The listed taxpayer and interested party is Robert& Sherrie Batten. The SEV of the property is $24,800. The land value is$1,900. The building value is$22,900. The estimated repairs are $30,000. The property has been vacant for 180 consecutive days. Staff recommends that this property be made safe or demolished. pAr. & Mrs. Tim Florinki addressed the Board. They are neighbors who live at 414 Dunlap. They stated that the property has been in very poor condition for quite some time. The only work that has been done on the house was a new roof that the owner was forced to do by the City of Lansing. There are animals occupying the house and they are concerned about the health and safety issues for them and their surrounding neighbors. Love updated the Board on this case. This property was tabled on 9/25/03 to allow the owner additional time to pull trades permits and get work done. Mr. Tony Young, representing the owner, addressed the Board. He stated that they have pulled the electrical and plumbing permits. Both of these contractors will be in the house in 3 weeks to do the work. She stated that it was tabled on 8/28/03 in order to give the owner additional time safe or demolish the structure and to provide the board with intended plans for the structure. Case No.: 2002-002 Address: 6228 Hilliard Mrs. Love updated the Board on this case. Mr. Tanner has all of his permits finalized except for one minor correction that needs to be made on the plumbing permit. Demolitions Hearing Officer Mark Hiaeshutter ordered the property be tabled until February 27, 2003 in order to give the owner time to complete the changes to finalize the plumbing permit and be finished with the repairs to the property. OTHER BUSINESS: Administrative Bylaws -will be reviewed and discussed at the February 27, 2003 meeting. It was decided not to change the time of the meetings. Resignation of Gloria Jones—Mrs. Love explained to the Board that she has received the formal resignation letter from Gloria Jones. Discussion ensued regarding a gift for Mrs. Jones. According to the title work from Transnation Title, Willie & Ora Fuller and Richard Waidelich are all interested parties. The SEV on this property is $8,100. The land value is$1,700. The building value is$6,400. The estimate of repairs is$45,000. This is a fire- damaged property. The property has been vacant for more than 180 consecutive days. Mr. Fuller addressed the Board. He stated that he has contacted Nick Nahikian with Hill Vocational and they are going to be doing all the repairs. Nick Nahikian addressed the Board. He stated that this property will be their class project for the remainder of the year. They are working on it 2 hours a day Monday through Friday. He anticipates having 70-80% completion by the end of the school year and finishing the project in the Fall. She stated that it has been that way for 2 years and that it should be demolished immediately. It is a safety hazard at this point. Mrs. Love also stated that Greater Lansing Housing Coalition has purchased the property and is making plans to repair it. A letter was shown to the Board by GLHC as well as a copy of the Warranty Deed. Ruth Hallman addressed the Board, as part of the GLHC Acquisition Committee. She stated that GLHC is planning on starting repairs to the structure as soon as possible. She stated that the Building Safety Department is concerned about the structure if there is anymore snow. Mr. Edwards addressed the Board. He stated that their funding representative from Detroit was supposed to be in attendance tonight, but she is not here. Their representative was going to give the Board an update on their funding situation due to the property's historical significance. Mrs. Love asked if their funding representative could please fax the information to Laura Davis. Mr. Edwards stated that he would request that to be done as soon as possible. Demolitions Hearing Officer Robert Cochran ordered the property be tabled until February 27, 2003 in order to get the updated funding information. Case No.: 2002-004 Address: 625 W. Madison Mrs. Love updated the Board on this case. Mr. Fred Dake II addressed the Board. He stated that they have been having problems with the paperwork to sell the house. It has been decided that he will purchase the property on a land contract for the amount of the fire insurance. It has been requested by the Board to have the funding information made available to the Code Compliance Office and thus, to the Board at the March 27th meeting. OTHER BUSINESS: Case No.: 2002-018 Address: 4710 Christiansen L. Davis updated the Board on this case. The Demolition Board made the decision to make safe or demolish the structure by February 27, 2003. The owner requested that it be reviewed again as he went to the wrong place for the hearing on 1/23/03. The Code Compliance Office sent the owner a letter stating they had to have all items out of the house at 4710 Christiansen before February 27th and provide our office with a specific timeline in writing before February 27th of when the repairs would be completed. Our office never received any written timeline from the owner. The owner called the office at 5:15 pm on 2/27/03 asking if his property was on the agenda for the meeting. He stated that he has removed some of the stored items in the house. Mr. Kugel addressed the Board and stated that he would remove the rest of the items if the Board would grant him an extension to get this done. Demolitions Hearing Officer Robert Cochran ordered the property be tabled until March 27, 2003 in order to give the owner more time to remove ALL remaining items from the house and submit a specific timeline in writing to the office before the March 27th meeting. Administrative Bylaws—Reviewed by Board with changes recommended. Will be reviewed again at March 27, 2003 meeting. PUBLIC COMMENT: Mr. Willie Williams, who lives across the street from 210 W. Saginaw, addressed the Board. He stated that the house is in severe shape and nothing is being done on it. NEW BUSINESS: Case No.: 2003-001 Address: 1619 Bailey (garage) L. Davis presented the case. This is the demolition of the garage only. She stated that the Taxpayer of Record is Stan Kasuda. According to the title work from Transnation Title, Stan Kasuda, Karen Wood-Kasuda & Peter Mireles are all interested parties. The SEV on the garage is$6,000. The building value is $6,000. The estimate of repairs is $10,000. Since this is a garage-only demolition, the requirement of the property being vacant for more than 180 consecutive days is not required. Mr. Mireles addressed the Board. He stated that they were going to repair the garage, but were waiting on the insurance settlement. They just found out that the insurance will not cover the trees that fell on the garage. They have been paying a roofing contractor in installments until he is fully paid and then he will fix the roof. It was found that the house was not setting on the proper footing. It had to be dug back out and more repairs had to be made. All of this slowed down Hill Vocational on doing their work on the inside of the house. He gave pictures to the Board showing progress. He stated that they are putting a new roof on the house now. He started out with 11 students at the beginning of the school year. About half way through the semester, half of those kids quit coming. It was difficult to get a substantial amount of work done in a 2-hour period with only 5-6 students. The foundation problems also set them back. He also stated that he has taken his own time since school has been out to work on the property getting the windows put in. Other than that, they will have to wait until fall to finish it.
