Eleanor Love asked for the approval of the December 6, 2001 minutes. Mark Hiaeshutter moved to approve the minutes.
Seconded by Robert Cochran. Approved by consent.
It was decided by Mark Hiaeshutter to change the order of the agenda in order to hear the cases that the public was there
for first.
NEW BUSINESS:
Case No.: 2002-001 Address: 1525 Knollwood
Ms. Love presented the case. She stated that the Taxpayer of Record is Mark Caudillo. According to the title work from
Transnation Title, Mark Caudillo, Wayne Roper and Indy Mac Mortgage are all interested parties. The SEV on this
property is$23,100. This property has been substantially damaged by fire. The city is presently holding $6,200 of
insurance money on this property from the fire insurance. The building value was $20,400. The estimate of repairs is
$21,500. The property has been vacant for more than 180 consecutive days. Staff recommends that this building be
demolished.
Sharon Pennell, 1536 Knollwood, addressed the Board. She lives kiddy corner from 1525 Knollwood. She stated that the
said property has always been a troubled property. It has always been a rental property with drug action, prostitution, and
has been set on fire twice. Something needs to be done with this property now.
Jim Melton, 1536 Knollwood, addressed the Board. He has lived there since 1984. The property has been nothing but a
problem. He concurs with Ms. Pennell's comments. The house has several cats and raccoons coming out of the
basement as well as neighborhood kids that are playing around the house. The side door has been left open several
times inviting kids to go into the structure and possibly get hurt. It is nothing but an eyesore and is running down the value
of his property. He wants the structure demolished.
Zoreta Mackie, 1549 Knollwood, addressed the Board. She concurs with all the previous comments.
Walter Brown, president of Knollwood/Willow Neighborhood Association, addressed the Board. He is also aware of the
problems concerning this property. He has spoken to Mr. Sykes about the property. Mr. Sykes and Mr. Brown went to the
property and looked at it. He had it boarded up to keep the kids out until something could be done with the property.
DEMOLITION BOARD MEETINL February 28 2002 Page 2
Board Member Robert Cochran ordered the property be made safe or demolished by March 28, 2002. Seconded by
Mark Hiaeshutter. Approved by consent.
Case No.: 2001-016C Address: 108 W. Rockford
Ms. Love presented the case. She stated that it has been used variously and most recently as a church. The SEV is
$17,100. Our office arrived at this SEV figure by asking the Assessor's Office for assistance with providing us with an
appraisal since churches do not normally have an appraised value on the regular assessor's records. The building value
is$14,400. The estimate of repairs is $33,000. The estimate of repairs was prepared by the Building Inspector, Ralph
Gregus. The property has been vacant for more than 180 consecutive days. It is the opinion of the staff that this property
should be demolished.
Jane Parker, 2305 Forest Avenue, addressed the Board. She stated that this property has been boarded up for about 3
years. It has been a haven for wild creatures as well as neighborhood kids. The man that lives next door has been taking
care of the yard for years. The man offered to rebuild the roof, but the church refused.
L. Davis stated that David Maxwell, representing the owners, came by the office requesting a stay so that they could repair
the structure or demolish it themselves. Ms. Davis explained the demolition process to him. Mr. Maxwell stated that he
would recommend that the structure be demolished and the property turned into a park. He also stated that he could not
be at the meeting, but would send a representative. Ms. Davis also received a phone call from the owners in New York
requesting a stay.
Board Member Mark Hiaeshutter ordered the property be made safe or demolished by March 28, 2002. Seconded
by Robert Cochran. Approved by consent.
Rob Eschbach, 1228 Daisy Lane, addressed the Board. He stated that the reason he is here is because the property is
coming up on the state auction in March for non-payment of property taxes—although he is not sure how the church could
wind up on this list.
General discussion ensued regarding the use of this property, how long it has been a church, tax use, etc.
Mr. Eschbach stated that he did an inspection on the property. He is a licensed builder with the City of Lansing and has
done work for CDBG. He stated that it doesn't seem like it would take $33,000 to fix this property. He came up with
$10,000 or less. He asked the board to hold this for a month to see if someone buys it on the state auction and fixes it up.
E. Love clarified for the record that the estimate of repairs is done by a building inspector. It is required that our estimates

in April 2001. He faxed a copy of the land contract to Laura Davis. He stated that his intention is to make this a grocery
store again. He spoke with the inspectors in April when he purchased the property. He owns several rental properties in
Lansing. He works on them constantly and now took on this project as well. They are not going to use this as a rental,
which it has been in the past. It will strictly be storage and office for the store. He is aware that it needs a lot of work and
has pulled a demolition permit to do the interior work. They go there every time they get a chance to work on the inside.
He understands that the board would like to see some progress on the outside and will do whatever the board wishes him
to do on it.
Board Member Robert Cochran ordered that this case be tabled until March 28, 2002 and requested from Mr.
McNamara a plan showing a schedule of work progression. Seconded by Mark Hiaeshutter. Approved by

hasn't had the property for over 5 years. The person who had the property on the land contract quit paying. Mr. Anderson

inquired about a demolition permit to tear it down themselves. He said that he has to get the letters from the Board of
Water& Light stating that services have been shut off. He has one letter and was told by the BWL that they would have to
call our office—they wouldn't send a letter out. He is requesting more than one month to tear this down since he works
every day and would be tearing this house down on afternoons and weekends.
Mr. Hiaeshutter asked if the structure was secure.

that they took down a perfectly good building. Granger needs something from the City of Lansing stating that the structure
needs to be demolished. He read a letter from their attorneys office to the board.
Mr. Cochran asked how one can own land and not own the improvements to it.
DEMOLITION BOARD MEETING February 28, 2002 Paqe 4
Mr. Easton explained that there can be a land lease. The lease expires in 2012. Whatever property is there at that time
would become Granger's. Right now, they do not own the building, they own the land. They will tear the building down
themselves, but need a letter from the City of Lansing stating the need for the demolition.
Eleanor Love explained that this is what the board does is generate demolition orders.
Board Member Mark Hiaeshutter ordered the property be made safe or demolished by March 28, 2002. Seconded

the back yard and our office has had to have a fence put around the 8 ft. hole.
Board Member Mark Hiaeshutter ordered the property be made safe or demolished by March 28, 2002. Seconded

building value is$11,400. The estimate of repairs is$24,100.
Michael Comstock, 524 S. Hayford St., addressed the Board. He stated that all that separates his property from the above
mentioned property is a 15'wide driveway. The reason that he bought into that neighborhood about a year ago was that
he expected the neighborhood to improve. He thought that if some of the bad houses could be rehabbed or demolished
that it would bring the value of his house up. In the last year, this property has cost him a significant amount of money.
They did a partial demolition on the front porch and left all of the construction materials laying in his driveway—which cost
him new tires due to nails. Vagrants are in that house often as well as wild animals. It cost him their family pet—a $1,400
blood hound. A raccoon got in a fight with the dog which was chained up in the back yard. The dog developed an
infection and had to be destroyed a month later. He stated that he wouldn't mind seeing the house be rehabilitated, but
Mr. Zlomak has not been around since September 2001. He requested that the board have the structure demolished.
Board Member Mark Hiaeshutter ordered the property be made safe or demolished by March 28, 2002. Seconded

that Mr. Dunn was given the opportunity to accompany our office through the structure, and he did not, nor did he send a
representative. Our office obtained an administrative search warrant in order to do the inspection.
Board Member Robert Cochran ordered the property be made safe or demolished by March 28, 2002. Seconded by
Mark Hiaeshutter. Approved by consent.
Case No.: 2002-002 Address: 6228 Hilliard
Eleanor Love presented the case. The listed Taxpayer of Record is Wells Fargo Home Mortgage Inc. Interested parties
are Wells Fargo Home Mortgage Inc. and Darren Tanner. This property had been foreclosed on and the woman that
owned it lost it back to the bank. The roof was failing off and because of the water damage from the roof, the walls were
splayed and it was in pretty bad shape. The neighborhood was very concerned about this property. About three weeks
ago, Mr. Tanner came in to the office and stated that he had purchased it from the bank. He could not be here at the
meeting tonight. Mr. Tanner has removed the garage. He has completely taken off the roof; he has taken off all the side
walls; he has removed the garage and taken all of the materials away from the site; he has trusses that are supposed to
arrive tomorrow; he is rebuilding all of the walls; he will finish the exterior work by the 1st of April; and he hopes to finish the
entire structure by the 1st of September because he is going to move in as home owner occupant with his children. They
want to start school in the fall. That is why he intends to have it all completed by the 1st of September. He loves the huge
lot. He has cleaned up the lot and trimmed up the trees. He, as well as his brothers, are in construction.

for first.
NEW BUSINESS:
Case No.: 2002-001 Address: 1525 Knollwood
Ms. Love presented the case. She stated that the Taxpayer of Record is Mark Caudillo. According to the title work from
Transnation Title, Mark Caudillo, Wayne Roper and Indy Mac Mortgage are all interested parties. The SEV on this
property is $23,100. This property has been substantially damaged by fire. The city is presently holding $6,200 of
insurance money on this property from the fire insurance. The building value was$20,400.

The building value
is$14,400. The estimate of repairs is$33,000.
He stated that it doesn't seem like it would take$33,000 to fix this property. He came up with
$10,000 or less. He asked the board to hold this for a month to see if someone buys it on the state auction and fixes it up.
E. Love clarified for the record that the estimate of repairs is done by a building inspector. It is required that our estimates
are done by contractor prices, not at do-it-yourself prices. The estimate was done utilizing good building practices.
Mr. Cochran stated that Mr. Eschbach could put together a proposal and present it to City Council when the case goes
before them.

Case No.: 1999-005 Address: 528 S. Hayford Ave.
Eleanor Love presented the case. She stated that this property has been vacant for more than 180 consecutive days.
Listed Taxpayer of Record is Anthony Zlomak, who is also the only other interested party. The SEV is $12,600. The
building value is $11,400. The estimate of repairs is $24,100.
Seconded
by Robert Cochran. Approved by consent.

splayed and it was in pretty bad shape. The neighborhood was very concerned about this property. About three weeks
ago, Mr. Tanner came in to the office and stated that he had purchased it from the bank. He could not be here at the
meeting tonight. Mr. Tanner has removed the garage. He has completely taken off the roof; he has taken off all the side
walls; he has removed the garage and taken all of the materials away from the site; he has trusses that are supposed to
arrive tomorrow; he is rebuilding all of the walls; he will finish the exterior work by the 1st of April; and he hopes to finish the
entire structure by the 1 st of September because he is going to move in as home owner occupant with his children. They
want to start school in the fall. That is why he intends to have it all completed by the 1st of September. He loves the huge
lot. He has cleaned up the lot and trimmed up the trees. He, as well as his brothers, are in construction.
