hearing within seven (N days. The employee and/or the Grievance Committee and the Chief may be repre- sented by a person or persons of their choice. Time may be extended by mutual agreement. 3. Third Step (if not settled at the second step) a. If the grievance is within the jurisdiction of the Fire Board, the Grievance Committee shall submit the grievance with a i-rHtten summary of all argu- ments M support of said grievance to the Fire Board. b. After the date for the hearing is set by the Chairman of the Board, the entire Grievance Committee, together with the Aggrieved and witnesses, shall appear before the Fire Board. c. If the said grievance is not within the jurisdiction of the Fire Board, it shall be referred to the City Labor Relations Supervisor for further consideration; and the officers of Local 421 notified of this referral. 17. . Sec. 181. Watch shall be maintained in each station twenty-four hours of each day. Sec, 182. Day and night shall be divided into Hwatches" by the officer in charge of the station and he shall equalize the watch among his members. Sec: 183. The member taking night watch may rest at the discretion of the station officer. Sec. 184. After 10:00 P. M. the member on watch mn:y sleep on a cot near the watchman's desk. A light must be kept burning in the room. Sec. 185. It shall be the duty of the man on watch to answer all telephone calls, receive all alarms, and answer all cry alarms. Sec. 186. If the man on watch is unable to understand the correct location of a fire, he shall call the officer for assistance. Sec. 187. The man on watch shall not leave his post until he is relieved, unless for necessary duty. Sec, 188. Unen the man on watch receives an alarm by. telephone he shall relay all information given him by the Dispatcher to a station officer. DAYS OFF AND VACATION PERIODS Sec, 189. All members of the fire fighting division shall be allowed twenty- CD four hours off duty out of every forty-eight hours and one "Kelly" day every third work day. Sec. 190. Vacations: Fire Fighting. 1. Personnel 'having completed one(1) year service will be credited with six (6) working days. 2. Personnel having completed eleven (11) years of service will be credited with nine (9) working days. Vacations: Day Work6rs. 1. All regular, full time employees who have worked one year or more for the City shall receive vacation leave according to the following schedule: One year of service but less than eleven (11) years, ten (10) work days. Eleven (11) years or more of service, fifteen (15) work days. Sec. 191. Vacations will be selected on department seniority. Senior employees shall have first choice in selectin_o their vacation not to exceed two weeks for day workers or six (6) work days for fire fighting workers. After all first vacations are selected, senior employees shall then pick second choice. LEAVES OF ABSENCE Sec. 192. No member of the department shall be absent y-i.thout good cause, from duty, other than regular leaves, vacation or sickness, without permission from the Chief or Assistant Chief. 18. Sec. 193. The Chief may grant a leave of absence to any member of the Depart- ment who cannot perform his duties due to injuries received off duty or.death in the immediate family. Sec. 194. Leaves of abs.i:"ice for a longer period than ten days may be granted by the Board upon reconmiendation of the Chief. Sec. 195. irdhen a member of the Department becomes sick while on leave, his illness shall be reported to his station officer as soon as possible. The station officer shall then grant the member "sick on and notify the Deputy Chief at once. Sec. 196. All members of the Department will. be held accountable for their conduct while on leave, if such conduct is deemed detrimental to the Fire Department. Sec. 197. The Chief may call members back to, duty if emergency conditions exist that make this action necessary. Sec. 198. Scheduled off-duty is any period during which a member of the department is relieved of his duty with pay, in accordance with a regular approved schedule. Sec. 199. Non-scheduled off-duty is any period during which a member is relieved of his duty with pay; his duties being performed by another member of the Fire Department during the latterts scheduled off-duty period. Sec. 200. Leave-of-absence is any period, other than suspension, during which a member is relieved of his duty without pay. SICK LEAVE Sec. 201. Members of the Fire Department shall be entitled to sick leave as adopted b.;- the Fire Board. 1. Employees may accrue sick. leave on the basis of one sick leave day per month of service (but no less than 10 sick leave days) until their accumulative service amounts to 120 days of .sick leave. 2. Sick leave accruing to an employ-eels credit which is not used during the year in which it is eafn.ed :_ay accumulate from year to year, but the total accumulation shall not exceed 120 days. 3. Sick leave shall be .granted on the basis of one sick day for a work day. Advancement of sick leave must be requested in writing by the employee and must be approved by the Board.. Application for advanced sick leave must be' suprorted by a medical certificate signed by a physician. or other practitioner. All available accumulated sick leave and annual leave must be exhausted prior to advancement of sick leave. 4. Advanced sick leave credit should not exceed an amount which it is reasonably assured will be subsequently earned. Re-payment for advanced sick leave is required if the employee terminates service for his o,,m convenience prior to earning and re-paying advanced credits. Re-payment for advanced sick leave is not • required when separation is due to death or disability for which an accepta}le medical certificate.is received. 5. Un en an employee is not able to report for work due to illness or.injurf, ae .shall notify his station officer at once. A physiciants certificate or other satisfactory evidence of illness and recovery may be required by the Assistant Chief's office. _ ' before the member returns to duty. Ho:•rever, the above regulations shall not be deemed as barring the Board from reviewing any case and granting such concessions as they deem fit. Sec. 202. Sick leave is any period during which a member .is incapacitated by reason of illness or non-service connected injury. Sec.. 203. Any member on sick leave must notify the Deputy Chief on duty when he wishes to leave his residence. The Deputy Chief on duty shall be -notified by the member on. sick leave ;,hen he is discharged as a patient from the hospital, Sec, 204. Injury leave is any period during which a member is incapacitated by reason of injuries or illness arising in and out of the course of his employment. Sec, 205. Funeral Leave, 1. A member shall be granted time off with pay, until the work day after the funeral, when a .member .of his immediate family dies, 2. Reasonable time off, with pay, will be granted when the funeral is out of town, 3. _ The immediate family shall mean: husband, wife, son, daughter, father, mother, father-in-laver, mother-in-lawn, brother, sister or any other person living in the same household, UNIFORi,i AND STATION D.z:,SS Sec, 206. The Department shall furnish work uniforms, dress uniforms, rubber goods and protective innersoles for boots in accordance with the resolution adopted by the City Council, Sec. 207. The Department will furnish rubber gloves irithout charge, upon request and upon trade-in of unserviceable pair. Sec. 208. The Department shall provide each member with a full uniform after his appointment to the Fire Department has been confirmed. Sec. 209. The entire uniform must conform to Department requirements as specified by the Chief, !,!embers of the Department shall wear their uniforms only when on .duty (including reporting to and from duty between their homes and their stations) . Sec, 210. MerLbers must not use their uniform or any part of it for the purpose of identifying themselves as members of the Department, when not on duty, without proper permission. Sec. 211. Each member of the fire Fighting Division below the rank of captain. (excluding engineer) must wear a department helmet, spanner belt, fireman's coat and smoke mask when respondin- to an alarm of fire. Sec. 212. The Chief iay call for uniform inspection at any time. Sec. 213. The Chief shall prescribe uniform dress when attending funerals, churches, parades and any other function in L group. Sec. 214, Officers in command .of companies shall be responsible for all apparatus, equipment and supplies assign ed tc; their companies, Sec. 215. The company officer shall make certain that his apparatus and equipment are ready for ir:Lmediate service at all times. Sec. 216. j-Then apparatus and equipment are returned to the station, they shall be checked and cleaned at the discretion of the station officer. Sec. 217. If an apparatus shall become unfit for service, the company cormander shall report the fact to the Deputy Chief and Dispatcher that his apparatus is out of service. Sec. 218. In case of an accident involving Fire Department apparatus, the commanding officer shall immediately notify the Dispatcher; and he shall notify the Deputy Chief, the Chief of Apparatus and the Lansing Police Department. Sec. 219. The commanding officer of any apparatus involved in an accident shall not allow the apparatus to be moved until the Chief of Apparatus or his assistant arrives. If the accident is of a minor nature, a member will be left at the scene' and will remain there until he is properly relieved. Sec, 220. Only members of the Fire Department are permitted to ride on fire apparatus going to or coming from an alarm, unless granted permission by the Chief. Sec. 221. All warning devices shall be used while responding to an alarm. Sec, 22?, All condemned and surplus property shall be turned osier to the Chief for disposal. Seca 223. A perpetual inventory of all Department property shall be recorded on department forms and shall be submitted to the office of the Chief. Sec. 224. Any injury to personnel or damage to department property, as the result of horseplay while on duty, may result in disciplinary action to the members involved, VISITORS Sec. 225. Each member of the Department shall be courteous to all visitors. Sec. 226. Visitors shall not be permitted to sleep in the dormitories unless permission has been granted by the Chief. Sec, 227. Visitors are not permitted in the station after 10:C0 P.2-, unless in the presence of the station officer. Sec, 228. Visitors shall not be permitted to loiter on Fire Department premises. Persons having business to transact with members will be permitted to do so at the company quarters, provided permission is granted by the commanding officer. Sec. 229. Firemen in uniform granted free transportation on buses shall release their seats to paying passengers under crowded conditions. 21. Forty-eight (48) hours notice shall be given to the member oaring the time. 7. All time shall be paid back within twelve (12) months of the date of trade or else the time. tvi ll be forfeited. 8. The Fire Department i-ri3_1 not assume any responsibility for any time lost to any member. 9. Should any change of time cause a detriment to the Fire Depart- ment, in the opinion of the Deputy Chief, he may refuse to grant permission for the change. 10. Any member yrho is scheduled to work for another. and does not show up will be subject to disciplinary action. 11. The member working for another member shall report to duty in a condition to be able to perform the duties as prescribed by . the officer in charge. 12. All mem'oers desiring to trade time must obtain a form which provides the necessazy information from the company commander. -.This form will be made out at least twenty-four (24) hours in advance. The Assistant Chief ray grant permission on less than 24 hours notice provided adequate reason is given explaining why the trade could not be arranged earlier. 13. When a member demands he be paid back time oi-red on a holiday, it shall be only by mutual agreement with the member that owes him the time. 14. Deputy chiefs shall be permitted to trade time with .deputy chiefs or senior captains. 15. Captains shall be permitted to trade time with deputy chiefs, captains or senior lieutenants. 16. Lieutenants shall be permitted to trade time vi th captains, lieutenants or senior engineers. 17. Engineers shall be permitted to trade time with lieutenants, engineers or second engineers. 18. No member shall oum more than five (5) days at one time. Sec. 231. ' Short Time Trading. Any period from one to fourteen hours shall be considered a short time trade. Short time trade is not to exceed fourteen hours at -any onetime. - . 1. A request for a short time trade shall be made before 9:00 A. 11. on . the day the trade is to be made, unless ex-uenuating circum- stances exi.t.- 2. The member who is to work shall report to the company commander. The member E eing relieved -cannot leave -Al t'nouL the permission of the company -commander. 3. Accumulated short time in the amount of 24 hours- may be paid back to the me_aber who has the time coming if he requests it. 4. Qualifications for short time trading will be the same as for full time trading, S. Day off employment shall not interfere with working for a relief man., and will not be used as an excuse for not working. Seca 232. Upon proof of misuse re-ardin- trading time, either full time or short time, the Chief of the Fire ''epartment has the right to reasonably suspend the privilee of trading time, either full or short time, of 'she individual. Sec. 233. When a member is scheduled to work in a trading time situation and he reports sick, he will not be considered as having worked that day and shall still oi•re the time to the City. The Chief can order him to perform an extra duty day on his regular Kelly day at the convenience of the Department. Advance notice will be given, if possible. 23. APPENDIX lalitary Leave Of Absence Note: The .pro-o lions of Section 8 of the Selective Training and Service 4et of 1940, as a_r:ended, remain in effect and this Section together -v,ith Public Law 239, 80th Congress, are novT ad_T7inistered by the Veterans Rights Division of the Department of Labor. In addition, Section 9 of the Selective Service Act of 1948 sets forth the re- employment rights of individuals drafted or volunteering for service with the Armed Forces on June -28, 1948, or thereafter. In view of the foregoing information, employees who have entered the Armed Forces sines V-J Darr are to be granted re-employzaent rights in accordance t:ith the provisions of Section 8 of the Selective Training and Service Act of 1940, as amended, or Section 9 of the Selective Service Act of 1948, whichever is applicable. A. Basis Upon Ehich Military Leaves of Absence Are Granted. 1. A military leave of absence shall be granted by the Chief or his designated representative, to other than a temporary employee volunteering or being called into active service" in the Armed Forces of the United States, upon receipt of satisfactory proof of entrance into military service. Such leave of absence shall become effective on the first scheduled cork day of absence. The leave of absence shall continue during the period of active service but shall not be extended to cover any voluntary re-enlistment during the time of peace. a. % The term "Active Service" means: 1. Volunteering or being called for military training in the Armed Forces of the United States for a period not in excess of one year in time of peace, or 2. Volunteering or being called .into military training in the Armed Forces of the United States in time of war. (Note: Enlistment or re-enlistment in any Armed Service of. -the United States in time of peace for more than one year is specifically excluded). 3. Short term training duty (See Paragraph 2 below). 2. In requesting the leave of absence, the Employee must execute Form "Request for l-Military Leave of Absence" and should be given a copy of the Form executed. a. The Supervisor will prepare a request for Change in Status Form and direct the Employee to the Administrative Assistant's office to sign in triplicate the Pequest for l-lilitary Leave of Absence Form. b. The Administrative Assistant's office shall prepare a Change of Status of Employee Form and attach all copies of the request for.Military Leave of Absence. c: Routing of the combined forms and distribution of the Form Number shall be as outlined in the Procedure. Appendix 1. d*..7. After approval by the Personnel Director, the Form Request for T•alitary Leave of Absence shall be distributed as follows: Employee, Salary Payroll (file), Salaried Personnel (file) and Office (file). 3. Special Leave of Absence for Annual Training, Special Active Duty or Special Training in the Military Rese-rve Forces. The procedure for handling requests for such leaves (short ter ternit training duties) shall be the same as in paragraphs "a" through "'d" above except that the Request for Military Leave of Absence Form shall be used and the leave shall be considered to be a Soecial rather than a Military Leave of Absence. B. Payments to Employees Granted a Military Leave of Absence. 1. Salary Payments. An employee having length of service of six months or more ti-rho is granted a 1,H litany Leave of Absence should be paid through the last day worked prior to entering service. 2. Vacation Alloirance. An employee granted a Mdlitary Leave of Absence who, at the time of being given such leave, is eligible for, but has not had a vacation for the current calendar year, shall be given a vacation allowance in accordance with the provisions of Section 190. C. Group Insurance Protection for Employees Granted 1zlitary Leave of Absence.. An employee on Military Leave of Absence is entitled to continue, for varying periods, life insurance, sickness and accident insurance, hospitalization and/or surgical operation insurance, and to re-instate cancelled insurance in accordance with the ?provisions of group insurance plan. For specific inforil;ation applicable to individual cases, consult the Personnel Division. D. Effect of Military Leave of Absence on Length of Service. 1. An approved I,iilitary Leave of Absence shalt not constitute a break in the employee's length of service. The entire period of a Militar-f Leave of Absence shall be included in computing the length of service of an employee who has returned to work follow?ng the completion of such a leave, provided the employee, folloiring his discharge -from service, makes application for re-employment irlthin the period specified in the leave or i-.ri.thin the period prescribed by any applicable la-us or regulations governing the re-employment of veterans, whichever is greater. 2. In determining the length of service status of a rehired employee who �•ras the holder of an approved Mili.tar�y Leave of Absence but torho did report for wor'_�c irithin the time prescribed in the Leave of Absence or within the period of time specified .by any applicable la :s or regulations governing the employ- meet of veterans, whichever period is the greater, it is within the discretion of the Chief or his dejignated representative to deterr_ire the employee's eLgibility Frith respect to length of service. In no case should the employee be credited t•rith servi..e for the period of absence in excess of that pemmmitted him under the provision of the Leave of Absence or applicable regulations.. kppendix 2. E. Special Conditions Governing Re-employment of Employees Granted Military Leaves of Absence for Active Service. 1. An employee completing an approved Leave of Absence for active service must, before re-employment, present a certificate indicating satisfactory completion of such service. In case a veteran reports that his discharge papers have been lost or are not available, an affidavit may be accepted from the veteran stating the type of discharge received, with the understanding that unless a proper copy is presented within sixty days of re-employment, such failure shall be grounds for irmediate' discharge. 2. Application for re-employment must be made within ninety days (for veterans eligible for re-employment rights under applicable lavis or regulations governing the re-employment of veterans, the period will be in conforoance with the provisions of such lags or regulations), after completion of active service (Section D), or after completion of continued hospitalization for a period of not more than one year following discharge from military service as it is not contemplated that the Military Leave of Absence will be extended to cover voluntary re-enlis'ment during time of- peace. 3. Rehabilitation of Employees Returning From Mitary Service. a. Every effort should be made to place a handicapped veteran returning from Military Leave of Absence in his former position or in work w1iich he can perform without harm to himself or others. This means fitting the indi- vidual to a necessary job. Attempts to "make work" for handicapped veterans have not proven satisfactory either to the individuals or to management. b. Public rehabilitation facilities should be relied on only when necessary, but in the event of an employee returning from military service is'unable to work because of a physical or mental condition, he should be referred to the nearest veterans' administration field office or the offices of such-other governmental agency as may be handling veteran rehabilitation problems. F. Separation Benefits upon Completion of IL;ilitary Leaves of Absence. 1. Subject to the provisions outlined in this procedure and the Leave of Absence Form, if it is impossible to re-employ an individual eligible for re-employment upon completion of an approved Iilitary Leave of Absence, the Employee will be eligible for all benefits for which he qualifies in the City of Lansing Policemen's and Firemen's Retirement System.
