HEARING OFFICERS PRESENT: Donald Hartwick, Gloria Jones
STAFF PRESENT: Henry Hernandez, Michele Restainer
First Case — 524 W. Genesee
Ms. Caroline Watson, representing F.D.I.C. and Ingrid Jensen, Attorney for
F.D.I.C. were present. Mr. Hernandez explained that the assessed value of the
building is $10,058, estimated cost of repairs are $28,000. He further explained
that this structure had been damaged by fire.
Mrs. Jones asked what the intent was for the property. It was explained by both
Ms. Watson and Ms. Jensen that the property was purchased through a bank that
folded. The F.D.I.C. obtained this house through that process. The property had
been sold several times on land contracts and the original owner quit making
payments.
Mr. Hernandez explained that the structure has been vacant for over one year and
that it probably has lost its multi—family status which would then allow a single
family dwelling, or possibly a two—family dwelling.
The Hearing Officer reviewed pictures and correspondence regarding the structure.
There was more discussion on what were the plans for the structure. It was
stated by both Ms. Watson and Ms. Jensen that the property was in litigation and
at this time no work was planned.
It was determined by Mr. Hartwick that the property at 524 W. Genesee be made
safe for its intended use, or demolished by August 4, 1993.
Second Case — 526-528 W. Genesee
The F.D.I.C. also has interest in this property due to the fact that it is owned
by the same individual as 524 W. Genesee and financed through the same bank.
Mr. Hernandez advised the Hearing Officer's that the assessed value of the
property is $20,136, estimated cost of repairs is $32,400.
There was discussion on the fact that the property was vacated due to the fact
that there was lack of adequate heating, plumbing and electrical.
Again there was discussion regarding the litigation and that this property was
also involved. They have no plans on repairs.
It was determined by Mr. Hartwick that the property at 526-528 W. Genesee be made
safe for its intended use, or demolished by August 4, 1993.

Third Case - 1008 W. Ottawa
The owner, Shirley Roe, was present. Mr. Hernandez explained that the Assessor' s
Office showed no value for the structure, estimated cost of repairs is $25,000.
Ms. Jones asked what Ms. Roe' s intentions were for the structure.
Ms. Roe stated that she is attempting to have the property demolished. However,
she stated that with all the costs she may let it go for the taxes.
Mr. Hernandez stated that Ms. Roe had told him two years ago that she was
planning on demolishing the property.
The Hearing Officer reviewed pictures and correspondence regarding the structure.
It was determined by Ms. Jones that the property at 1008 W. Ottawa be made safe
for its intended use, or demolished by August 4, 1993.
Fourth Case - 425 N. Pennsylvania
Owner, Bill Jakovac, was present. Mr. Hernandez explained that the Assessor' s
Office showed no value for the structure, estimated cost of repairs is $28,800.
Mr. Hartwick ask what Mr. Jakovac's intentions were.
Mr. Jakovac explained that he has cleaned out the structure and removed drywall.
He further stated that he has an individual who wants to buy the home and repair
it. They are contemplating application through the Community Development Grant
Loans to obtain funds to make repairs.
Mr. Hartwick determined that the property at 425 N. Pennsylvania be made safe for
its intended use, or demolished by August 4, 1993.
Fifth Case - 528 N. Seymour
No owner was present. Mr. Hernandez explained that the assessed value of the
structure is $31,885, estimated cost of repairs is $41,900. He further explained
that this was a serious drug house and has been severely vandalized. The
structure is set-up for several sleeping rooms but the lack of proper parking and
the fact that the structure has been vacant has caused it to loose its status as
multi-family. The owner's actually live in Turkey and the son has been managing
the property, however, he has basically washed his hands of the structure.
The Hearing Officer reviewed pictures and correspondence regarding the structure.
Mr. Hartwick determined that the property at 528 N. Seymour be made safe for its
intended use, or demolished by August 4, 1993.
Sixth Case - 435 N. Butler
No owner was present. Mr. Hernandez explained that the assessed value of the
structure is $12,041, estimated cost of repairs is $17,500. Mr. Hernandez stated
that the owner's have been very uncooperative and have refused to make any
repairs.

the Hearing Officer reviewed pictures and correspondence regarding the structure.
Mrs. Jones determined that the structure at 435 N. Butler be made safe for its
intended use, or demolished by August 4, 1993.
Being no further business the meeting adjourned.

First Case — 1707 Turner
Yolanda Bellingar, owner, was present. Mr. Hernandez explained the demolition
process. He stated the SEV of the structure is $3,715, estimated cost of repairs
is $9,500. The Hearing Officer reviewed pictures and correspondence.
Mr. Hernandez stated that the Bellingar's had talked with Zoning regarding the
status of the structure and what would be required to make the structure a
warehouse.
Mrs. Bellingar stated that they had gotten the building back from Ralph Sibley
by quick claim deed. They have plans to turn the building into a mini—storage.
Mr. Hartwick asked if the property is zoned for storage.
Mrs. Bellingar stated that it is zoned for industrial, but that they had been
working with Donna Wynant, Zoning Division, on this status.
Mr. Hartwick determined that the structure at 1707 Turner be repaired and made
safe for its intended use, or demolished within 14 days, or by July 8, 1993.
Second Case — 1434 Pontiac
Two of the Owners, Mae E. Ward and Alma Miatch, were present. Mr. Hernandez
explained the demolition process. He stated the SEV of the structure is $7,871,
estimated cost of repairs is $12,000. The Hearing Officer reviewed pictures and
correspondence.
Mr. Hartwick ask if anything had been changed since the violation letter of
September 1, 1992?
Ms. Miatech stated that there were all new footings, the concrete wall has been
repaired and floor joists are in place.
Mr. Hernandez stated that no inspections had been made, and that the permit was
over six months old.
Ms. Miatech stated that the electrical work had been started.
Mr. Hartwick asked what permits had been issued.
Mr. Hernandez stated just the building permit, no electrical or plumbing.

Mr. Hartwick asked the time frame on repairs.
Mrs. Ward stated that they wanted it done right away. Ms. Miatech stated within
90 days, or by September 24th.
There was discussion regarding how much work must be completed in order for the
structure to be livable. Mr. Hernandez stated that the structure must be
complete.
Mr. Hartwick determined that the structure at 1434 Pontiac be repaired and made
safe for its intended use or demolished within 14 days, or by July 8, 1993.
Third Case — 1302 E. Kilborn
The Owners, William Schoenbachler and Peter Doty, were present. Mr. Hernandez
explained the demolition process. Mr. Hernandez further stated that the SEV of
the structure is $5,162, estimated cost of repairs is $10,000. The Hearing
Officer reviewed pictures and correspondence regarding the property.
Mr. Hartwick asked if there were any significant changes made to the structure
since the violation letter of February 17, 1992.
Mr. Doty stated that he had had the electrical, mechanical and plumbing systems
evaluated. He owns five other rentals and is will to work with the City to
comply.
Mr. Hernandez stated the structure has been vacant for over 12 years and that
zoning research must be done in order to keep two structures on one lot.
Mr. Doty addressed the fact that he was looking at splitting the parcel.
Mr. Doty has had a building inspector assess the foundation, and presented a
plan.
Mr. Hernandez asked what time frame Mr. Doty proposed to make the repairs.
Mr. Doty stated 60 days.
Mr. Hartwick determined that the structure at 1302 E. Kilborn be repaired and
made safe for its intended use or demolished within 14 days, or by July 8, 1993.
Fouth Case — 408 N. Butler
No owner was present. Mr. Hernandez explained that the SEV of structure is
$7,069, estimated cost of repairs is $10,000. The Hearing Officer reviewed
pictures and correspondence regarding the structure.
Mr. Hartwick determined that the structure at 408 N. Butler be repaired and made
safe for its intended use or demolished within 14 days, or by July 8, 1993.

Fifth Case — 24182 Forest
No owner was present. Mr. Hernandez explained that the SEV of the structure is
$2,500, estimated cost of repairs is $8,500. The Hearing Officer reviewed
pictures and correspondence regarding the structure.
Mr. Hartwick determined that the structure at 24182 Forest be repaired and made
safe for its intended use or demolished within 14 days, or by July 8, 1993.
