2217 N. High Street
No owner was present. This property was tabled at the July 23, 1992, meeting to
allow for research into a zoning issue. It was discovered that the garage meets
the qualifications for a warehouse, therefore no further action is necessary.
NEW BUSINESS:
First Case — 2217 Rheamont
Mr. R. Bill Shaw was present. Mr. Hernandez explained that the SEV of the
property is $7,100, estimated cost of repairs is $8;500. The Hearing Officer
reviewed correspondence and pictures regarding the structure.
Mr. Shaw explained that he and a J.W. Holloway had purchased the 1988 back taxes.
If they are able to obtain the property their intent is to rehab the structure.
Mr. Hartwick determined that the structure at 2217 Rheamont be made safe for its
intended use or demolished within 14 days, or by September 10, 1992.
Second Case — 1111 E. Oakland
The owner, James Pitts, was present along with R. Bill Shaw. Mr. Htzpan-dez
explained that the SEV of the property is $11 ,700, estimated cost of repa�irS''is
$14,800. The Hearing Officer reviewed pictures and correspondence regarding the
structure.
Mr. Pitts stated that he had a contractor take out a building permit. Mr. Pitts
stated that he is trying to sell the property and doesn't want to see--j-t torn
down. At this time he is working on the front porch. He stated that he=hadnot
pulled any other permits and that he had gotten into the wrong busineaa. Mr.
Shaw stated that he had purchased the taxes for 1987, 1988, and 1989. _
Mr. Hartwick determined that the structure at 1111 E. Oakland be made safe for
its intended use or demolished within 14 days, or by September 10, 1992.
Third Case. — 1121 Cleveland
No owner was present. Mr. Hernandez explained that the SEV of the property is

$12,500, estimated cost of repairs is $15,200. The Hearing Officer reviewed
pictures and correspondence regarding the structure.
Mr. Hartwick determined that the structure at 1121 Cleveland be made safe for its
intended use or demolished within 14 .days, or by September 10, 1992.
Fourth Case - 1005 Beech
Mr. Sam Usman was present, he stated he had a land contract from Amar Gupta,
Owner. Mr. Hernandez explained that the SEV of the property is $6,000, estimated
cost of repairs is $24,453. The Hearing Officer reviewed pictures and
correspondence of the structure.
Mr. Usman stated that he has been out of the country and has pulled a building
permit, however, no other permits have been pulled yet. The permit was pulled
as a "homeowner", not a licensed contractor. Mr. Usman stated it would take him
30 to 60 days to repair the structure. Mr. Usman further stated that he was
aware that the structure has plumbing problems.
Mr. Hartwick determined that the structure at 1005 Beech Street be made safe for
its intended use within 14 days, or by September 10, 1992.
Fifth Case - 1219 W. Kalamazoo
No owner was present. Mr. Hernandez explained that the SEV of the property is
$12,500, estimated cost of repairs is $32,500. The Hearing Officer reviewed
pictures and correspondence of the structure.
Mr. Hartwick determined that the structure at 1219 W. Kalamazoo be made safe for
its intended use or demolished within 14 days, or by September 10, 1992.
Sixth Case - 218 Smith
The owner, Kenneth Dewey, was present. Mr. Hernandez explained that the SEV of
the property is 18,900, estimated cost of repairs is $21,500. The Hearing
Officer reviewed correspondence and pictures of the structure. Mr. Hernandez
further explained that this property had started through the demolition process
previously, but the City Attorney' s Office asked that it be started over. This
is a fire damaged structure, with the fire occurring on March 25, 1991, to date
no repairs have been made.
Mr. Dewey stated that he is trying to obtain financing to repair the structure
since he was under-insured.
Mr. Hartwick determined that the structure at 218 Smith be made safe for its
intended use or demolished within 14 days, or by September 10, 1992.

First Case - 2217 N. High M
The owner, Frank Basel, was present. Mr. Hernandez stated that the SEV of t"
garage is $0, estimated cost of repairs is $3,500.
Mr. Basel stated that he cuts the grass and keeps the area clean. He also stated
that the building was no longer a garage, but a storage building in which he
stores wood molding; he also has the property for sale. The Hearing Officers
reviewed pictures and correspondence.
There was a question raised as to the zoning for the area, therefore, it was
agreed to table this. matter for 30 days.
Second Case - 1100 W. Iona
The owner, Fred Johnson, was present. Mr. Hernandez stated that the SEV of the
structure is $10,600, the estimated cost of repair is $12,700.
Mr. Johnson spoke stating that this property is a multiple dwelling and he is in
the process of applying for rezoning for office use, however, parking is a
problem. A building permit has been issued to remodel the upstairs, or one unit.
Mr. Johnson stated that he is trying to obtain monies through the Development
Division to rehab the structure. The rezoning application is pending. Mr.
Johnson also provided a drawing of the new proposed building. He further stated
that there has been a major drug problem in the past and that the building is
boarded and secure. Mr. Johnson is trying to purchase the property directly
behind the structure for parking.
The Hearing Officers reviewed pictures and correspondence. Mr. Hartwick
determined that the structure at 1100 W. Ionia be made safe for its intended use
or demolished within 14 days, or by August 6, 1992.
Third Case - 916 W. Lapeer
No owner was present. Mr. Hernandez stated that the SEV of the structure is
$10,800, estimated cost of repairs is $20,500. Mr. Hernandez explained that on
March 19, 1992, the property was deemed unsafe by the Code Compliance Officer
after a safety inspection was done on this open and vacant structure.

The Hearing Officers reviewed pictures and correspondence on the property. It
was determined by Mrs. Jones that the property at 916 W. Lapeer be made safe for
its intended use or demolished within 14 days, or by August 6, 1992.
Fourth Case — 917 Hickory
No owner was present. Mr. Hernandez stated that the SEV of the structure is
$5,400, estimated cost of repairs is $9,500. Mr. Hernandez explained that the
Code Compliance Officer deemed the structure unsafe after completing a safety
inspection on October 15, 1991 .
The Hearing Officers reviewed pictures and correspondence on the property. It
was determined by Mr. Hartwick that the property at 971 Hickory be made safe for
its intended use or demolished within 14 days, or by August 6, 1992.

structure is being sold.

Second Case - 1030 E. Kalamazoo
Interested parties present were Chris Walden, Gene Crouse, Theresa Crouse, and
Attorney Grace Reid. Mr. Hernandez explained that the SEV of the property is
$9,800, estimated cost of repairs is $10,000. The Hearing Officer' s reviewed
correspondence and pictures on the file. There was discussion regarding the
property.
Mr. Walden explained that he had run out of money to repair the structure. Mr.
Crouse stated that he will be trying to get the property back through the court
system.

its intended use or demolished within 14 days, or by July 9, 1992.

No Owner was present. However, Mr. Harry Covell was present to represent his
brother Don who rents the property. Mr. Hernandez explained that the SEV of the
property is $20,000, estimated cost of repairs is $20,500. The Hearing Officer' s

Mr. Salmons showed the letter and photographs from the required inspection. The
SEV of the structure is $7,109, estimated cost of repairs is $15,000.
Mr. Hartwick ordered the property to be made safe for its intended use or
demolished within 14 days, or by June 12, 1992.
NEW BUSINESS
First Case — 539 Paris
Mr. Salmons made a brief presentation on the structure and stated that the SEV
is $13,121 , estimated cost of repairs are a conservative $16,500. Jim Balley and
several other neighbors spoke emphatically for having the structure razed.
Ms . Rosie Sailor indicated that she was working with the various trade unions,
and others, to repair the distressed structure for Habitation of Homeless
Families. She indicated the electrical had been completely redone, and that they
would be doing the same for each trade. She also indicated that Mr. Usman would
be required to rent this dwelling.
The neighbors stated their opposition to this and further went on to state that
the structure was imminently dangerous. Mr. Salmons stated he would ask Bob
Graham, Building Inspector, to assess the foundation and rear wall.
Mr. Hartwick reviewed pictures and correspondence regarding the structure. After
this review Mr. Hartwick ordered the structure to be made safe for its intended
use or demolished within 14 days, or by June 12, 1992.
Second Case — 131 Island
Mr. Salmons Gave a brief history of the structure and stated that the SEV is
$10,000, estimated cost of repairs is a conservative $11,500. Several neighbors
voiced concern over the structure and believed it should be razed. Mr. Hartwick
reviewed pictures and correspondence on the structure.

Third Case - 2908 Midwood
The owner, Mr. Covell, was present. Mr. Salmons gave a history on the property
and stated that the SEV of the structure is $7,685, estimated cost of repairs is
$29,500. Mr. Covell spoke on the matter. Mr. Hartwick reviewed pictures and
correspondence regarding the structure.
Mr. Hartwick ordered the property to be made safe for its intended use or
demolished within 14 days, or by June 12, 1992.
Forth Case - 706 Isbell
Mr. Salmons gave a brief history on the property and stated that the SEV of the
structure is $7,098, estimated cost of repairs is $11,500. Mr. Hartwick reviewed
correspondence and pictures of the structure.
Mr. Hartwick ordered the property to be made safe for its intended use or
demolished within 14 days, or by June 12, 1992.
Fifth Case - 801 W. Saginaw
Mr. Salmons gave a brief history on the property and stated that the SEV of the
structure is $7,042, estimated cost of repairs is $14,000. Mr. Hartwick reviewed
correspondence and pictures of the property.

Mr. Salmons stated that the interior inspection was completed and showed a copy
of the letter and photographs from the inspection. He indicated that there was
a substantial amount of work that neded to be accomplished. The $17,000 estimate
for cost of repairs was conservative. The SEV of the structure is $10,400.
Ms. Jones determined that the structure at 108-110 S. ML.K. Blvd./Logan Street
be made safe for its intended use or demolished within 14 days, or by May 7,
1992.
925-27 W. Washtenaw
Mr. Salmons stated that an interior inspection was done on this property as well.
This was a similar situation as 108-110 S. M.L.K. Blvd./Logan Street. There is
an abundance of violations, with an estimate for repairs of $17,500, SEV $13,421 .
Ms. Jones determined that the structure at 925-927 W. Washtenaw be made safe for
its intended use or demolished within 14 days, or by May 7, 1992.
919 W. Washtenaw
The interior inspection was also done on this structure. The estimated cost of
repairs is in excess of $20,000 dollars; the SEV is 10,851. Mr. Watts came in
to the meeting at this time. Mr. Salmons advised Mr. Watts to speak on all three
houses.
Ms. Jones determined that the structure at 919 W. Washtenaw be made safe for its
intended use or demolished within 14 days, or by May 7, 1992.
2420 S. Pennsylvania
Trades staff from the Building Safety Division inspected the interior of this
structure. The intended use of the building is commercial. Mr. Salmons handed
out a copy of the inspection letter. The SEV of the structure is $2,306,
estimated cost of repairs is $16,000.

NEW BUSINESS:
First Case — 3025 Stabler
The owners were not present, however, their daughter Sarah Hernandez was. Mr.
Salmons gave a brief history on the property and discussed the list of repairs.
The SEV of the structure is $6,914, estimated cost of repairs is $8,000.
Ms . Sarah Hernandez stated that she was part owner and would like to repair the
structure.
NIs. Jones asked if she had started to obtain permits, bids, etc. Ms. Hernandez
stated she was getting some bids, but had no permits. Ms. Jones asked when this
issue began. Ms. Hernandez stated sometime last August. Ms. Jones reviewed
pictures and correspondence regarding the structure.
Ms. Jones determined that the structure at 3025 Stabler be made safe for its
intended use or demolished within 14 days, or by May 7, 1992.
Second Case — 211 E. North and Third Case 215 E. North
Nathan Giles, new owner, arrived late. Mr. Salmons gave a brief history on the
fire damaged structure at 211 E. North Street. The SEV of the structure is
$7,301, estimated cost of repairs is $15,500. Mr. Giles stated he was working
at repairing the structure.
A neighbor spoke to the long history of the substandard conditions of this and
215 E. North Street. He was concerned that if these structures were allowed to
be repaired that they would continue to be a blighting influence to the
neighborhood that is struggling to up—grade itself.
Ms . Jones asked if Mr. Giles was also present for 215 E. North. Mr. Giles said
yes . Mr. Salmons stated that the SEV of the structure was $9,268, estimated cost
of repairs is a conservative $12,200. Ms. Jones reviewed pictures and
correspondence regarding these structure.
Ms. Jones determined that the structures at 211 E. North and 215 E. North Street
be made safe for their intended use or demolished within 14 days, or by May 7,
1992.
Fourth Case — 104 S. M.L.K. Blvd./Logan Street
Mr. Watts spoke on this property. Mr. Salmons gave a brief history of the
structure and stated that the SEV is $7,109, estimated cost of repairs is
$10,500.
Ms. Jones asked if the City had been inside this structure recently. Mr. Salmons
stated that he saw no indication in the file that we had. Ms . Jones stated that
she would like to handle this one in the same manner as the three tabled ones
from the March meeting owned by Mr. Watts. Mr. Watts will be given until May 7,
1992, to have the property inspected in order to table this item until May 28,
1.992, or the matter will continue through the normal demolition process of "Make

Fifth Case — 218 Smith
Mr. Ken Dewey was present. Mr. Salmons gave a brief history on this fire damaged
structure. Mr. Dewey and his attorney, Thomas Rasmusson, .were present and
discussed the issue. Mr. Rasmusson requested the issue be tabled for 30 days to
allow for the insurance and financing issues to be resolved.
Ms. Jones reviewed pictures and correspondence regarding this structure and

Mr. Salmons stated that the interior inspection was completed and showed ar`cop
of the letter and photographs from the inspection. He indicated that therI as
a substantial amount of work that neded to be accomplished. The $17,000 estimate
for cost of repairs was conservative. The SEV of the structure is $10,400.
Ms. Jones determined that the structure at 108-110 S. ML.K. Blvd./Logan Street
be made safe for its intended use or demolished within 14 days, or by May 7,

Mr. Salmons stated that an interior inspection was done on this property as well.
This was a similar situation as 108-110 S. M.L.K. Blvd./Logan Street. There is
an abundance of violations, with an estimate for repairs of $17,500, SEV $13,421.
Ms . Jones determined that the structure at 925-927 W. Washtenaw be made safe for
its intended use or demolished within 14 days, or by May 7, 1992.

The interior inspection was also done on this structure. The estimated cost of
repairs is in excess of $20,000 dollars; the SEV is 10,851 . Mr. Watts came in
to the meeting at this time. Mr. Salmons advised Mr. Watts to speak on all three
houses.
Ms . Jones determined that the structure at 919 W. Washtenaw be made safe for its
intended use or demolished within 14 days, or by May 7, 1992.
2420 S . Pennsylvania
Trades staff from the Building Safety Division inspected the interior of this
structure. The intended use of the building is commercial. Mr. Salmons handed
out a copy of the inspection letter. The SEV of the structure is $2,306,
estimated cost of repairs is $16,000.

First Case - 3025 Stabler
The owners were not present, however, their daughter Sarah Hernandez was. Mr.
Salmons gave a brief history on the property and discussed the list of repairs.
The SEV of the structure is $6,914, estimated cost of repairs is $8,000.
Ms. Sarah Hernandez stated that she was part owner and would like to repair the
structure.
Ms. Jones asked if she had started to obtain permits, bids, etc. Ms. Hernandez
stated she was getting some bids, but had no permits. Ms. Jones asked when this
issue began. Ms. Hernandez stated sometime last August. Ms. Jones reviewed
pictures and correspondence regarding the structure.
Ms . Jones determined that the structure at 3025 Stabler be made safe for its
intended use or demolished within 14 days, or by May 7, 1992.
Second Case - 211 E. North and Third Case 215 E. North
Nathan Giles, new owner, arrived late. Mr. Salmons gave a brief history on the
fire damaged structure at 211 E. North Street. The SEV of the structure is
$7,301, estimated cost of repairs is $15,500. Mr. Giles stated he was working
at repairing the structure.
A neighbor spoke to the long history of the substandard conditions of this and
215 E. North Street. He was concerned that if these structures were allowed to
be repaired that they would continue to be a blighting influence to the
neighborhood that is struggling to up-grade itself.
Ms. Jones asked if Mr. Giles was also present for 215 E. North. Mr. Giles said
yes. Mr. Salmons stated that the SEV of the structure was $9,268, estimated cost
of repairs is a conservative $12,200. Ms. Jones reviewed pictures and
correspondence regarding these structure.
Ms. Jones determined that the structures at 211 E. North and 215 E. North Street
be made safe for their intended use or demolished within 14 days, or by May 7,
1992.
Fourth Case - 104 S. M.L.K. Blvd./Logan Street
Pair. Watts spoke on this property. Mr. Salmons gave a brief history of the
structure and stated that the SEV is $7,109, estimated cost of repairs is
$10,500.
Ms. Jones asked if the City had been inside this structure recently. ' Mr. Salmons
stated that he saw no indication in the file that we had. Ms. Jones stated that
she would like to handle this one in the same manner as the three tabled ones
from the March meeting owned by Mr. Watts. Mr. Watts will be given until May 7,
1992, to have the property inspected in order to table this item until May 28,

Fifth Case — 218 Smith
Mr.. Ken Dewey was present. Mr. Salmons gave a brief history on this fire damaged
structure. Mr. Dewey and his attorney, Thomas Rasmusson, were present and
discussed the issue. Mr. Rasmusson requested the issue be tabled for 30 days to
allow for the insurance and financing issues to be resolved.
Ms . Jones reviewed pictures and correspondence regarding this structure and
stated that she was unwilling to table the matter, but would be willing to order
