Mr. Hernandez explained the demolition process . He stated the SEV of the structure is $ 7, 900, estimated cost of repairs is $51, 000 . The Hearing Officer reviewed pictures and correspondence. i Mr. Hernandez stated that this is a fire damaged structure. Mr. Johnson stated that this property has been deemed and targeted for demolition as part of the Seven Block Program through Community Development . Mr. Johnson further stated that he wished for the demolition proceeding to be halted since the property was to be purchased as part of the Community Development Program. Mr. Hernandez stated that Mr. Johnson should get with the persons over the Community Development Program and let them know what was happening with this property so that they could possibly move quicker. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 20 days, or by May 18 , 1995 . Mr. Holz determined that the structure at 304 S. Butler be made safe for its intended use, or demolished within 20 days, or by May 18, 1995 . Second Case - 1808 Maplewood Mike McClain, owner, was present . Mr. Hernandez stated that the SEV of the structure is $12 , 100, estimated cost of repairs is $12 ,500 . The Hearing Officer reviewed pictures and correspondence regarding the structure. Mr. Hernandez further stated that a plumbing permit had been pulled on April 19 , 1995 . Mr. McClain stated that he is in the process of repairing the structure. Mr. Hernandez read parts of the Unsafe Notice. Mr. McClain stated that he has been in contact with James McCue the Code Compliance Officer for this area. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 20 days, or by May 18, 1995 . Mr. Holz determined that the structure at 1808 Maplewood be repaired and made safe for its intended use, or demolished within 20 days, or by May 18, 1995 . Mr. Hernandez stated that a building permit had been pulled on April 6 , 1995 . Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 20 days, or by May 18, 1995 . This property was brought back before the Board because Jan Lasley, one of the owners had not been notified. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 20 days, or by November 15, 1995 . Ms . Jones determined that the structure at 322 Bingham be repaired and made safe for its intended use, or demolished within 20 days, or by November 15, 1995 . Second Case - 422 S Butler No owner was present. Mr. Hernandez explained that the SEV of the structure is $13 , 700, estimated cost of repairs is $40, 000 . The Hearing Officer reviewed pictures and correspondence regarding the structure . Mr. Hernandez, further informed the Hearing Officer that this was a fire damaged structure. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days , or by November 10, 1995 . Mr. Holz determined that the structure at 422 S Butler be repaired and made safe for its intended use, or demolished within 15 days, or by November 10, 1995 . Third Case - 1105 E Oakland No owner was present. Mr. Hernandez explained that the SEV of the structure is $10, 800, estimated cost of repairs is $9 , 500 . The Hearing Officer reviewed pictures and correspondence regarding the structure . Mr. Hernandez further stated that he had been in contact with the owners and they had indicated that they would be selling the property. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 20 days, or by November 15, 1995 . Fourth Case - 615 Manchester No owner was present . Mr. Hernandez explained that the SEV of the structure is $5 , 000, estimated cost of repairs is $16, 100 . The Hearing Officer reviewed pictures and correspondence regarding the structure. Mr. Hernandez further stated that this property had been vacant for 5 years . Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 20 days, or by November 15, 1995 . Mr. Holz determined that the structure at 615 Manchester be repaired and made safe for its intended use, or demolished within 20 days, or by November 15, 1995 . Fifth Case - 1031 Clear No owner was present. Mr. Hernandez explained that the SEV of the structure is $4 , 000, estimated cost of repairs is $20, 950 . The Hearing Officer reviewed pictures and correspondence regarding the structure. Mr. Hernandez stated that there were 2 active permits for this property, a building permit and a plumbing permit, but that neither permit had been finaled by the respective inspectors . Mr. Hernandez further stated that the owners had promised to have the property repaired in 30 days but he would like to proceed with the demolition procedure to ensure the property was brought to code. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 20 days, or by November 15, 1995 . Mr. Holz determined that the structure at 615 Manchester be repaired and made safe for its intended use, or demolished within 20 days, or by November 15, 1995 . Mr. Hernandez explained the demolition process . He stated the SEV of the structure is $ 9, 800, estimated cost of repairs is $13, 100 . The Hearing Officers reviewed pictures and correspondence. Ms . Vermett stated that she had received mixed signals from the Building Office and was unable to determine the exact repairs that needed to be completed. Ms . Vermett further stated that she plans to complete all necessary repairs to this property and that she would like for someone from the Building Office to come out and tell her what exactly needs to be repaired. Mr. Hernandez stated that if Ms . Vermett would call him he would be glad to arrange to have an inspector from each trade (Building, Electrical, Mechanical, and Plumbing) do an inspection at the property. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days, or by July 7 , 1995 . Ms . Jones determined that the structure at 1225 Clark be made safe for its intended use, or- demolished within 15 days, or by July 7 , 1995 . Second Case - 321 Denver Michael Vanderlip, owner, was present. Mr. Hernandez stated that the SEV of the structure is $ 9 , 500, estimated cost of repairs is $12, 000 . The Hearing Officers reviewed pictures and correspondence regarding the structure . Mr. Hernandez further stated that there are no current permits for this property. Mr. Vanderlip stated that he is working on getting contractors to complete the repairs . Mr. Vanderlip also stated that he has owned this property for less than ( 1) year and repairs will take more than 15 days . Mr. Vanderlip stated that he received no notification from the Code Compliance Office of this hearing. Mr. Vanderlip further stated that he had received copies of the notice from the Management Company that the previous owner utilized. Mr. Vanderlip is not the listed taxpayer of record and that is the reason for his not receiving notification of the hearing. Mr. Vanderlip further stated that he has had no cooperation from James McCue the Code Compliance Officer for this area and that he would like Demolition Hearing Minutes June 22 , 1995 Page 2 to meet with a building inspector at the property to discuss what needs to be done to bring this property up to code. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days, or by July 7 , 1995 . Mr. Holz determined that the structure at 321 Denver be repaired and made safe for its intended use, or demolished within 15 days , or by July 7 , 1995 . Third Case - 2104 N Grand River Al Buchner, owner, was present . Mr. Hernandez explained that the SEV of the structure is $7 , 500, estimated cost of repairs is $14, 000 . The Hearing Officers reviewed pictures and correspondence regarding the structure. Mr. Hernandez stated that there are no current permits for this property. Mr. Buchner stated that he had received no notification from this Office that this property was on the agenda. Mr. Buchner stated that he was present for (2 ) other addresses that are on the agenda ( 611 Manchester and 827 Hickory) . Mr. Hernandez asked Mr. Buchner why he never signs for the certified letters when this office sends the letters to him. Mr. Buchner declined to answer. Mr. Buchner stated that he plans to repair the property within the next 90 days . Mr. Hernandez stated that the Hearing Officers would still make a determination on this case and that he would check with the City Attorneys Office to see if this is still acceptable since Mr. Buchner did not receive notification. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days, or by July 7 , 1995 . Mr. Holz determined that the structure at 2104 N Grand River be repaired and made safe for its intended use, or demolished within 15 days, or by July 7, 1995 . Fourth Case - 611 Manchester Al Buchner, owner, was present. Mr. Hernandez explained the demolition process . He stated the SEV of the structure is $ 9 , 000, estimated cost of repairs is $10, 300 . The Hearing Officers reviewed pictures and correspondence. Mr. Hernandez further stated that there are no current permits for this property. Mr. Buchner stated that he has applied for a building permit but that Zoning has not responded. Mr. Buchner stated that this property is zoned as light industrial although it has been used for a residence for Demolition Hearing Minutes June 22, 1995 Page 3 a number of years . Mr. Buchner stated that he would complete the repairs whenever Zoning approved the permit. Mr. Buchner further stated that he has had an offer to purchase this property. Mr. Hernandez asked Mr. Buchner if he planned to repair this property before he sold it. Mr. Buchner stated that the sale was pending on whether or not the property could be repaired. If Zoning will not approve the permit then most likely he will not be able to sell the property because it could not be repaired. Mr. Hernandez stated that he would check with the Zoning Office to see why the permit has been held up. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days , or by July 7 , 1995 . Ms . Jones determined that the structure at 611 Manchester be made safe for its intended use, or demolished within 15 days, or by July 7, 1995 . Fifth Case - 827 Hickory Al Buchner, owner, was present . Mr. Hernandez stated that the SEV of the structure is $11, 600, estimated cost of repairs is $37,550 . The Hearing Officers reviewed pictures and correspondence regarding the structure. Mr. Hernandez further stated that a building permit had been pulled in May of 1995 . Mr. Buchner stated that he has been waiting for power. Power was turned off (5) days before the building permit was pulled. Mr. Hernandez stated that Mr. Buchner had been telling him for about ( 9) months that he would be repairing this property. Numerous citizens called in to report that people were moving appliances (washers and dryers) in to the structure and upon talking to the people Mr. Hernandez was told that they were starting a business . As per City Ordinance Mr. Hernandez had the electrical service terminated. Mr. Hernandez stated that when the proper permits are pulled temporary service can be restored. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days, or by July 7 , 1995 . Mr. Holz determined that the structure at 827 Hickory be repaired and made safe for its intended use, or demolished within 15 days, or by July 7, 1995 . Sixth Case - 1312 W Ionia Dudley Glover, owner, was present. Mr. Hernandez explained that the SEV of the structure is $8, 800, estimated cost of repairs is $10,650. The Hearing Officers reviewed pictures and correspondence regarding the structure . Mr. Hernandez stated that a building permit had been pulled. June 12 , 1995 . Mr. Glover stated that he was unaware when he purchased this property that it was up for demolition. Mr. Glover further stated that he had received no notification from this Office that this property was on the agenda. Mr. Glover is not listed as the taxpayer of record and therefore did not receive notification. Mr. Hernandez stated that Mr. Glover would also need to pull electrical, mechanical and plumbing permits . Mr. Glover .stated that he plans to repair the property. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days, or by July 7 , 1995 . Ms . Jones determined that the structure at 1312 W Ionia be repaired and made safe for its intended use, or demolished within 15 days , or by July 7 , 1995 . Seventh Case - 131 Isbell No owner was present. Mr. Hernandez explained that the SEV of the structure is $12 , 300, estimated cost of repairs is $12 ,500 . The Hearing Officer reviewed pictures and correspondence regarding the structure. Mr. Hernandez sated that a building permit was pulled on May 24, 1995 . Mr. Hernandez further stated that this property has changed hands ( 3) times in the last year and a half . Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days, or by July 7 , 1995 . Mr. Holz determined that the structure at 131 Isbell be repaired and made safe for its intended use, or demolished within 15 days , or by July 7 , 1995 . Eighth Case - 522 W Oakland No owner was present. Mr. Hernandez explained that the SEV of the structure is $9 , 600, estimated cost of repairs is $12 , 000 . The Hearing Officer reviewed pictures and correspondence regarding the structure. Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days, or by July 7 , 1995 . Ms . Jones determined that the structure at 522 W Oakland be repaired and made safe for its intended use, or demolished within 15 days, or by July 7 , 1995 . Tenth Case - 230 S Hosmer No owner was present. Mr. Hernandez explained that the SEV of the structure is $6, 300, estimated cost of repairs is $19,500 . The Hearing Officer reviewed pictures and correspondence regarding the structure . Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days , or by July 7, 1995 . Ms . Jones determined that the structure at 1312 W Ionia be repaired and made safe for its intended use, or demolished within 15 days, or by July 7 , 1995 . Eleventh Case - 6801 Richard Road This structure has been demolished by the owner and is therefore removed from the demolition list. Twelfth Case - 1209 W Ottawa No owner was present. Mr. Hernandez explained that the SEV of the structure is $ 2 , 037, estimated cost of repairs is $4 , 000 . The Hearing Officer reviewed pictures and correspondence regarding the structure . Mr. Hernandez stated that this is a garage only. Mr. Hernandez stated that this is a 2-car garage and due to the extent of the damage and the estimate to repair it is substantial enough to be brought before the Hearing Officers . Mr. Hernandez recommended that the Hearing Officer order that the structure be made safe for its intended use or demolished within 15 days , or by July 7, 1995 . Mr. Holz determined that the structure at 226 S Hosmer be repaired and made safe for its intended use, or demolished within 15 days, or by July 7 , 1995 .
