The September 2001 meeting of the City of Lansing Demolition Board was called to order at 7:06 p.m. by Eleanor Love.
The following member was in attendance: Robert Cochran; Mark Hiaeshutter(arrived late)

PUBLIC PRESENT: Archie Lake, Sheryl Smith
Eleanor Love asked for the approval of the July 26, 2001 minutes. Robert Cochran moved to approve the minutes.
Approved by consent.
OLD BUSINESS:
Case No.: 2001-005 Address: 1214 Center St.
Eleanor Love presented the case at 1214 Center St. This property has listed taxpayers of Archie Lake and Sheryl Smith
who are present at the meeting.
Ms. Sheryl Smith stated that they had made contact with Susan Cantlon, Historic Planner regarding the property. She
stated that Ms. Cantlon had been extremely helpful and had given her quite a bit of information. Ms. Smith stated that they
had decided that they want to sell the property due to the fact that their money is tied up on the other property that they are
renovating on S. Washington.
General discussion ensued regarding contacting Greater Lansing Housing Commission, Ferris Development, etc.
Mr. Mark Hiaeshutter arrived.
After more discussion on the options of having a non-profit development purchase the property, Ms. Smith requested
another month in order to contact her sources about buying the property.
Mr. Cochran has ordered that this case be tabled until the October 25'h Demolition Board Meeting in order to give the
owners ample time to contact their sources about purchasing the property.
NEW BUSINESS:
Case No.: 1999-018 Address: 1031 S. Grand
Ms. Love presented the case at 1031 S. Grand. She stated that the Taxpayer of Record is Robert Thelen. Mr. Thelen and
Thomas Gingras are the interested parties. The SEV is $20,500 and the estimate of repairs is $33,785.00 and that the
structure has been vacant for 180 consecutive days. She stated that Laura Davis had received a phone call today from an
attorney representing the seller asking for confirmation that this property was indeed in the demolition process. The
attorney stated that they have a buyer for the property and that he has a quick claim deed ready for the buyer to pick up
today. While Ms. Davis was speaking with the attorney, Mr. Greg Drake, the buyer, called the office. He stated his
intentions of wanting to fix up the property and that he was picking up the quick claim deed from the attorney today. He
could not attend the demolition board hearing tonight due to a previously scheduled meeting.

General discussion ensued regarding the fact that no one contacted our office until today regarding this property.
Mr. Cochran has ordered that this case be tabled until the October 25th Demolition Board Meeting in order to give the
owners a chance to address the Demolition Board.
Case No.: 2000-001 Address: 1013 Leslie
Ms. Love presented the case at 1013 Leslie St. She stated that the Taxpayer of Record is Virginia Booth and the only
interested party is Virginia Booth. She explained that she received a note from Debra Baker, Virginia Booth's
granddaughter stating that Virginia Booth had passed away and that she had sold the property to Mark Parish and Troy
Skutt for$1800.00. Eleanor stated that the property has been vacant for 180 consecutive days, the SEV on the property is
$4,400 and the cost of repairs is $25,650. She also stated that she has not heard from Mark Parish or Troy Skutt since
they purchased the property.
Board Member Mark Hiaeshutter ordered the property made safe or demolished by October 25, 2001. Seconded
by Robert Cochran. Motion passed unanimously.
Case No.: 2001-008 Address: 1340 Emerson
Ms. Love presented the case at 1340 Emerson. She stated that the Taxpayer of Record is JW & Eva Mae James and that
they are the only interested parties in the property. The SEV is $16,400 and the estimate of repairs is $18,500. The
property has been vacant for 180 consecutive days.
Board Member Robert Cochran ordered the property made safe or demolished by October 25, 2001. Seconded by
Mark Hiaeshutter. Motion passed unanimously.
Case No.: 2001-009 Address: 325 W. Willow
Ms. Love presented the case at 325 W. Willow. She stated that the Taxpayer of Record is Michael Fox and Matthew
Zarka. The interested parties are also Michael Fox and Matthew Zarka. The SEV is $4,300. The cost of repairs is
$14,500. The property has been vacant for 180 consecutive days.
Mr. Cochran stated that the historic report was confusing on this property stating that the wall that was leaning was
historic. It was decided after discussion that the report must have an error in it.
Board Member Mark Hiaeshutter ordered the property made safe or demolished by October 25, 2001. Seconded
by Robert Cochran. Motion passed unanimously.
Case No.: 2001-010 Address: 314 Howe St.
Ms. Love presented the case at 314 Howe St. She stated that the Taxpayer of Record is Willie Bibbs. Mr. Bibbs is also
the only interested party. An attempt to contact Mr. Bibbs via certified mail failed. However, Scott Sanford, Code
Compliance Officer, met Mr. Bibbs at the site and explained what was going to happen to the structure. This is a
completely fire damaged structure past the point of repair. It was requested by Mr. Sanford that this structure be
demolished as soon as possible due to safety issues.
Board Member Robert Cochran ordered the property made safe or demolished by October 25, 2001. Seconded by
Mark Hiaeshutter. Motion passed unanimously.
Case No.: 2001-003 Address: 1600 Lansing Ave.
Ms. Love added this case to the agenda. She stated that the Taxpayer of Record is Eugene Watts. This case was
originally heard on 4/26/01 by the Demolition Board. It was tabled until 6/28/01. Since that time, Mr. Watts has been
repairing the structure, but progress has been slow due to the fact that Mr. Watts is doing the work himself with permits.
Current pictures were given to the Board showing the progress that has been made on the property.
Mr. Cochran has ordered that this case be tabled until the December Demolition Board Meeting in order to give the
owner more time to complete the repairs.

OLD BUSINESS:
Case No.: 2001-005 Address: 1214 Center St.
Eleanor Love presented the case at 1214 Center St. This property has listed taxpayers of Archie Lake and Sheryl Smith

Ms. Love presented the case at 1031 S. Grand. She stated that the Taxpayer of Record is Robert Thelen. Mr. Thelen and
Thomas Gingras are the interested parties. The SEV is$20,500 and the estimate of repairs is$33,785.00 and that the
structure has been vacant for 180 consecutive days. She stated that Laura Davis had received a phone call today from an

It was decided by Mark Hiaeshutter to change the order of the agenda in order to hear the cases that the public was there
for first.
NEW BUSINESS:
Case No.: 2001-014 Address: 1209 W. Ottawa
Ms. Love presented the case. She stated that the Taxpayer of Record is Lester Steadman, who is deceased. Other
interested parties include Dorothy Steadman, Wayne Lindner and Taxvest Limited Corp. Mr. & Mrs. Groenewoud are the
primary interested representing Taxvest Limited, The SEV on this property is $21,800. The building value is$19,300.
The estimate of repairs is$23,300. The property has been vacant for more than 180 consecutive days. Code Compliance
has done an interior and exterior evaluation of the property. There are some major issues with the foundation. She stated
that due to the foundation issues and the fact that it has been vacant for a substantial amount of time, and that there has
been problems with the basement walls—problems with animals and water in the basement—the Code Compliance
Officer is asking for demolition of this building.
L. Davis read into the record a note from the file regarding Dorothy Steadman's interest in the property. It was determined
that Ms. Steadman signed over a quit claim deed to Taxvest Limited and no longer has interest in the property.
Mr. Hiaeshutter asked Mrs. Groenewoud what Taxvest Limited's interest was in the property.
Mrs. Groenewoud explained what Taxvest Limited does and their interest in this particular property. She also explained
the time frame involved in the entire process.
General discussion ensued regarding Taxvest's intentions for repairing the property and selling it. It was also discussed
about the accessibility of the property and a timeline for repairing it.

Ms. Love presented the case. She stated that the Taxpayer of Record is Nicole Ames. The SEV is$3,100. The land
value is $1,700. The building value is $1,400. The estimate of repairs is$9,500. The property has been vacant for more
than 180 consecutive days.
Nicole Ames addressed the Board. She explained that she purchased the property 3 years ago in February. They bought
this house and the house next door to it from the same person. The other house was not condemned and required their
immediate attention to fix it. They have a building permit on it and having been working on it continually. The intention
with this house is to tear it down. The outside of the house looks ok. It is secure. Their intention is to tear the existing
house down, put in a new basement and put a modular house on it. But it is nothing that they are able to do at this point.
Mark Hiaeshutter stated that he is concerned about a timeline. It needs to be taken care of as soon as possible. He
wants to see some type of a time frame.
Ms. Ames asked the board to table this case until the weather is convenient for them to demolish the structure themselves
due to the fact that winter is nearly here.
Board Member Mark Hiaeshutter tabled the case until 5/23/02. Approved by consent.

parties include Rosalind Blier, FUNB HOLDCO Inc., Steven Michaels and the Estate of Loretta Yaeger. The SEV on this
property is $20,100. The land value is $2,800. The building value is$17,300. The property has been vacant for more
than 180 consecutive days. The estimate of repairs is$21,000. The request of the Code Compliance Office is to make
safe or demolish this property.

Ms. Love presented the case. She stated that the Taxpayer of Record is Buell & Doris Conroy, both deceased.
Interested parties include Richard Conroy, representing the estate, and the QTS Corporation. The SEV on this property is
$15,900. The land value is $6,900. The building value is $9,000. The property has been vacant for more than 180
consecutive days. The estimate of repairs is $11,600.
Board Member Mark Hiaeshutter ordered the property made safe or demolished by January 3, 2002. Approved by
consent.
Case No.: 1998-017 Address: 1538 Lansing
Ms. Love presented the case. She stated that the Taxpayer of Record is Jeffrey H. Isham. He is the only interested party
that appears on the title work. The SEV on this property is $13,400. The land value is $1,300. The building value is
$12,100. The property has been vacant for more than 180 consecutive days. The estimate of repairs is$11,000.
However, that was done in 1996. It is the contention of the Code Compliance Office that the value of those repairs has
increased since that time substantially more than the value of the property. The request of the Code Compliance Office is
to make safe or demolish this property.

OLD BUSINESS:
Case No.: 2001-005 Address: 1214 Center St.
Eleanor Love presented the case at 1214 Center St. This property has listed taxpayers of Archie Lake and Sheryl Smith
who are present at the meeting. She stated that this structure has some historical significance due to its Greek Revival
structure. She explained that this case had been tabled at last month's meeting in order to give the owners time to find
alternative funding sources.
Ms. Smith gave current pictures of the structure to the board. She stated that they are trying to get a rental rehabilitation
loan through the City of Lansing's Development Office. They had the application with them which we forwarded to the
Development Office the next day. The owner's intention is to sell the property. They don't have the money to rehab it
themselves.
General discussion ensued regarding funding source possibilities, the time needed to proceed with this avenue, etc.
Mr. Hiaeshutter has ordered that this case be tabled until the January 24th Demolition Board Meeting in order to give
the owners ample time to contact their sources about purchasing the property.
Case No.: 1999-018 Address: 1031 S. Grand
Ms. Love presented the case at 1031 S. Grand. She stated that the Taxpayer of Record is Robert Thelen. Mr. Thelen and
Thomas Gingras are the interested parties. The SEV is$20,500 and the estimate of repairs is$33,785.00 and that the
structure has been vacant for 180 consecutive days. She stated that Mr. Greg Drake was going to purchase the property,
but this fell through. There has been no contact with Mr. Drake. She referred to a letter from the owner's attorney stating
the interaction that the attorney's office had with Mr. Drake.
Mr. Hiaeshutter has ordered that this case be made safe or demolished by 11126/01. Approved by.consent.
NEW BUSINESS:
Case No.: 2001-010C Address: 1104 N. Larch St.
Ms. Love presented the case. She stated that the Taxpayer of Record is Telecom Wireless. She explained that the
zoning was originally residential, but was re-zoned for commercial use. Frank Basil, deceased, was the previous owner.
Eleanor stated that the property has been vacant for 180 consecutive days, the SEV on the property is $14,500, the

building value is $1,200 and the cost of repairs is$28,000. She also stated that the structure has been boarded several
times due to people living in it. Because it is a commercial property, the information generated was from the Building

Ms. Love presented the case. She stated that the Taxpayer of Record is Mark& Gail Kelly. The interested parties are
Mark &Gail Kelly, Ann Swieringa, Ernest Melvik and Frank Melvik. The SEV is $11,000 and the estimate of repairs is
$14,000. The property has been vacant for 180 consecutive days. Eleanor explained that after exhaustive searches, the
office was unable to locate any of the interested parties. Every piece of mail was returned. There is a memo in the file
attesting to these facts.

Ms. Love presented the case. She stated that the Taxpayer of Record seems to be a confusing issue. Laura Davis
explained that Arthur Good owned the property and did a land contract with Randy Grose. When she spoke with Randy
Grose, he stated that Mr. Good would not allow him to tear the house down, so Mr. Grose gave the house back to Mr.
Good. Mr. Good then sold the house to Mr. Harry McClure. When I spoke with Mr. Good, he stated that Mr. McClure
made one payment and disappeared. Mr. Good stated that he has no interest or responsibility for this property; that he
gave it to the fire department over 5 years ago. Ms. Davis asked Mr. Good to provide our office with some type of
documentation to this effect. Mr. Good stated that he had washed his hands of the property and he would not provide our
office with anything. After checking the City of Lansing's Assessor Records and Ingham County records, it seems to be
that Mr. Good is still the owner of the property. The SEV is $9,500. The building value is$7,800. The land value is
$1,700. The cost of repairs is $14,000. The property has been vacant for 180 consecutive days.

Susan Cantlon, reviewed this building and her report was given to the board. Ms. Love indicated that this
building does have historic significance and that it has an elaborate Greek Revival front entrance, etc. Due to
the fact that the property has been vacant for more than 180 days, the amount of the repairs exceeds the SEV of
the building.
It was questioned by Mr. Cochran about conflicting SEV information. Ms. Love will check into this. She believes
that the difference might be that the larger SEV would include the value of the land as well as the value of the
structure, but she will verify this.
Ms. Love stated that the structural work including foundation work, 2"d floor roof, miscellaneous roofing and
siding, doors, windows, plumbing and electrical work.
General discussion ensued with the owners regarding the costs of repairs. Ms. Love explained the state laws
and how these figures are established by the Building Safety Office.

Mr. Lake and Ms. Smith stated that Vlahakis showed interest in the property. They also received a note from
Larry Baas showing interest in purchasing the property. They also stated that they are on the list for the
Development Office, but they have no funds to put towards the property.
Mr. Cochran offered his personal opinion that he would like this property to be restored. General discussion
ensued regarding restoration, future use, zoning, etc.
Mr. Lake stated that they do want to restore the property, but are having financial difficulties due to the fact that
they are working on another property as well. Mr. Lake stated that he would fax a copy of their mortgage
agreement to the Code Compliance Office.
Member Robert Cochran has ordered that this case be tabled until September 27, 2001 in order to review the
agreement which expires in October 2001.

He has boarded up all the windows and the basement door. Has been working 6 hours a day since obtaining the
permit. Floor joists and wall studs are being replaced. Board tabled the property for sixty days, contingent
on continuing progress. Reintroduce next board meeting.

repair$40,000450,000. Owner J&E Investment did not claim the certified letter. Fochtman Venture has not
been located. Ms. Love notified the board, that there have been a number of trash complaints, and also subject
to trespassing; therefore the snow fencing. Last month, Mr. Person had indicated that he would try to obtain a
quiet title, to make, the property marketable. Individuals had been contacted to purchase the properties, but Mr.
Person had not communicated with the potential buyers. Neighbors, Jackie & John Castillo, Nancy Parsons, JT
Stout would like to see the houses demolished, and possibly a park as a replacement. Neighbors have called to
report tall grass a number of times. Board member Gloria Jones ordered the property made safe or
demolished by May 25, 2001.
Case No.: 2001-004 Address: 3408 Turner St. - garage
SEV$200, cost to repair$4,500. Owner Andrea Seymour had contacted some contractors that wanted$3,500
to remove structure. Ms. Seymour had been under the impression that the entire structure did not need to come
down,just replace the roof. The walls would be left standing, but the correction notice indicates the walls are

deteriorated, leaning and bowed. Board indicated to her that this needs to be removed entirely, due to unsafe
condition of the garage. Board member Hiaeshutter ordered the structure be made safe or demolished by
July 26, 2001.
Case No.: 2001-001 Address: 1013 Leslie St.
SEV$3,900, cost to repair$25,650. Granddaughter Debra Baker had attended the original October 2000
demolition board meeting. She has tried to get help, but has done most of the cleaning and work herself. Her
intent is to move her grandmother back into the home. Board members indicated to her that there is a great
amount of work and cost involved in making this safe. The foundation is cracked and separating. Fireplace has
been repaired, and electrical work done. Ms. Love would like to have an inspector take another look at this in
the next 30 days. Board tabled until next hearing.
Case No.: 2001-019 Address: 634 Carrier St.
SEV$17,100, cost to repair$17,500. None of the interested parties have been served with certified mail. All
mail has been returned as addressee unknown, or forwarding orders expired. This dwelling has been
substantially damaged by fire. The 25% escrow amount is being held under ACT PA495. Board ordered the
structure be made safe or demolished by May 26, 2001.
Other Business:
Ms. Love notified the board that we are making some progress with our meetings. In all of 1997, 1998
and 1999, twenty-one (21) dwellings or structures have been in the demolition process. Since July 2001 through
today, twenty-five (25) structures have been processed. The commercial structure on 3500 S. Waverly has
come down. An environmental consultant is looking at Drake Refinery on S. MLK.
Paris Street property will go back into the process in June or July 2001. Many contact both by phone
and mail have been attempted to Mr. Leonard Gray, son of deceased owner, Arthur Gray. Because of his
employment, Mr. Gray is gone from his residence for long periods of time. We had attempted to have a title
signed over to Habitat, but was insufficient lot size for their blueprints. Mr. Gray would like to have a piece of
wood from the house.

have called to report tall grass a number of times. Board member Gloria Jones

SEV $200, cost to repair$4,500. Owner Andrea Seymour had contacted some
contractors that wanted $3,500 to remove structure. Ms. Seymour had been under the
impression that the entire structure did not need to come down, just replace the roof.
The walls would be left standing, but the correction notice indicates the walls are
deteriorated, leaning and bowed. Board indicated to her that this needs to be removed
entirely, due to unsafe condition of the garage. Board member Hiaeshutter ordered
the structure be made safe or demolished by July 26, 2001.
Case No.: 2000-001 Address: 1013 Leslie St
SEV $3,900, cost to repair $25,650. Granddaughter Debra Baker had attended the
original October 2000 demolition board meeting. She has tried to get help, but has
done most of the cleaning and work herself. Her intent is to move her grandmother
back into the home. Board members indicated to her that there is a great amount of
work and cost involved in making this safe. The foundation is cracked and separating.
She has not obtained any building permits, but has had some work completed.
Fireplace has been repaired, and electrical work done. Ms. Love would like to have an
inspector take another look at this in the next 30 days. Board tabled until next
hearing.
Case No.: 2000-019 Address: 634 Carrier St
SEV $17,100, cost to repair $17,500. None of the interested parties have been served
with certified mail. All mail has been returned as addressee unknown, or forwarding
orders expired. This dwelling has been substantially damaged by fire. The 25%
escrow amount is being held under Act PA495. Board ordered the structure be made
safe or demolished by May 26, 2001.
Other Business:
Ms. Love notified the board that we are making some progress with our
meetings. In all of 1997, 1998 and 1999, twenty-one (21) dwellings or structures have
been in the demolition process. Since July 2001 thru today, twenty- five (25) structures
have been processed. The commercial structure on 3500 S. Waverly has come down.
An environmental consultant is looking at Drake Refinery on S. MLK.
Paris Street property will go back into the process in June or July 2001. Many
contacts both by phone and mail have been attempted to Mr. Leonard Gray, son of
deceased owner, Arthur Gray. Because of his employment, Mr. Gray is gone from his
residence for long periods of time. We had attempted to have a title signed over to
Habitat, but was insufficient lot size for their blueprints. Mr. Gray would like to have a
piece of wood from the house.

The January 2000 meeting of the City of Lansing Demolition Board was called to order at 7:05pm p.m. by
Delores Fuller. The following members were in attendance: Robert Cochran, Mark Hiaeshutter, Gloria Jones

Delores Fuller asked for the approval of the October 26, 2000 minutes. Robert Cochran made a motion to
approve the minutes. Motion seconded by Mark Hiaeshutter. Motion carried.

Case No.: 2000-012 Address: 417 Monroe
SEV $5,500, cost to repair $7,500. Mechanical estimate is low, in opinion of Hearing Officer Bob Cochran.
Mr. Meredith (the owner) has been working on the house, but has no current permits or inspections. Would
like to complete the house and move in. He also has other properties, but is experiencing some personal
setbacks, and us unable to repair this property. Mr. Meredith has not made the outside presentable. The
owner has worked on this for approximately 7 years, and the board feels this needs to be completed very
soon. Code Compliance Officer Delores Fuller has encountered the owner in court, and felt it was stated he
only needed to remedy the outside with no time constraint in order to comply. Board member Cochran
recommends the building be made safe or demolished in 180 days. Owner doesn't feel he can complete in
six months, but can make some headway. The record should show that Mr. Meredith upon leaving the
hearing stated, "I'll see you in court, and sue the shit out of you". Mr. Cochran was offended with the
profanity, and apparent tone of a threat, Mr. Meredith said he wasn't threatening Mr. Cochran, only that he
would see him in court, as a representative of the city.
Case No.: 2000-018 Address: 3125 S Martin Luther King Blvd.
SEV $86,500, cost to repair is undetermined. Michael P. Drake, owner of MPD Petroleum, has been unable
to locate. All other interested parties were notified by certified letter. Building was totally destroyed by fire,
and Jack A. Nelson (Building Safety Manager) who was in attendance had done an inspection. Board
member Mark Hiaeshutter determined that the structure should be demolished in 30 days, March 1, 2001.
Case No.: 2000-005 Address: 817 E. Saginaw
SEV $7,000, cost to repair $9,800. Mr. J Rush, who is buying the house on a land contract (dated 1995) saw
the posting on the dwelling, and is in attendance. A loan approval is expected in the next week to Mr. Rush
who is going to repair the dwelling.
Mr. Nason, his father-in-law, is deceased, and Mrs. Nason inherited the property. The land contract was in
place prior to Mr. Nason's death, and payments are still being made. There are no current building permits.
Hearing Officer Gloria Jones ordered to be made safe or be demolished in six months (7-26-01) Hearing
Officer Cochran instructed Mr. Rush that as long as he was showing process in repairing the dwelling, this
would not continue to the City Council.
Case No.: 2000-016 Address: 1010 Clark
SEV $8,600, cost to repair $24,000. Owner Tom Barnes (President of Lansing Lithographers) purchased this
to make a parking lot for his business. His business went under and he filed bankruptcy. His intent is to sell
934, 936, & 1010 Clark and have the properties demolished as contingency of the sale. Board Member
Jones would like the building demolished in 30 days, and recommended he obtain a contractor on his own
for demolition. Delores Fuller will provide names of contractors upon Mr. Barnes contacting her.
Case No.: 2000-017 Address: 4008 Clayborn
SEV $35,400, cost to repair $44,500. The owners have not signed for their certified mail. Mr. Cochran
reviewed the photos and observed an antique wood burning stove and old rocking chair from the FDR days.
There could be some value in these items. Hearing Officer Mark Hiaeshutter ordered the building be
demolished in 30 days.
Case No.: 1998-015 Address: 314 Paris
SEV $9,000, cost to repair $18,500. This property had been originally introduced at a Demolition hearing in
September 2000. After contacting Mr. Leonard Gray intitally, he was willing to deed over the property to
Habitat for Humanity. Their layouts would not fit on this property; therefor they were unable to take over this
project. Mr. Leonard Gray, son of owner Arthur Gray who is deceased, is a long haul trucker and hasn't been
back to his residence in Florida for over 6 weeks. He has not signed for his certified notice. All Mr. Gray
would like from this dwelling, is a piece of wood from his old residence. After receipt of the waiver
(releasing us from the 10 day certified notice) from Mr. L Gray, Hearing Officer Mark Hiaeshutter has ordered
the building be demolished in 30 days.
Other Business: the City's Historic Planner had not reviewed the above properties when this meeting
occurred. Sue Cantlon will look into these properties and report to Eleanor Love.

could be used by an attorney firm, etc., and owner is willing to renovate to a purchaser's
needs. Board Member Gloria Jones has ordered the property to be made safe or
ordered demolished by June 30, 2001.

from this dwelling and moved in with her brother approximately 2 years ago due to bill
problems. For the record, previous owners had all received notice because Silberia
Cardenas & Sylvia Villalobos are the same people. She would like to get a loan and
repair, but due to the extent of neglect and estimate to repair, Ms. Love & Ms. Jones
recommended she demolish the dwelling on her own. Board Member Gloria Jones
ordered the property demolished April 30, 2001.

Case No.: 2000-012 Address: 531 Clifford
SEV $16,500, cost to repair $31,850. Owner Abraham Foster, and his mother Beverly
Foster, had a land contract with Robert Millay. Mr. Millay has defaulted in paying the
contract. They have been unsuccessful in locating him. The owners have been in
contact with Ed Brown, Habitat for Humanity, to see if they would be interested in
purchasing the house, as-is. There have been a number of improvements made to the
interior of the dwelling, but nothing to the exterior. The house has not yet been
inspected. Eleanor Love advised the owners to seek legal counsel with regard to
ownership and clear title. Hearing Officer Gloria Jones ordered the building be made
safe or demolished by June 28, 2001. Ms. Jones & Ms. Love indicated to the owners
that the codes are more strict for rental property, and should be taken into consideration
while making improvements, if they don't intend to repair and be owner occupied.
Case No.: 2000-018 Address: 2235 Dunlap
SEV $14,800, cost to repair $22,000. This property was purchased approximately 30
days ago, and the new owners intend to demolish and rebuild a 3 bedroom home. Rase
owns a mortgage brokerage company, and her husband Jason Vermetti is a
contractor. They request 90 days to hire a demolition contractor. Board member Gloria
Jones ordered the building be demolished in 60 days, April 26, 2001.
Case No.: 2000-005 Address: 1216 Allen
SEV $7,300, cost to repair $39,100. Barbi Mel, owner from the title commitment,
indicated by phone that she sold the property a number of years ago, and thought the
owners had moved out of state. Sanjuana Cruz, Jose Villalobos and Sylvia Villalobos
have either moved, or didn't sign the certified letter. Silberia Carderas and Barbi Mel
were inadvertently not sent a certified notice of this hearing, therefor, Eleanor Love
determined that we should table this property and be rescheduled for next months
hearing.
Other Business: The above properties had not been reviewed by the City's Historic
Planner when this meeting occured. Sue Cantlon will look into these properties and
report to Eleanor Love. Gloria Jones inquired about the duplex properties on Leslie
Street (131-133 & 135-137) that were previously introduced at the demolition hearing in
October 2000. These properties will be put back into the demolition hearing for next
month, as no one has purchased these properties at this time.
