FOR CONSIDERATION AS AN ADDITION TO RULES AND REGULATIONS;
TRANSFER OF COMMAND
SEC. 234 -- IF THE CHIEF SHALL BE ABSENT FROM THE CITY, OR
SHALL BECOME PHYSICALLY INCAPACITATED, THE ASSISTANT CHIEF SHALL
AUTOMATICALLY ASSUME COMMAND OF THE DEPARTMENT, EXERCISING ALL
AUTHORITY OF THE CHIEF. IN THE ABSENCE FROM THE CITY OF BOTH THE
CHIEF AND THE ASSISTANT CHIEF, OR IF BOTH SHOULD BECOME PHYSICALLY
INCAPACITATED, THE AUTHORITY AND DUTIES OF THE CHIEF SHALL BE
ASSUMED BY THE SENIOR DEPUTY CHIEF AVAILABLE FOR DUTY. IN THE
CASE OF CHANGES IN COMMAND EXTENDING FOR A PERIOD OF MORE THAN
FORTY-EIGHT HOURS, A NOTICE DETAILING THE CHANGE WILL BE POSTED
IN ALL DEPARTMENT FACILITIES AND THE BOARD CHAIRMAN WILL BE
NOTIFIED. WHEN A CHANGE IN COMMAND HAS BEEN NECESSITATED BY
REASON OF A PHYSICAL INCAPACITY, THE COMMAND OFFICER VACATING
HIS POSITION WILL NOT RETURN TO COMMAND EXCEPT AT THE DIRECTION
OF THE FIRE BOARD CHAIRMAN, THE FIRE BOARD VICE-CHAIRMAN, OR AT
THE REQUEST OF THE ACTING CHIEF.

At the first meeting of each fiscal year, the Board shall elect a

4. Committees

each committee . The Planning Committee shall include the Chairman
of the other three standing committees . The Chairman shall appoint
ad-hoc committees , if required for specific purposes not covered by
the standing committees . Ad-hoc committees shall be dissolved upon
completion of their specific assignments .
5. Meetings
The Board shall hold a regular meeting once. each month, on a pre-
determined date , in the Board room at No . 1 Station or at such other
place as may be determined by a majority of the Board. Special
meetings may be called by the Chairman or by the Secretary at the
request of any two Board members. The Secretary will provide
seventy-two (72) hours advance notice of special meetings but in an
emergency Board members may elect to waive notice if they desire.
Notice of special meetings will be posted at No . 1 Station.
6. Attendance
Board members are expected to make an effort to attend all Board

meetings and meetings of committees to which they are assigned, but
they may be excused by prearrangement .

8. Voting
When a quorum is present , a majority of the votes cast is sufficient
for the adoption of any motion or order . On a tie vote, a motion is
lost . The Chairman, who is a member of the Board, may vot

the vote a tie , or , in the . case of a tie , may give the casting vote .
The Chair cannot , however , vote twice, first to make a tie and then
a tin vote.

9. Authority
These rules of Administrative Procedure are based on Robert ' s Rules
of Order, revised. Points not specifically covered in this document
will be determined by reference to Robert ' s Rules of Order.
