Capitol Ave. at 6:00 pm, May 27,2010 The May 2010 meeting of the City of Lansing Demolition Board was called to order at 6:02 p.m. by C. Whitford noting that the meeting was being recorded (audio and video) by a member of the public. The following members were in attendance: David Muylle; Jason Miller MEMBERS ABSENT: None STAFF PRESENT: S. Sanford; C. Whitford; Andrea Muray PUBLIC PRESENT: Thomas Rasmusson; David Glenn; Vickie Alexander C. Whitford asked for approval of the 04/22/10 meeting minutes. Demolitions Hearing Officer Dave'.Muylle moved to approve minutes once the conditions given to the property owner of 4613 Donald St. were amended to reflect that pulling of permits was a component of those conditions. OLD BUSINESS: Case No.:2010-004 Address: 4613 Donald St. C. Whitford updated the board on this case. It was last tabled at the 4/22/10 meeting with the condition that the owner must provide a detailed schedule for the project, pull all necessary permits, and complete the work to the front and back of the structure by the next meeting. As of today, none of the permits have been pulled. Based on the report from CCO Whitford, the only progress to the property is the installation of OSB to the front of the structure. In addition there is a pile of plaster on the exterior of the property that needs to be removed. The owner has not been in contact with CCO Whitford as of today. Based on this information, staff recommends make safe or demolish in 30 days. David Glenn, owner, was present. He stated that the majority of the progress he had made has been in terms of organizing items inside the structure. He went on to acknowledge that he did not accomplish the work the Board had given him time to get completed. CCO Whitford added to the record that he noticed multiple piles of plaster and other debris at the site. He stressed to the owner that the piles needed to be stored properly or the Office would need to take action. The listed taxpayers of record and interested parties are Dolores Nagel. The SEV of the property is $80,100. Land value is $6,000. Building value is $74,100. The property is zoned "C" Residential. This is a non-conforming three family structure. There has been no action on the property; nor have any of the required permits been pulled. Based on this information, staff recommends that this property be made safe or demolished in 30 days. Thomas Rasmusson, representing Dolores Nagel, addressed the Board. He gave an outline of the owner's position as it relates to the zoning issue. Demolition Hearing Officer Dave Muylle explained that the function of the Demolition Board is very specific and its scope does not include zoning disputes. He then asked Mr. Rasmusson if the owner had a plan in place or if permits had been pulled to do the necessary repairs to the property. Mr. Rasmusson said that the owner does not have a plan for repairing the property. Demolitions Hearing Officer Dave Muylle ordered the property be made safe or demolished by June 27, 2010. Case No.: 2010-007 Address: 1604 Bailey St. C. Whitford presented the case. The listed taxpayers of record and interested parties are Bryce Peters Financial Corporation and Ingharn County Treasurer. The SEV of the property is $29,100. Land value is $2,700. Building value is $26,400. The property is zoned "C" Residential. There has been no action on the property; nor have any of the required permits been pulled. Based on this information, staff recommends that this property be made safe or demolished in 30 days. The SEV of the property is $41,900. Land value is $2,900. Building value is $39,000. The property is zoned "A" Residential. There has been no action on the property; nor have any of the required permits been pulled. Based on this information, staff recommends that this property be made safe or demolished in 30 days. David Glenn, owner, addressed the Board. He stated that he has been at the property daily and has been working on it. He highlighted some of the work that has been done since the last inspection. Mr. Glenn briefly explained what his plans are to make the property safe. He also noted that he has personal problems that have impacted the completion of the project, but assured the Board that he will be attentive in the future. Demolition Hearing Officer Dave Muylle stressed the importance of having the structure water tight and secure. Mr. Glenn assured the Board that he could repair the front of the house within two weeks and the back of the house within a month. Demolitions Hearing Officer Dave Muylle ordered the property be tabled until May 27, 2010 with the condition the owner provide a detailed schedule for the project, pull all necessary permits, and complete the work to the front and back of the structure by the next meeting. The listed taxpayers of record and interested parties are Joel Christie. The SEV of the property is $19,200. Land value is $7,900. Building value is $11,300. The property is zoned "B" Residential. There has been no action on the property; nor have any of the required permits been pulled. Based on this information, staff recommends that this property be made safe or demolished in 30 days. Joel Christie, owner, addressed the Board. He stated that his plan is to renovate the entire property. He explained that the delay in progress has been as a result of him having to leave the state for work and financial difficulties. He briefly explained his plans for the renovation. Demolition Hearing Officer Dave Muylle discussed the concern of the structure being open to the weather due to the fact that there is no roof on the back of the structure. He also noted a letter of concern the Lansing Fire Department forwarded to the Office of Building Safety in regards to the building and the surrounding area being a potential safety hazard to the neighborhood. Demolitions Hearing Officer Dave Muylle ordered the property be made safe or demolished by May 22, 2010. OTHER BUSINESS: A. Assignment of Cases- Demolition Hearing Officer Dave Muylle requested that cases being heard by the Board be assigned to a specific Board member. CCO Whitford agreed to honor the request. B. Photo Identification- Demolition Hearing Officer Dave Muylle stated lie believed it would be a good idea for the members of the Board to have photo identification. CCO Whitford stated he would look into getting that done. C. Meetina decorum—Demolition Hearing Officer Dave Muylle requested that at the beginning of the Board meetings that Demolition Board Members and Staff introduce themselves and state what their role in the process is. Demolitions done by Development Office/Land Bank—Demolitions Hearing Officer Dave Muylle asked about the demolitions that are being done by the Development Office with the grant money. CCO Whitford clarified that these properties will not be going through the Make Safe or Demolish process. B. City Boards/Property Taxes — Demolitions Hearing Officer Dave Muylle stated, for the record, that lie has always paid his city taxes. There was an instance of a 2008 property tax bill showing as unpaid. After research, it was found out that there was a glitch in the computer program that did not show the bill as paid when, indeed, it was paid. C. Status of Jason Miller, candidate for Demolition Board — Demolitions Hearing Officer Dave Muylle asked about the status of his application for the Demolition Board.
