This Board schedules meeting was every 4th Thursday of the month in anticipation
of demolition's. The complete demolition scheduling process takes 3 months to
complete. Meeting are held as soon as possible after the 3 month processing period.

HEARING OFFICERS PRESENT: Gloria Jones and Peter Holz
STAFF PRESENT: Henry Hernandez and Krista Williams
First Case - 728 W. Lapeer
Moses Hobbs , owner, was present. Mr. Hernandez explained the demolition
process . He stated the SEV of the structure is $12 ,500 , estimated cost
of repairs is $14 ,500 . The Hearing Officers reviewed pictures and
correspondence.
Mr. Hobbs stated that he had been working on the house - replaced
carpeting, repaired walls and ceilings, removed back porch. Mr. Hobbs
stated that there were no major electrical repairs required. Mr. Hobbs
further stated that the only thing he lacks now is a furnace which he
has not been able to obtain due to financial problems .
Mr. Hernandez stated that he had been out to check the property and that
from the outside work is being done. Mr. Hernandez has been unable to
gain entrance into the structure . Mr. Hernandez stated that there have
been no permits pulled for this property and that looking at the repair
list permits were required. Mr. Hernandez emphasized to Mr. Hobbs the
necessity for permits when required and apprised him of the fact that
the structure could not be occupied until all repairs were completed and
the Building and Code Compliance Office had approved the repairs .
Mr. Hobbs stated that all work had been completed and Mr. Hernandez
could come and check the structure. Mr. Hernandez advised Mr. Hobbs
that he would be having a Code Compliance Officer to check the property.
Ms . Carol Wood, Ms . Ruth Hallman, and Ms . Antonia Miernik were also
present for this case . These persons are interested in the property
because they live in the neighborhood. They want to be sure that the
property will not be occupied before it is up to code and they also want
to be sure that the property was not going to be used as a rental
bringing "rough types" into the neighborhood.
Mr. Hernandez reiterated the fact that the property could not be
occupied until all repairs had been completed.
Mr. Hernandez recommended that the Hearing Officer order that the
structure be made safe for its intended use or demolished within 60
days, or by December 27 , 1994 .
Ms . Jones determined that the structure at 728 W. Lapeer be made safe
for its intended use, or demolished within 60 days, or by December 27 ,
1994 .

Second Case - 1428 Center
Bernadine J. Weck, owner, was present. Mr. Hernandez stated that the
SEV of the structure is $4, 000, estimated cost of repairs is $9 , 700 .
The Hearing Officers reviewed pictures and correspondence regarding the
structure.
Mr. Hernandez stated that this is the rear house only. There are two
structures on this property.
Ms . Weck stated that she had come to this meeting to let the Board know
that she intended to demolish the structure. Ms . Weck stated that she
had no interest in repairing this structure but that she has been unable
to obtain the financing to have it demolished. She is unable to split
the lot because the structure is on a small corner of the lot. She
wants the structure demolished in order to have a larger yard.
Mr. Hernandez stated that he thought, but was not sure, that the
Assessor' s Office had a payment plan available for people who had
special assessments put on their property taxes . Mr. Hernandez advised
Ms . Weck to call him on October 28, 1994, and he would check with the
Assessor ' s Office to see if this was indeed possible. Mr. Hernandez
also advised Ms . Weck that he was not guaranteeing that the Assessor' s
did indeed have a payment plan but that he thought it was possible and
would confirm this with that Office.
Mr. Hernandez recommended that the Hearing Officer order that the
structure be made safe for its intended use or demolished within 60
days, or by December 27 , 1994 .
Mr. Holz determined that the structure at 1428 Center be repaired and
made safe for its intended use, or demolished within 60 days, or by
December 27 , 1994 .
Third Case - 817 W. Lapeer
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $12 ,400, estimated cost of repairs is $45, 000 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Mr. Hernandez stated that he had been in contact with the owners of this
property, the Strudwicks, and that they had advised him that they want
the City to demolish the structure. Mr. Hernandez further stated that
this is a fire damaged structure.
Ms . Carol Wood, Ms . Ruth Hallman, and Ms . Antonia Miernik were present
for this case . These persons are interested in the property because
they live in the neighborhood. They want to be sure that the property
will be demolished and soon. They feel that this property is an eyesore
to the neighborhood.

Mr. Hernandez stated that since this is a fire damaged structure state
law allows for the demolition process to make safe or demolish within 15
days, which is his recommendation.
Ms . Jones determined that the structure at 817 W. Lapeer be repaired and
made safe for its intended use, or demolished within 15 days, or by
November 11, 1994 .
Fourth Case - 2400 Harding
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $12 , 100, estimated cost of repairs is $8, 000 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Council member Sandy Allen was present for this property. Ms . Allen was
there to represent the people of this neighborhood who would like this
property made safe or demolished as soon as possible. Ms . Allen further
stated that the owner was recently deceased.
Ms . Jones determined that the structure at 2400 Harding be repaired and
made safe for its intended use, or demolished within 60 days, or by
December 27 , 1994 .
Fifth Case - 13461 N. Walnut
Paul Vlahakis, owner, was present. Mr. Hernandez explained that the SEV
of the structure is $2 , 000, estimated cost of repairs is $8,250 . The
Hearing Officers reviewed pictures and correspondence regarding the
structure. Mr Hernandez further explained that this if for the rear
house only.
Mr. Vlahakis stated that he plans to repair this structure, repairs will
be started by the first week in November. Mr. Vlahakis stated that he
has already gotten prices from contractors and that they will be pulling
the permits .
Mr. Hernandez recommended that the demolition process be continued to
ensure that something was done to this structure.
Mr. Holz determined that the structure at 13461 N. Walnut be repaired
and made safe for its intended use, or demolished within 60 days , or by
December 27 , 1994 .
Sixth Case - 1003 Clear
No owner was present . Mr. Hernandez explained that the SEV of the
structure is $7 , 600, estimated cost of repairs is $68,550 . The Hearing
Officers reviewed pictures and correspondence regarding the structure .
Mr. Hernandez stated that this house had been gutted by the owner who
had intended to make repairs before being incarcerated.
Ms . Priscilla Holmes was present for this case . Ms . Holmes was present
on behalf of the neighborhood and stated that the house has been vacant

for 4 years and is in a flood plain area. The neighborhood is
encouraging the demolition because this property is an eyesore.
Ms . Jones determined that the structure at 1003 Clear be repaired and
made safe for its intended use, or demolished within 60 days, or by
December 27 , 1994 .
Seventh Case - 322 Bingham
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $12 , 800, estimated cost of repairs is $33,200 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Mr. Hernandez stated that the owner had applied for assistance through
the Community Development program but had been denied due to the
extensive amount required for repairs .
Mr. Holz determined that the structure at 322 Bingham be repaired and
made safe for its intended use, or demolished within 60 days, or by
December 27 , 1994 .
Eighth Case - 924 Center
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $11,500, estimated cost of repairs is $7 , 900 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Mr. Hernandez stated that he had spoken to Mr. Steadman who had no
intention of repairing this structure. Mr. Hernandez further stated
that this is a fire damaged structure, a building permit had been pulled
and cancelled and an electrical permit had been pulled but the work was
never completed.
Mr. Hernandez stated that since this is a fire damaged structure state
law allows for the demolition process to make safe or demolish within 15
days , which is his recommendation.
Mr. Holz determined that the structure at 924 Center be repaired and
made safe for its intended use, or demolished within 15 days, or by
November 11 , 1994 .
Ninth Case - 423 Chilson
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $6 , 700, estimated cost of repairs is $10,500 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Mr. Hernandez stated that this property is not only not up to code but
that it currently has a large willow tree lying on it. Mr. Hernandez
stated that the tree is so large you wouldn' t think there was a house
there. (The tree will be removed as part of the demolition. )
Ms . Jones determined that the structure at 423 Chilson be repaired and
made safe for its intended use, or demolished within 60 days, or by
December 27 , 1994 .

Tenth Case - 1239 Clark
No owner was present . Mr. Hernandez explained that the SEV of the
structure is $10, 200, estimated cost of repairs is $10, 500 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Mr. Hernandez stated that he understands that the property owners are
currently somewhere in England and are unable to be contacted.
Mr. Holz determined that the structure at 1239 Clark be repaired and
made safe for its intended use, or demolished within 60 days, or by
December 27, 1994 .
Eleventh Case - 2338 Rheamont
No owner was present . Mr. Hernandez explained that the SEV of the
structure is $7 , 300, estimated cost of repairs is $9 , 000 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Ms . Jones determined that the structure at 2338 Rheamont be repaired and
made safe for its intended use, or demolished within 60 days, or by
December 27, 1994 .
Twelfth Case - 720 E. Park Terrace
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $10,400, estimated cost of repairs is $13, 900 . The Hearing
Officers reviewed pictures and correspondence regarding the structure.
Mr. Hernandez stated that a building permit was pulled on September 12 ,
1994 , but has not been inspected or finaled. Mr. Hernandez would like
to proceed with the demolition process to ensure that this structure is
brought up to code.
Ms . Jones determined that the structure at 720 E . Park Terrace be
repaired and made safe for its intended use, or demolished within 60
days, or by December 27 , 1994 .

First Case - 316 W. Frederick
Edward Kienutske, owner, was present. Mr. Hernandez explained the
demolition process . He stated the SEV of the structure is $ 10, 100,
estimated cost of repairs is $12, 000 . The Hearing Officer (Peter Holz)
reviewed pictures and correspondence.
Mr. Hernandez stated that he had been out to check the property and that
the structure has been demolished but there is a large hole in the
ground where it had been. Mr. Hernandez stated that the hole needed to
be filled, it is a hazardous situation the way it is now.
Mr. Kienutske stated that he plans to build a new single story house on
the old site. He will be laying the foundation in the hole where the
old structure was . Mr. Hernandez asked when he planned to lay the new
foundation. Mr. Kienutske stated that due to finances and working
another job he didn 't think it would be anytime soon. Mr. Hernandez
stated that until he laid the foundation and started the new structure
something had to be done about the hole.
Mr. Hernandez recommended that the Hearing Officer order that the
foundation be made safe for its intended use or filled within 60 days ,
or by October 24 , 1994 .
Mr. Holz determined that the foundation at 316 W. Frederick be started
and made safe for its intended use, or filled within 60 days, or by
October 24 , 1994 .
Second Case - 116 W. Barnes
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $13, 400, estimated cost of repairs is $15,500 . The Hearing
Officer reviewed pictures and correspondence regarding the structure .
Members from S .C .N.O. (South Central Neighborhood Organization) were
present at the hearing to state their desires for this property to be
demolished as soon as possible. They feel that it is an eyesore to the
neighborhood and that it attracts "bad types" .
Mr. Hernandez stated that this had been a 5 unit apartment that is
currently vacant. This structure can only be used as a 1 unit, single
family dwelling in future per zoning. The structure has minor fire
damage.

Mr. Holz determined that the structure at 116 W. Barnes be repaired and
made safe for its intended use, or demolished within 60 days, or by
October 24 , 1994 .
Third Case - 911 W. Shiawassee
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $13, 600, estimated cost of repairs is $14 , 800 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr. Holz determined that the structure at 911 W. Shiawassee be repaired
and made safe for its intended use, or demolished within 60 days, or by
October 24 , 1994 .
Fourth Case - 2205 Beal
No owner was present. Mr. Hernandez stated that he would like to remove
this property from the demolition list. All permits have been issued
and work is progressing.
Fifth Case - 329 W. Berry
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $13,200, estimated cost of repairs is $14 ,500 . The Hearing
Officer reviewed pictures and correspondence regarding the structure .
Mr Hernandez further explained that there is minor fire damage to this
structure.
Mr. Holz determined that the structure at 329 W. Berry be repaired and
made safe for its intended use, or demolished within 60 days, or by
October 24 , 1994 .
Sixth Case - 621 W. Fairfield
No owner was present . Mr. Hernandez explained that the SEV of the
structure is $12 , 300, estimated cost of repairs is $13 , 900 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr. Holz determined that the structure at 621 W. Fairfield repaired and
made safe for its intended use, or demolished within 60 days, or by
October 24 , 1994 .
Seventh Case - 632 S . Foster
No owner was present . Mr. Hernandez explained that the SEV of the
structure is $13 , 700, estimated cost of repairs is $29 , 600 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr. Hernandez stated that the owner had pulled electrical, plumbing and
building permits . The electrical permit has been finaled. Mr.
Hernandez would like to continue the demolition process to insure that
the property owner completed all repairs .

made safe for its intended use, or demolished within 60 days, or by
October 24, 1994 .
Eighth Case - 1025 N. Pennsylvania
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $13,200, estimated cost of repairs is $15,500 . The Hearing
Officer reviewed pictures and correspondence regarding the structure .
Mr. Holz determined that the structure at 1025 N. Pennsylvania be
repaired and made safe for its intended use, or demolished within 60
days, or by October 24, 1994 .

First Case - "617 Bluff
Barbara Pfeifer, owner, was present along with her daughter Barbara
Vander Jagt and son, Richard Pfeifer. Mr. Hernandez explained the
demolition process . He stated the SEV of the structure is $9, 300,
estimated cost of repairs is $17 , 300 . The Hearing Officer (Gloria
Jones) reviewed pictures and correspondence.
Ms . Pfeifer stated that the house had been vacant since 1981 or 1982 .
She said she had been trying to get a loan to repair the house through
MSHDA' s Home Improvement Loan process (Planning Division) , for the past
4 years .
Ms . Jones asked what was the current status of her getting the loan.
Ms . Pfeifer stated that she was unsure whether she had qualified for the
loan. Ms . Pfeifer stated that she was unsure of who was supposed to go
to the bank to get the money, the Planning Department or herself.
Ms . Jones asked if Ms . Pfeifer had any recourse other than the hope for
the loan to be able to make the repairs to the structure. Ms . Vander
Jagt stated that her mother received Social Security and had no other
income . Richard Pfeifer then stated that he had been trying to repair
the structure. He said he knew how and was making repairs when the
basement wall fell in on him.
Ms . Jones determined that the structure at 617 Bluff be repaired and
made safe for its intended use, or demolished within 60 days, or by June
28, 1994 .
Second Case - 808 N. Cedar
Mr. Fredrick Sible was present to represent his brother who owns the
property. Mr. Hernandez explained that the SEV of the structure is
$14 , 900, estimated cost of repairs is $12 , 000 . The Hearing Officer
reviewed pictures and correspondence regarding the structure. Mr.
Hernandez further explained that the structure was built around 1860,
had been used as a multi-family dwelling and is in a termite infested
area.
Mr. Sible stated that he is trying to find some use for the building
other than demolishing it . Mr. Sible has been working with Mr. Morris
(who was also present) from City Visions to try to locate someone to
purchase the property and make repairs .
Mr. Morris stated that he believes the structure has historical value
and that it needs to be relocated and repaired rather than demolished.
Mr. Morris said they would like to have additional time to find a buyer
that was able to do the repairs .

Mr. Hernandez then recommended that the Hearing Officers order the
structure to be made safe or demolished in 60 days at which point it
would go before City Council . Mr. Hernandez felt that getting it to
City Council would possibly help Mr. Sible and Mr. Morris ' cause by
getting the public involved and possibly getting some help from the
public considering the historical significance.
Mr. Sible requested copies of all correspondence be sent to his home in
regards to this property. Fredrick Sible, 348 E. Dexter Trail, Mason,
MI 48854 .
Ms . Jones determined that the structure at 808 N. Cedar be repaired and
made safe for its intended use, or demolished within 60 days, or by June
28, 1994 .
Third Case - 222 Clifford
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $20, 700, estimated cost of repairs is $20, 195 . The Hearing
Officer reviewed pictures and correspondence regarding the, stru.cture.
Ms . Jones determined that the structure at 222 Clifford be repaired and
made safe for its intended use, or demolished within 60 days, or by June
28, 1994 . v
Fourth Case - 1334 Christopher
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $10, 200, estimated cost of repairs is $21,500 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr Hernandez further explained that this was a fire damaged structure.
Ms . Jones determined that the structure at 1334 Christopher be repaired
and made safe for its intended use, or demolished within 60 days, or by
June 28, 1994 .
Fifth Case - 1046 N. Cedar
No owner was present . Mr. Hernandez explained that the SEV of the
structure is $10, 000, estimated cost of repairs is $22 ,500 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr Hernandez further explained that the owner had come in today, April
28, 1994 , to get a demolition permit. Mr. Hernandez wanted to continue
with the demolition process in case the owner did not complete the
demolition.
Ms . Jones determined that the structure at 1046 N. Cedar be repaired and
made safe for its intended use, or demolished within 60 days , or by June
28, 1994 .
Sixth Case - 1100 N. High
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $11 , 100, estimated cost of repairs is $14 ,200 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.

No owner was present. Mr. Hernandez explained that the SEV of the
structure is $ 7 , 133, estimated cost of repairs is $12 ,500. The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr. Hernandez further explained that this was the rear property only.
Mr. Holz determined that the structure at 19191 S . Washington be
repaired and made safe for its intended use, or demolished within 60
days, or by June 28, 1994 .

Mr. Morris stated that he believes the structure has historical value
and that it needs to be relocated and repaired rather than demolished.
Mr. Morris said they would like to have additional time to find a buyer
that was able to do the repairs .

Mr. Hernandez then recommended that the Hearing Officers order the
structure to be made safe or demolished in 60 days at which point it
would go before City Council . Mr. Hernandez felt that getting it to
City Council would possibly help Mr. Sible and Mr. Morris ' cause by
getting the public involved and possibly getting some help from the
public considering the historical significance.
Mr. Sible requested copies of all correspondence be sent to his home in

No owner was present. Mr. Hernandez explained that the SEV of the
structure is $10, 200, estimated cost of repairs is $21, 500 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr Hernandez further explained that this was a fire damaged structure.

and made safe for its intended use, or demolished within 60 days, or by
June 28, 1994 .
Fifth Case - 1046 N. Cedar
No owner was present. Mr. Hernandez explained that the SEV of the
structure is $10, 000, estimated cost of repairs is $22, 500 . The Hearing
Officer reviewed pictures and correspondence regarding the structure.
Mr Hernandez further explained that the owner had come in today, April
28, 1994 , to get a demolition permit. Mr. Hernandez wanted to continue
with the demolition process in case the owner did not complete the
demolition.
