"MODEL CITIES" POLICY BOARD
RULE I - OFFICERS
The officers of the Policy Board shall be; a President, a First Vice-
President, and a Second Vice-President. A secretary from the Model Cities staff
will serve the Board as its secretary for the purpose of taking minutes, etc.
The Parliamentarian is an appointed officer.
RULE I - BOARD MEMBERS
The Board consists of twenty-one (21) members, ten (10) of whom are
appointed by the Mayor, ten (10) are elected by the citizens, and one (1)
appointed by the City Council.
RULE II - MEETING DATES
The Board shall meet the first Wednesday of each month.
RULE III -
Robert's Rules of Order, Fifth Printing, 1968 has been adopted as the basic
reference.
RULE IV - QUORUM
Eleven (11) members present shall constitute a quorum provided that six (6)
of the eleven are elected members. The clerk shall call the roll at each meeting,
record those present and those absent. The President shall determine if a quorum
is present.
RULE V - SUCCESSION OF PRESIDING OFFICER
The President of the Board shall be the presiding officer. In his absence,
the First Vice-President shall preside, and in the case of the absence of both
the President and the First Vice-President, the Second Vice-President shall
preside. In case all officers are absent, the Board is authorized to select a
temporary chairman.
RULE VI - DECORUM
The President is responsible for the decorum of the Board. When a member
wishes to speak, said member should first address the chair. They shall be
allowed three (3) minutes for discussion, and shall not be allowed to speak more than
twice on a topic being debated except by permission from the chair. Offending
Board members may be censored by a two-thirds (2/3) vote of the body and may be
subject to ejection from the meeting.
RULE VII - COMMITTEE APPOINTMENTS
The President shall appoint all committees, some may be standing.
RULE VIII - ORDER OF REQUESTS TO SPEAK
In the case of two or more requests of Board members to be recognized, the
President is authorized to designate the order that said Board members may speak.
RUDE iK - VOTING
All Board members are requested to vote on all questions; yes, or, no, or a
statement of abstention because of conflict of interest.
RULE X - ORDER OF BUSL ESS
The order of business shall be the standard taken from Robert's Rules of
Order, but may be modified by common consent of the Board.
RULE XI - SUSPENSION
The Board may suspend any rule by a two-thirds (2/3) vote of members present
and become a committee as a whole.
RULE XII - OPEN MEETINGS
All meetings of the Board shall be open to the public and citizens shall
have three 0) minutes each to speak.
RULE XIII - AMENDMENT OF RULES
'The rules of the Board may be amended by a two-thirds (2/S) vote at a
regular meeting of at least fifteen members (15) present provided that each
member has received written notice of the proposed changes ten (10) days prior
to the meeting.

SUBJECT: Travel Advances for Participating Citizens
In instances in which the CDA approves travel for representatives
of its citizen participation body it is expected that appropriate
advance funds will be made available to such representatives. The
CDA is required to adhere to sound fiscal and accounting procedures
where such advances are made.
The purpose of such travel advances is to assure that the lack of
finances do not become a barrier to participation in any phase of
the Model Cities program.
