"The administrative head of the Deparc-nent of Parks and .ecreation shall be the Parr. Board. Said Board shall be responsible to the Mayor for the conduct of the administration of the affairs of its departr:ient." (Sect. 7.22 City Charter.) 1. The Part. Board will organize at the first regular meeting in July by choosing one of its members as Chairr,an and one as Vice-Chainaian and they shall hold their office for one year. 2. In the absence of the Chairman the Vice-Chairman will perfonn all the duties and have all the powers of the Chairman. 3. *The following committees are considered to be standing committees and me,ber- ship will be named by the Chairman on or before the regular August meeting: Parks (Parks and Buildings) ; recreation ('.recreation and CoL-, munity Centers) ; Finance (Finance and Personnel) ; Forestry (Forestry and Cemeteries.) Four members will be assigned to the Parks Committee and the `.ecreation Committee, and three members will be assigned to the Finance Committee and the Forestry Committee. 4. Five members of the Park Board will constitute a quorum for the transaction of business at all its meetings. In the absence of a quorum, any number less than a quorum may adjourn any meeting to a later date. S. The Park Board will hold not less than one regular meeting each :month on the second Wednesday at 7:30 p.m. in the Park offices at the City Hall. b. A special meeting may be called at any time by the Chairman on personal notice of the Secretary to the rmembers thereof. revised action of the Park Board on July 3, 1970. The minutes of all board meetings shall Ue filed in the office of. the C;it;, Cleric as a public record and no official action taken by any board at any meeting shall be valid or effective, until a copy of the minutes of the meeting at which such action was taken shall have been so filed with the Clerk. 9. The Board shall appoint the Director of Parks and recreation who shall be the executive officer of, and directly responsible to the Board. 10. The Park Board shall appoint its own Secretary who shall keep the records of the Board. 11. The Park Board shall employ such personnel as it may deera necessary to carry out its ditties as provided by the charter, subject to any primary recruitment practices of the Division of Personnel so long as the same be retained or is hereafter created or recreated by the Council, and the budget .allowances of the Council, with full power to promote, demote, remove, or suspend it personnel for reasons of discipline, incapacity, or for the good of the service. 12. The Park Board shall, on or before the first Monday in February in each year, file with the Nayor and the Council a report, presenting an alalysis of the status and needs of the works, services and properties under its control. 13. Not later than the first Monday of February of each year, the Pars; Board shall submit to the Mayor an itemized estimate of its expected income and expenditures during the ne,a fiscal year, for the department or activities under its control. 14. Bids contracts and the purchase of personal properties as considered by the Park Board will not conflict with the provision of Chapter 14 of the City Charter, or by ordinance as established by the City Council. 15. The Park Board will administer the following from funds granted by budget from the City Council or as requested from special trust accounts: plan, develop and maintain part: properties; plan, construct and repair park buildings; institute and sustain recreation programs as needed; promulgate the forestry program; plan, develop and maintain the municipal cemeteries and administer their Perpetual Care Investment Funds .
