BOARD OF PUBLIC SERVICE
CITY OF LANSING, MICHIGAN
I, Organization and Election of Officers.
The Board shall organize at its first meeting following July 1st of
each year, by electing one (1) of its members as its Chairman and one (1)
of its members as Vice-Chairman, and each shall hole office for one (1)
year. In the event the Chairman resigns, or is removed by a majority vote
of the Board, a. new Charman shall be elected and the same procedure shah_
apply for the Vice-Chairman. It shall be the Chairman's duty (or in his
absence, the Vice-Chairman's) to preside at all meetings of the Board; to

see that all orders and regulations are executed and complied with; and he
shall perform such other duties as may be lawfully required of him by the
Board or which the City Council may by ordinance or resolution prescribe as
provided for by the City Charter.
A Public Service Board member shall not hold the office of Chairman
for more than two consecutive years, and
A Public Service Board member shall not hold the office of Vice-Chairman
for more than two consecutive years.
II, Election of Secretary
The Board shall, at its first meeting following July 1st of each year,
select (by majority vote) a secretary who shall hold office for one (1) year,
or until such time as he or she resigns or is removed by a majority vote of
the Board.
If the Secretary of the Board is not a member of the Board (he or she)
must come from within the Public Service Department and may be given com-
pensatory time for services rendered.
III. Meetings
The Board shall hold not less than one (1) regular meeting in each month,
to be held on the first Wednesday of each month at 7:30 p.m. , and such other
meetings as it deems necessary to carry on efficient and effective policies
for the good of. the Public Service Department and the City of Lansing;. In
the event the first Wednesday falls on a holiday, the Chairman shall designate
the date of the meeting.
All meetings of the Board shall be open to the public and citizens shall
have a reasonable opportunity to be heard.
A quorum at all meetings shall consist of five (5) members of the Board
of Public Service.
All meetings of the Public Service board shall be in accordance with the
Open Meetings Act of 1976, P.A. 267. Public notice of meetings shall be
given in accordance with this Act.
IV. Attendance of Meetings
No Board member shall absent himself from regular meetings without having
notified the Chairman or his designated representative.
All Board members shall be required to attend at least 75% of all regular
meetings in a calendar year. It shall be the duty of the Chairman to confer
with the Mayor concerning the possible removal from. office for any member who
is absent from more than 2.5Z of the regular meetings of the Board of Public
Service.
V. Meeting Agenda
The Director of Public Service shall be responsible for preparing an Agenda
of business along witti appropriate visual aid or applicable description of each
specific item to be considered at that meeting and mailing same to each Board
member at least five (5) days before each regular meeting.
VI. Minutes of Meeting
Minutes of all meetings shall be filed with the City Clerk within five
(5) days after any meeting, and a copy shall be kept on file in the Depart-
ment of Public Service.

VIII. Committees
The Chairman shall appoint such standing and special committees necessary
to make an effective administrative and progressive body of this Board and to
expedite certain functions of this Board.
T•7henever practical, matters coming before the Board shall be referred
to the proper committee and all committee reports shall be presented in
writing on a standard form.
IX. Procedures
In all matters of procedure, not covered by these rules or by the pro-
visions of the City Charter, the provisions of 11Robert's Rules of Order Re-
vised" shall control.
