The October 2003 meeting of the City of Lansing Demolition Board was called to order at 7:00 p.m. by Eleanor Love. The
following members were in attendance: Robert Cochran, Mark Hiaeshutter, Dave Muylle

E. Love presented the case. The listed taxpayer and interested party is Robert& Sherrie Batten. The SEV of the property
is $24,800. The land value is$1,900. The building value is$22,900. The estimated repairs are $30,000. The property
has been vacant for 180 consecutive days. Staff recommends that this property be made safe or demolished.
pAr. & Mrs. Tim Florinki addressed the Board. They are neighbors who live at 414 Dunlap. They stated that the property
has been in very poor condition for quite some time. The only work that has been done on the house was a new roof that
the owner was forced to do by the City of Lansing. There are animals occupying the house and they are concerned about
the health and safety issues for them and their surrounding neighbors.

E. Love updated the Board on this case. This property was tabled on 9/25/03 to allow the owner additional time to pull
trades permits and get work done.
Mr. Tony Young, representing the owner, addressed the Board. He stated that they have pulled the electrical and
plumbing permits. Both of these contractors will be in the house in 3 weeks to do the work. In the meantime, they will be
finishing the interior walls to ready for the contractors.

Mrs. Love updated the Board on this case. The property has been demolished and finalized. This property can be
withdrawn from the demolition process.

Mrs. Love updated the Board on this case. Mr. Tanner has all of his permits finalized except for one minor correction that
needs to be made on the plumbing permit.
Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until February 27, 2003 in order to
give the owner time to complete the changes to finalize the plumbing permit and be finished with the repairs to
the property.
OTHER BUSINESS:
Administrative Bylaws -will be reviewed and discussed at the February 27, 2003 meeting. It was decided not to change
the time of the meetings.
Resignation of Gloria Jones—Mrs. Love explained to the Board that she has received the formal resignation letter from
Gloria Jones. Discussion ensued regarding a gift for Mrs. Jones. Mrs. Love will take care of this and inform the board at
the February meeting.

Mrs. Love presented the case. She stated that the Taxpayer of Record is First National Acceptance. According to the title
work from Transnation Title, First National Acceptance and Patricia Castanon are all interested parties. The SEV on this
property is $30,000. The land value is$3,400. The building value is $26,600. The estimate of repairs is$28,500. The
property has been vacant for more than 180 consecutive days.
Mr. Kamar, attorney for Mr. Garcia, addressed the Board. He stated that Mr. Garcia has purchased the property from Ms.
Castanon and is planning on repairing the structure. Mr. Garcia has already pulled a permit for the roof and is repairing
that. He stated that Mr. Garcia has requested a copy of the deed from Ingham County, but has not yet received it. He did
provide mortgage papers for the Board.
Demolitions Hearing Officer Robert Cochran ordered the property be tabled until February 27, 2003 in order to
give the owner time to obtain a copy of the deed and give the Board an update on the progress of the repairs.

Mrs. Love presented the case. She stated that the Taxpayer of Record is Willie & Ora Fuller. According to the title work
from Transnation Title, Willie & Ora Fuller and Richard Waidelich are all interested parties. The SEV on this property is
$8,100. The land value is$1,700. The building value is$6,400. The estimate of repairs is$45,000. This is a fire-
damaged property. The property has been vacant for more than 180 consecutive days.
Mr. Fuller addressed the Board. He stated that he has contacted Nick Nahikian with Hill Vocational and they are going to
be doing all the repairs.
Nick Nahikian addressed the Board. He stated that this property will be their class project for the remainder of the year.
They are working on it 2 hours a day Monday through Friday. He anticipates having 70-80% completion by the end of the
school year and finishing the project in the Fall.
Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until June 26, 2003 in order to give
the Hill Vocational students time to work on the property and then get an update at the June meeting.

Mrs. Love presented the case. She stated that the Taxpayer of Record is Young &Young LLC. According to the title work
from Transnation Title, Young &Young LLC is also the interested party. The SEV on this property is$31,700. The
building value is$26,300. The estimate of repairs is$55,300. This is a fire-damaged property with no roof for the past 2
years. The property has been vacant for more than 180 consecutive days.
Ruth Hallman addressed the Board. She stated that it has been that way for 2 years and that it should be demolished
immediately. It is a safety hazard at this point.

Mrs. Love presented the case. She stated that the Taxpayer of Record and interested party is Penelope O'Brian. The
SEV on this property is$37,500. The building value is $32,500. The estimate of repairs is $47,425. This is a fire-
damaged property. The property has been vacant for more than 180 consecutive days. Mrs. Love also stated that
Greater Lansing Housing Coalition has purchased the property and is making plans to repair it. A letter was shown to the
Board by GLHC as well as a copy of the Warranty Deed.
Ruth Hallman addressed the Board, as part of the GLHC Acquisition Committee. She stated that GLHC is planning on
starting repairs to the structure as soon as possible.

The January 2003 meeting of the City of Lansing Demolition Board was called to order at 7:00 p.m. by Eleanor Love. The

OLD BUSINESS:
Case No.: 2002-012C Address: 302 S. Mifflin
Mrs. Love updated the Board on this case. She stated that the Building Safety Department is concerned about the
structure if there is anymore snow.
Mr. Edwards addressed the Board. He stated that their funding representative from Detroit was supposed to be in
attendance tonight, but she is not here. Their representative was going to give the Board an update on their funding
situation due to the property's historical significance.
Mrs. Love asked if their funding representative could please fax the information to Laura Davis. Mr. Edwards stated that
he would request that to be done as soon as possible.
Demolitions Hearing Officer Robert Cochran ordered the property be tabled until February 27, 2003 in order to get
the updated funding information.
Case No.: 2002-004 Address: 625 W. Madison
Mrs. Love updated the Board on this case.
Mr. Fred Dake II addressed the Board. He stated that they have been having problems with the paperwork to sell the
house. It has been decided that he will purchase the property on a land contract for the amount of the fire insurance.
Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until April 24, 2003 in order to give
both parties time to complete the paperwork and,thus, give the new owner time to complete repairs to the
property.

Demolitions Hearing Officer Robert Cochran ordered the property be tabled until March 27, 2003. It has been
requested by the Board to have the funding information made available to the Code Compliance Office and thus,
to the Board at the March 27th meeting.
OTHER BUSINESS:
Case No.: 2002-018 Address: 4710 Christiansen
L. Davis updated the Board on this case. The Demolition Board made the decision to make safe or demolish the structure
by February 27, 2003. The owner requested that it be reviewed again as he went to the wrong place for the hearing on
1/23/03. The Code Compliance Office sent the owner a letter stating they had to have all items out of the house at 4710
Christiansen before February 27th and provide our office with a specific timeline in writing before February 27th of when the
repairs would be completed. Our office never received any written timeline from the owner. The owner called the office at
5:15 pm on 2/27/03 asking if his property was on the agenda for the meeting. He stated that he has removed some of the
stored items in the house.
Mr. Kugel addressed the Board and stated that he would remove the rest of the items if the Board would grant him an
extension to get this done.
Demolitions Hearing Officer Robert Cochran ordered the property be tabled until March 27, 2003 in order to give
the owner more time to remove ALL remaining items from the house and submit a specific timeline in writing to
the office before the March 27th meeting.
Administrative Bylaws—Reviewed by Board with changes recommended. Will be reviewed again at March 27, 2003
meeting.
PUBLIC COMMENT: Mr. Willie Williams, who lives across the street from 210 W. Saginaw, addressed the Board. He
stated that the house is in severe shape and nothing is being done on it.
The Board informed Mr. Williams that this case will be reviewed again at the April 24th meeting.
ADJOURNMENT: At 7:45 pm, Robert Cochran adjourned the meeting.

L. Davis updated the Board on this case. Greater Lansing Housing Coalition has purchased the property and have started
pulling permits to do the work.
Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until May 22, 2003 in order to give
GLHC time to work on the property and then get an update at the May meeting.

Case No.: 2003-001 Address: 1619 Bailey (garage)
L. Davis presented the case. This is the demolition of the garage only. She stated that the Taxpayer of Record is Stan
Kasuda. According to the title work from Transnation Title, Stan Kasuda, Karen Wood-Kasuda & Peter Mireles are all
interested parties. The SEV on the garage is$6,000. The building value is $6,000. The estimate of repairs is $10,000.
Since this is a garage-only demolition, the requirement of the property being vacant for more than 180 consecutive days is
not required.
Mr. Mireles addressed the Board. He stated that they were going to repair the garage, but were waiting on the insurance
settlement. They just found out that the insurance will not cover the trees that fell on the garage. They have been paying
a roofing contractor in installments until he is fully paid and then he will fix the roof.
Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until May 22, 2003 in order to give
Mr. Mireles time to complete the repairs to the garage.

L. Davis presented the case. She stated that the Taxpayer of Record and interested party is George & Carol Smith. The
SEV on this property is$13,100. The building value is$11,100. The land value is $2,000. The estimate of repairs is
$14,000. This is a fire-damaged property. The property has been vacant for more than 180 consecutive days. L. Davis
also stated that she was unable to locate the owner of the property.

1/23/03. The Code Compliance Office sent the owner a letter stating they had to have all items out of the house at 4710
Christiansen before February 27`h and provide our office with a specific timeline in writing before February 27'h of when the
repairs would be completed. Our office never received any written timeline from the owner. The owner called the office at
5:15 pm on 2/27/03 asking if his property was on the agenda for the meeting. He stated that he has removed some of the
stored items in the house.
Mr. Kugel addressed the Board and stated that he would remove the rest of the items if the Board would grant him an
extension to get this done.

E. Love updated the Board on this case. It has been purchased since it was originally put into the demolition process.
Since that time, City Rescue Mission has purchased the property and pulled all required permits. Work is currently being
done, but not finalized yet.
Dick Peterson addressed the Board. He stated that they rely heavily on volunteers to help on projects such as this. During
the holidays, there are not many volunteers. Thus, they have fallen behind schedule, but they are still working on it. They
stated that the work should be done on approximately 1-2 months.
Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until June 26, 2003 in order to give
the City Rescue Mission time to complete repairs.
Case No.: 1998-011 Address: 418 W. Fairfield
E. Love updated the Board on this case. The house has been demolished and most of the fill has been put in. There is
only a small amount of fill still needed to bring it to grade.
Nicole Ames-Powell addressed the Board. She stated that the yard backs up on their own yard and is acting like a back
yard at this time. She wants to keep as part of the yard, but does not want to combine the lots due to tax issues.
Demolitions Hearing Officer Robert Cochran ordered the property be tabled until April 24, 2003 in order to give
the owner time to complete filling the yard.

the owner another opportunity to address the Board. If the owner fails to appear at the May meeting or make their
intentions known to the Board, it will be ordered made safe or demolished within 30 days.

Don Kugel, owner, addressed the Board. He requested additional time from the Board's decision made on 3/27/03 for
4710 Christiansen. Their decision at the 3/27/03 meeting was that the property had to be made safe or demolished by
4/24/03.
General discussion ensued regarding the condition of the house and whether or not the owner will rehab it or not. It was
specifically explained to the owner that they need to either fix the house or demolish it or it will continue in the process and
be scheduled for City Council. It was also explained to the owner that they cannot have an accessory structure on a parcel
without a house per code. If the owner plans to build a new house on the property, then the garage can stay.

progress on the property. Permits are pulled and two of them are finalized. The owner requested a 2-month extension to

E. Love updated the Board on this case. She showed the Board updated pictures showing the lack of progress on the
property. There has also been no action on any of the permits taken out.
Mr. Robert Brooks addressed the Board. He stated that they have had problems getting the roof done. This has to be
done before anything else can be done inside. He stated that the electrical was fine and the plumbing was fine. However,
it had to be shut off due to no heat throughout the winter.

showed the Board the last deed offered to him. The paperwork is not in order and he cannot pull permits until this is
rectified. He is trying to do any and all of the work possible.

owner and potential owner time,to rectify the paperwork problems in terms of the deed and who is holding the

able to focus more on finding funding. There is a great sentimental value to the property and they are exhausting every
avenue in trying to find some type of funding to repair this structure.

DeMyers. The SEV is $47,000. The building value is$44,100. The estimate of repairs is$55,000. The property has
NOT been vacant for more than 180 consecutive days; however, due to the fact that it is a fire-damaged property, safety
issues require this be done.
Teri DeMyers addressed the Board. He stated that the insurance company is taking their time with the claim. The fire
department has been unable to determine the cause of the fire. They are planning on demolishing the structure
themselves, but extenuating circumstances are keeping them from doing that. He stated that they would need permission
to enter the structure in order to demolish it.
General discussion ensued regarding demolition and access to the home due to the red tag on the structure.

he could not attend the meeting and requested the case be tabled. He showed the Board updated pictures of the outside
of the house showing work that was done.

is not even 50% of the work done, although there were problems that had to be dealt with. When the basement had to be

stated that Mr. Dake must pay him the funds that the city is holding and when the funds are released, Mr. Pomaville will
pay Mr. Dake back. Mr. Dake is continuing to work on the house. He stated that, at this point, it will be cheaper to pay Mr.
Pomaville the money and get reimbursed.

done. He asked for a 3-month extension. E. Love suggested that they be granted a 3-month extension with the
understanding that the owner will finish the outside work, as well as pull the mechanical, electrical and plumbing permits.

E. Love asked for approval of the 5/22/03 minutes. Robert Cochran moved to approve minutes with changes as

consider request. There was no further action taken. The decision stood as is. Approved by consent.
OLD BUSINESS:
Case No.: 2002-021 Address: 908 W. Lapeer
E. Love updated the Board on this case. She stated that Hill Vocational has been working on the house, but slower than
expected. There have been complaints from the neighbors regarding various problems which will be addressed by the
neighbors tonight.
Willie Fuller, owner, addressed the Board. He stated that they ran into some problems after the January meeting. The
basement was leaking. The hired a contractor to dig up the foundation and get it waterproofed. The Zoning Department
came out to the property and informed them that they would have to inspect the work done. It had to be dug up again to
be inspected. It was found that the house was not setting on the proper footing. It had to be dug back out and more
repairs had to be made. All of this slowed down Hill Vocational on doing their work on the inside of the house. He gave
pictures to the Board showing progress. He stated that they are putting a new roof on the house now. When that is
completed, they will start the siding.
Mr. Nick Nahikian, Hill Vocational, addressed the Board. He stated that the progress has been slower than he anticipated.
He started out with 11 students at the beginning of the school year. About half way through the semester, half of those
kids quit coming. It was difficult to get a substantial amount of work done in a 2-hour period with only 5-6 students. The
foundation problems also set them back. He also stated that he has taken his own time since school has been out to work
on the property getting the windows put in. Other than that, they will have to wait until fall to finish it.
Mr. Martinez, roofer, addressed the Board. He stated that the roof should be done in the next 2-3 days.
Ruth Hallman, Genesee Neighborhood Association, addressed the Board. She stated that serious work has only been
done in the past few weeks since the letter from Eleanor Love was sent out. She also stated that the owner of the property
next to 908 W. Lapeer has put his property up for sale, but has not been able to sell it due to the condition of 908 W.

A member of the public asked the Board about demolition properties as far as properties being vacant for 180 consecutive
days; orders for demolition as well as contacting owners.
Demolitions Hearing Officer Mark Hiaeshutter explained that when the Board makes these rulings, it is based on the fact
that the property has been vacant for at least 180 consecutive days or, in the case of a fire-damaged structure, no work
has been done on the property for at least 180 consecutive days. Also, the Code Compliance Office does a significant
amount of research to contact the owners and interested parties in these cases that have been identified in the title
commitment documents.

that the property has been vacant for at least 180 consecutive days or, in the case of a fire-damaged structure, no work
has been done on the property for at least 180 consecutive days. Also, the Code Compliance Office does a significant
amount of research to contact the owners and interested parties in these cases that have been identified in the title
commitment documents.

Mr. Dake addressed the Board. He stated that he is making progress on the framing, stairways, landscaping and interior
work. Drywall will start next month. He still doesn't own the property, but has involved an attorney to make sure that the
paperwork is taken care of when it comes time to purchase. His goal is to be completed with repairs and be moved in by
Christmas this year. He also requested that the postings be taped, rather than stapled, to the house.

E. Love updated the Board on this case. She stated that it was tabled on 7/24/03 in order to give the owner time to
complete landscaping and security of property as well as show general progress. As of today, an electrical permit has
been pulled.
Mr. Fuller addressed the Board. He stated that they are working with BWL as well as Consumers to get the required work
done. They are working on the electrical and as soon as that is done, the siding can be completed. He also stated that
Mr. Nahikian, from Hill Vocational, informed him that he will have 2 classes this fall working on the house and will be
starting next week. They are also working on the landscaping as well. Mr. Fuller anticipates being done in December.

Mr. Dake addressed the Board. He stated that he is making progress on the framing, stairways, landscaping and interior
work. Drywall will start next month. He still doesn't own the property, but has involved an attorney to make sure that the
paperwork is taken care of when it comes time to purchase. His goal is to be completed with repairs and be moved in by
Christmas this year. He also requested that the postings be taped, rather than stapled, to the house.

Mr. Gupta stated that he is making progress on the house. He presented pictures to the board showing the progress
made. He stated that it took substantial time to correct the footing problems with the foundation and floor. He is currently
working on the plumbing and the electrical is almost completed.

and stating that there were 500 empty houses in Lansing. He stated that the news was not reporting on the procedures for
red tag houses or the fact that the repairs have to exceed 50% of the SEV of the structure before they can be put in the
demolition process. He would like to see this information released so that the public is informed of the procedures in
dealing with these red tag homes:

Mr. John Makara addressed the Board. He stated that, now that his business is done for the season, he can devote all his
time to repairing this property. He is currently working on the property and will have the siding done soon.
Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until February 26, 2004 at which time
the owner will show progress and must have the siding completed.

E. Love updated the Board on this case. This property was last tabled on 10/23/03 to allow the owner additional time to
meet with the mortgage company and complete the transaction. However, the owner did not attend the meeting to give
the board an update.
Jean Lodge, representing Franklin Street Housing, stated that they might have an interest in the property and will attempt
to contact the owner.
