Sagt- n r7nc�t i1' ar+nr J REFERRED TO COMMITTEE ON GENERAL SERVICES PS CITY OF LANSING SENIOR CITIZENS ADVISORY BOARD RULES OF PROCEDURE INTRODUCTORY On the 18th day of December, 1978, the City Council of the City of Lansing, Michigan, passed Ordinance Number 517 governing the operation of the Senior Citizen Center in the Lansing Civic Center. GENERAL PROVISIONS QUORUM AND MAJORITY The Advisory Board consists of eight (8) members appointed by the Mayor and approved by the City Council . Five (5) members present at a meeting of the Board shall constitute a quorum and majority, for the purpose of conducting the business of the Board. This Board is responsible only to the Office of the Mayor. RULES In all instances not provided for these Rules, the Board shall follow the "Roberts Rules of Order Revised". OPEN MEETINGS The Open Meetings Act in Michigan, 1976, P.A. 267, requires that notice of a special meeting or a rescheduled regular meeting be posted at least eighteen (18) hours before the meeting. If there is a change in the schedule of regularly scheduled meetings that change must be posted within three (3) days after the meeting at which the decision was made to alter the regularly scheduled meetings. Notice RTnce a year or more often if so d Rules of Procedure Page 2 of special meetings and a copy of the proposed agenda for any such special meetings shall be posted in the lobby of the Lansing City Clerk and on the bulletin board in the lobby of the Senior Center, three (3) days prior to such special meeting. A special meeting of the Board may be convened at the direct of the Chairperson of the Board or any three (3) members of the Board. No special meeting of the Board shall be official unless notice of the meeting and the business to be transacted has been delivered, and: 1. posted at the City Clerk's office eighteen (18) hours prior to the meeting. 2. brought to the attention of each Board member eighteen (18) hours before the special meeting. EXECUTIVE SESSION The Board shall meet in the executive sessions only for MEETING OF THE BOARD the following purposes: 1. An Executive Session may be held under the Open Meetings Act in order for the body to consult with its attorney regarding trial , strategy or settle- ment only in regard to specific pending litigation and only if the open meeting would have detrimental effect on the public body's financial situation. 2. The employee requests an Executive Session to consider the employment or employment dismissal . 3. All executive sessions must be in compliance with the Open Meetings Act, P.A. 1976. r.PPROVF-D 4. Rules of Procedure Page 3 The Board may adjourn an executive session or open the meeting to the public upon the concurring vote of five (5) members of the Board. OFFICERS AND EMPLOYEES: CHAIRPERSON A. The Chair shall call the Board to order and except in the abscence of a quorum, shall pro- ceed with the business of the meeting in the manner prescribed within these Rules: (1) The Chair shall preserve order and decorum; may speak on and shall decide questions or order or subject matter. (2) The Chair shall vote on all matters. VICE-CHAIRPERSON In the abscence of the chairperson, the vice- chairperson shall preside over the board and shall exercise all the powers and perform all of the duties of the chairperson. SECRETARY A. The Secretary shall keep the minutes of the proceedings of the Board. B. The Secretary shall furnish each member with an agenda for each meeting and a copy of the minutes of the previous meeting. C. The Secretary shall attend to the typing and APt!MOV1-:0 copying of all Board proposals, committee -i O FOFF.M ONLY reports, resolution, minutes, and other CITY ATTY. Rules of Procedure Page 4 documents ordered written by the Chair. D. The Secretary shall be responsible for placing notices of meetings as herein outlined. E. The Secretary of the Board shall be the employee of the City of Lansing who is the person assigned to the office and jurisdiction of the Director of the Senior Center. AGENDA FOR REGULAR AND SPECIAL MEETINGS The agenda for the regular meetings shall be in the following order: 1. Call the meeting to order. Call the Roll and record absences. 2. Silent prayer. 3. Read for approval or discussion minutes of the most recent meeting of the Board. 4. Reports of committees and discussion if necessary. 5. Unfinished business. 6. New business. 7. Director's Report. 8. Announcements. a. To include stating of date and time of next meeting. 9. Adjournment. OFFICERS OF THE BOARD The officers of the Board shall consist of the Chairperson and the Vice-Chairperson. Rules of Procedure Page 6 The Director may make disbursements for equipment of less than $100.00. Disbursements in excess of $100.00 shall receive prior recommendation of the Board. All such disbursements and expenditures shall be reported to the Board at its next regular meeting. COMMITTEES The Chairperson of the Board is hereby empowered to appoint various standing or ad hoc committees for certain or special purposes. For the purposes of coordination and cooperation, however, the chairperson shall discuss the subject with the other members of the Board prior to making any particular committee appointments.
