HEARING OFFICERS PRESENT: Gloria Jones, J. Paul Thompson, and Donald Hartwick

OLD BUSINESS: None
NEW BUSINESS:
First Case - 811 Bement
The Owner, Sam Usman and the Contractor Holder Robert Templeton were present.
Mr. Salmons explained that the assessed value of the structure is $5,430,
estimated cost of repairs is $8,100. Mr. Usman explained that Ms. .Hatfield
was renting with option to buy, however, she did not pay her rent and he had
to evict her. Mr. Usman stated that after she had moved out the structure was
a mess. He had a new party that was interested in it, but were not able to
secure a loan to make the necessary repairs. The house has been vacant since
September 1990.
The Hearing Officer's viewed pictures of the structure and correspondence that
was sent to the owner. Mr. Thompson asked what had happened to the furnace
pipes? Mr. Usman did not know. Mr. Usman did state that he had cleaned the
structure and put down some floor boards and painted. He stated that the only
permit he had obtained at this time was building permit, but that no inspections
have been made. Mr. Thompson asked what plans Mr. Usman had regarding the
Plumbing, heating and electrical . Mr. Usman had no plans at this time.
Mr. Usman was advised that he must have registered contractors perform the
plumbing, heating and electrical repairs. Mr. Thompson also explained that
Mr. Usman must show good faith in making repairs in order for the demolition
procedure to be stopped. Mr. Usman stated he would do his best to make the
repairs.
Mr. Templeton stated that the house is a nice little bungalow and agreed that
it had been abused, but could be repaired. He also stated that he had faith
in Mr. Usman that the repairs would be made.
Mr. Thompson determined that the structure at 811 Bement be made safe for
occupancy or demolished with 14 days , or by December 13, 1990.
Second Case - 4638 Bristol
The n w Lvher, Steve Chieppo, was present. Mr. Salmons explained that the
assese klue of the structure is $5,827, estimated cost of repairs is $10,200.

footings. He had just purchased the structure on October 9, 1990, from Frank
Basel . He stated he would be working on the structure to complete repairs.
Mr. Thompson suggested that the property be tabled for 60 days to allow this
new owner a reasonable time frame.
Third Case - 224 Bingham
No Owner was present. Mr. Salmons stated that the assessed value of the
structure is $12,371 , estimated cost of repairs is $17,000. The Hearing
Officer's were provided with pictures of the structure and correspondence sent
to the owners of record. Mr. Salmons explained that there is a group trying
to obtain funds through Community Development to repair the structure. Mr.
Hartwick asked how long the structure has been vacant. Mr. Salmons stated at
least two years.
Mr. Hartwick determined that the structure at 224 Bingham be made safe for
occupancy within 14 days , or by December 13, 1990.
Fourth Case - 715 S. Francis
No Owner was present, however, a Mr. Clausen had stopped by the office the
morning of November 29, 1990, and dropped off a letter stating he was the
owner and what his plans were for the structure. Mr. Salmons explained the
assessed value of the structure is $6,811 , estimated cost of repairs is $9,600.
Mr. Salmons further explained that the structure was before the Hearing Officers
last year and was held because of D.N.R. involvement. The new owners, to
date, have not made any repairs. Mr. Salmons explained that the owners may
have problems obtaining a building permit due to the fact that this structure
is deep in the flood plain.
Mrs. Jones determined that the structure at 715 S. Francis be made safe for
occupancy or demolished within 14 days , or by December 13, 1990.
Fifth Case - 215 S. Eight
No Owner was present. Mr. Salmons stated that the assessed value of the
structure is $10,638, estimated cost of repairs is $15,750. Mr. Salmons
explained that the owner was attempting to make repairs , however, he was not
doing an adequate job. The owner has permits, but hasn't done anything right.
Mr. Salmons also advised the Hearing Officers that this is a non-conforming
three unit and would have to revert back to a two unit should the owner spend
more than $8,000 in repairs. Mr. Salmons had reason to believe that should
that happen, the present owner would walk away from the structure. The
Hearing Officers reviewed recent pictures and correspondence.
Mrs. Jones determined that the structure at 215 S. Eight be made safe for
occupancy or demolished within 14 days, or by December 13, 1990.

No Owner was present. Mr. Salmons explained the that the assessed
value of the structure is $4,775, estimated cost of repairs is $7,500.
Mr. Salmons stated that this structure was in the original plan for
the Logan/M.L.K. Blvd. expansion, but was deleted when the plan was
revised. The structure has been vacant for a considerable time, and
had a fire on July 27, 1990. The Hearing Officers reviewed pictures
and correspondence sent to the owner.
Mrs. Jones determined that the structure at 414 N. Logan be made safe
for occupancy or demolished within 14 days, or by November 8, 1990.
Second Case - 124 Bell
No Owner was present. Mr. Salmons explained that the assessed value
of the structure is $9,500, estimated cost of repairs is $14,500.
Mr. Salmons explained that the structure was inspected on June 29,
1989, and was vacated because it was determined to be substandard and
dangerous to habitants. No repairs were made to the structure. The
Hearing Officers reviewed pictures and correspondence sent to the
owner.
Mr. Hartwick determined that the structure at 124 Bell be made safe
for occupancy or demolished within 14 days, or by November 8, 1990.

First Case - 428 E. Howe
The Owners, Mr. & Mrs. Mocherman, were present. Their Attorney, Mr.
Crenshaw arrived later. Mr. & Mrs. Mocherman explained that the
Department of Social Services would not allow them any monies for
repair to their home. However, they had started working with Develop-
ment on obtaining funds to repair the structure. They were trying to
obtain a clear title to their property that had never been registered.
Mr. Crenshaw stated he would help them with this.
Mr. Thompson stated that he would make the determination of the property
at 428 E. Howe be made safe for occupancy or demolished with 14 days,
or by October 12, 1990. However, he advised the owners that they
should continue to work with the City to obtain funds, and advise Mr.
Salmons of their progress.
Second Case - 741 Comfort
No Owner was present. Mr. Salmons was not aware of any further
progress on the structure.
Mrs. Jones determined that the structure at 741 Comfort be made safe
for occupancy or demolished with 14 days, or by October 12, 1990.

son, Bert Lardie, was present to represent his parents. Mr. Salmonp
explained that the assessed value of the structure is $7,970, estimateFL,

not have a copy of the contract, therefore, notice of the meeting was
not sent to the new owner. Mr. Salmons stated that he would contact
the new owner for a copy of the sales agreement. The Hearing Officer's
reviewed pictures of the structure and previous correspondence sent
to the owners.
Mr. Thompson determined that the structure at 118 Everettdale be made
safe for occupancy within 14 days or demolished, or by October 12,
1990.
Second Case - 317 N. Pennsylvania
Mr. Scott Rokely representing Capitol Federal Savings Bank, the owner
through foreclosure, was present. Mr. Salmons explained that the
assessed value of the property is $16,058, estimated cost of repairs
is $35,000. Mr. Rokely stated that they had foreclosed on the property,
and redemption rights expired on September 10, 1990. It was then
sold to Federal Home Loan Mortgage Co. (FHLMC) who has requested an
estimate. Capitol Federal is waiting for this government agency to
respond as to what they want to do with the structure whether it be
sell , repair, or demolish. The Hearing Officer's reviewed pictures
of the structure and correspondence sent to the previous owners.
Mrs. Jones determined that the structure at 317 N. Pennsylvania be

12, 1990.
Third Case - 1110 E. Grand River
The Land Contract Owner, Bob Hazard, was present. Mr. Salmons explained
that the assessed value of the structure is $7,106, estimated cost of
repairs is $9,000. Mr. Hazard stated that he had made substantial
repairs to the structure and has approximately two to three weeks of
work left to complete it. All permits have been pulled, the plumbing
has been repaired and inspected. He has removed the unsafe chimney,
and will be replacing the eave boards. Mr. Hazard expressed concern
that Mr. Carrick, Code Compliance Officer, was being excessively harsh
and asked that he be given consideration since he was showing good
progress.
Mr. Salmons stated that he had walked through the structure and that
Mr. Hazard has made good progress. Mr. Salmons stated that he was
removing this property from demolition consideration. The Hearing
Officer's concurred.
Fourth Case - 1205-07 W. Ionia
No Owner was present. Mr. Salmons explained that the assessed value
of the structure is $7,279, estimated cost of repairs is $15,500.

Mr. Salmons stated that Frank Basel was in the process of getting the
property back from Rick Phillips who is in hiding from arrest warrants.
The Hearing Officers reviewed pictures and correspondence on the struc-
ture.
Mr. Thompson determined that the structure at 1205-07 W. Ionia be
made safe for occupancy or demolished within 14 days, or by October
12, 1990.
Fifth Case - 915 W. Kalamazoo
No Owner was present. Mr. Salmons explained that the assessed value
of the structure is $10,700, estimated cost of repair is $20,000.
Mr. Salmons stated that this is a fire damaged structure and that no
repairs have been made. The Hearing Officer's reviewed pictures and
correspondence.
Mrs. Jones determined that the structure at 915 W. Kalamazoo be made
safe for occupancy or demolished within 14 days , or by October 12,
1990.

741 Comfort Street:
Mr. Jeffrey Johnson was present. Mr. Hernandez explained that '
owner is working on the structure and has made progress. Mr. Johnson
stated he would continue to work on the structure to complete it.
Mr. Thompson determined that the structure at 741 Comfort Street be
tabled for another 30 days.
NEW BUSINESS:
First Case - 4917 Starr
The Owner was not present, however, two neighbors were. Mr. Hernandez
explained that the assessed value of the structure is $11,242, estimated
cost of repairs is $14,000. The neighbors, Pat Sisco and Tammy
Stannard, spoke in support of the demolition of the structure and
presented a petition signed by 26 neighbors on Starr Avenue. Ms.
Sisco explained that they have a rodent problem due to the condition
of the structure, and the fact that it is vacant and unsafe. Mr.
Thompson reviewed correspondence and pictures of the structure.
Mr. Thompson determined that the structure at 4917 Starr be made safe
for habitation or demolished within 14 days, or by September 6, 1990.
Second Case - 428 E. Howe
The Owners, Mr. & Mrs. Mocherman and their Attorney, Louis Crenshaw,
were present. Mr. Hernandez explained that the assessed value of the
structure is $4,292, estimated cost of repairs is $10,000. Mr.
Mocherman explained that he had cleaned the yard, getting rid of all
the debris. Mr. Crenshaw explained that Mr. & Mrs. Mocherman are
trying to work with the Department of Social Services to. obtain funds
to make . the necessary repairs. He further explained that the
Mocherman 's were not financially able to make the repairs on their
own. Mrs. Mocherman stated that they had installed a new water

heater and a new roof. However, Mr. Thompson noted in the pictures
of the structure that the roof is sagging. Mr. Thompson asked about
the progress with the Department of Social Services. Mrs. Mocherman
stated that they are waiting for a hearing to be scheduled, and that
she has never dealt with D.S.S. in these terms so she doesn't know
their time frame. Mr. Crenshaw asked that the structure be tabled to
allow the Mocherman's time to see 'if D.S.S. will help them

Third Case - 226 S. Hosmer (Garage Only)
The Owner, Ms. Shook, was present. Mr. Hernandez explained that the
garage had no assessed value, estimated cost of repairs is $2,000.

Fourth Case - 2113 Marcus
The Owner, Mr. Buchner, was present. Mr. Hernandez explained that
the assessed value of the structure is 5,142, estimated cost of repair
is $10,000. Mr. Hernandez also explained that this was a fire damaged
structure with the fire occurring on September 25, 1989. Mr. Buchner
stated that the insurance company still has not settled on the fire,
and he would not be doing anything with the structure until he had a
determination from the insurance company. Mr. Thompson reviewed
pictures and correspondence.

some repairs , however, the repairs are not enough to stop the demolition
process. The Hearing Officers reviewed pictures and documentation
sent to the owner.

Third Case - 4301 Christiansen
No Owner was present. Mr. Salmons explained that the assessed value

discussion concerning whether the owner had contacted the Building
Safety Division as to their plans for the structure. Mr. Salmons
explained that he had not heard from the owners , even after they

Mr. Salmons explained that the structure had been substantially damaged
by fire, but that the owner had a Building Permit and was making
repairs. Mr. Salmons requested that the Hearing Officers table this
structure for 30 days after which a progress report would be given.
Mrs. Jones determined that the structure at 741 Comfort would be
tabled for 30 days. A progress report is to be given at the August
1990 meeting.
Fifth Case - 920 N. Chestnut
No Owner was present. Mr. Salmons explained that the assessed value
of the structure is $11 ,330, estimated cost of repairs is $32,000.
It was explained to the Hearing Officers that this was an owner
occupied house that had been raided for drugs. The house has been
poorly maintained to include inside and out. The Hearing Officers
reviewed the pictures and correspondence.

Mr. Salmons explained that the assessed value of the structure is
$6,390, estimated cost of repairs is $25,000. It was also explained
to the Hearing Officers that there is substantial roof problems and
the basement walls are bowing. The Hearing Officers were provided
with pictures to view, and discussion took place on other problems
with the structure.
Mr. William Johnstone explained that he was going through bankruptcy
and as soon as it was closed he would be deeding the property to his
brother, Leeland, who is planning to refurbish the structure. Mr.
Leeland Johnstone stated he would be fixing the house as soon as he
had a clear title.
Mr. Thompson asked about the bowed basement walls. Mr. Salmons
explained that bowed walls typically indicates that the footings are
gone. Mrs. Jones asked if Mr. Leeland Johnstone was reasonably sure
as to whether he would be able to obtain a loan. Mr. Johnstone
stated he would. He further stated that he had kept the yard mowed
and cleaned the past year, and, at the request of the Building Safety
Division, had removed a dilapidated shed.
Mr. Thompson determined that the structure at 511 Hylewood be made
safe for occupancy or demolished within 14 days, or by May 10, 1990.
Second Case - 1241 Clark
No Owner was present. Mr. Salmons explained that the assessed value
of the structure is $6,600, estimated cost of repairs is $12,000.

On March 30, 1989, a certification inspection of the - structure located at
the above referenced address was made. This inspection revealed certain

3. Check the foundation plate on rear addition on south
and east sides , wood showed signs of deterioration on
plate and studs, remove all deteriorated wood and replace
with new wood.
4. Floor joists on south addition has about four to six
inch clearance from earth, check all floor joists for
dry not and other damage, excavate earth to eighteen
inches from joists and replace any deteriorated joists .
5. Storm window on south end is not a proper exterior window,
install a proper easement window.

Mr. Lewis presented extensive pictures of the inside and outside of
the structure. He explained that he was trying to close and would be
rehabing the building. Mr. Salmons informed the Hearing Officers
that Mr. Mitchell was one of three people whom he had talked with
that day that stated they were trying to buy the structure.
Mrs. Jones determined that the structure at 1507 Sheldon be made safe
for occupancy or demolished within 14 days, or by June 7, 1990.
Third Case - 713 Randall
The Owner, Gary Gibbs, was present. Mr. Salmons explained that the
assessed value of the structure is $2,500, estimated cost of repairs
is $17,000. Mr. Gibbs stated that he was starting the paper work to
obtain funds for rehab through the City of Lansing, Development
Division. Mr. Thompson asked what timetable Mr. Gibbs planned to
follow. Mr. Gibbs stated that he was making application and understood

that it took approximately 45 days to go through Development's program.
Mr. Salmons stated that Mr. Gibbs would probably be eligible for
Development funds. However, the cost of repair would probably be
much higher than Building Safety's estimate. Mr. Gibbs stated he had
removed trash and cut several limbs off of trees and brush in the
yard. He had also removed the make-shift back section to the house.
Mr. Thompson expressed concern about the structure setting with no
action. Mr. Gibbs explained that he will be keeping the yard cleaned
and the structure secure.
Mr. Thomspon determined that the structure at 713 Randall be made
safe for occupancy or demolished within 14 days, or by June 7, 1990.
Fourth Case - 3208 Creston
The actual Owner was not present, however, Marie Burnett, prospective
buyer, was present. Mr. Salmons explained that the assessed value of

Burnett stated that she was hoping to close within one to two weeks.
She has an agreement to buy with the owner and they were waiting for

Mr. Salmons explained that he had spoken with Jon Wadsworth, Building
Inspector, and Mr. Wigg had made some interior repairs. He needed to
replace the whole roof system and complete repairs.

Permit that day and was planning to start work next week. He submitted
a written time frame of 60-90 days for having the structure completed.

Donald Harding, new Owner, was present. Mr. Salmons explained that
there had been a fire in the dwelling in June of 1989 , and that the
assessed value of the structure is $5,395, estimated cost of repairs
is $10,000+. Mr. Harding explained that he has purchased the property
to renovate for his own use. Mr. Thompson asked when the property

Harding further explained that he had not pulled any permits, but
would be doing that soon. He also explained that he would be working

Third Case - 708 N. Walnut
The Owner, Mr. Harms , was present. Mr. Salmons explained that the
assessed value of the structure is $14,209 , estimated cost of repairs
is $15,000. Mr. Harms explained that Charlotte Andrews and purchased
the structure and made some repairs until she couldn't afford to make
any more. He obtained the property back on forfeiture proceedings.
He stated that he had a possibility of two buyers and would be
selling the structure as is.

No Owner was present. Mr. Salmons explained that this structure had
been extensively damaged by fire. The assessed value is $7,190,
estimated cost of repairs is $27,400. Mr. Thompson and Ms. Jones
reviewed documents and pictures.
Ms. Jones determined that the structure at 1225 Larned be made safe
for occupancy or demolished within 14 days .
Fifth Case - 923 W. Ionia
No .Owner was present. Mr. Salmons explained that the assessed value
of the structure is $8,075, estimated cost of repairs is $13,200.
The structure has recently been sold and the new owner had called Mr.
Salmons to advise him that he plans to start making repairs in the
near future. Mr. Thompson and Ms. Jones reviewed documents and
pictures.
Mr. Thompson determined that the structure at 923 W. Ionia be made
safe for occupancy or demolished within 14 days.

the past two years. Mr. Baldino also stated that he has owned the

First Case - 511 Hylewood
The Owners, Leeland Johnstone and William Johnstone, were present.
Mr. Salmons explained that the assessed value of the structure is
$6,390, estimated cost of repairs is $25,000. It was also explained
to the Hearing Officers that there is substantial roof problems and
the basement walls are bowing. The Hearing Officers were provided
with pictures to view, and discussion took place on other problems
with the structure.
Mr. William Johnstone explained that he was going through bankruptcy
and as soon as it was closed he would be deeding the property to his
brother, Leeland, who is planning to refurbish the structure. Mr.
Leeland Johnstone stated he would be fixing the house as soon as he
had a clear title.
Mr. Thompson asked about the bowed basement walls. Mr. Salmons
explained that bowed walls typically indicates that the footings are
gone. Mrs. Jones asked if Mr. Leeland Johnstone was reasonably sure
as to whether he would be able to obtain a loan. Mr. Johnstone
stated he would. He further stated that he had kept the yard mowed
and cleaned the past year, and, at the request of the Building Safety
Division, had removed a dilapidated shed.
Mr. Thompson determined that the structure at 511 Hylewood be made
safe for occupancy or demolished within 14 days, or by May 10, 1990.
Second Case - 1241 Clark
No Owner was present. Mr. Salmons explained that the assessed value
of the structure is $6,600, estimated cost of repairs is___.$12,0.00 —

further contact with the Department. The Hearing Officers discussed
the items that are wrong with the structure and viewed pictures.
Mr. 'Hartwick determined that the structure at 1241 Clark be made safe
for occupancy or demolished within 14 days, or by May 10, 1990.
Third Case - 5700 Aurelius Road
Mr. Salmons explained that the Owners had already demolished the
structure so no action was needed.
Fourth Case - 600 E. Paulson
Mr. Salmons explained that the structure had been substantially
repaired removing it from the demolition process - no action necessary.

On June 22, 1988, a safety inspection of the structure located at the above
referenced address was made. This inspection revealed certain violations
of the Lansing Uniform Housing Code, Chapter 1460 of the Code of Ordinances ,
which constitute threats to the life, health, and/or safety of persons living
in or visiting the structure. The following actions must be taken to correct
the identified violations :
Section 1460.20(a)(2) Structural Hazards
1. Install handrail to basement.
2. Repair or replace any deteriorated stair treads to basement.
3. Complete closing tub area with non-absorbent material .
4. Install non-absorbent floor covering in bathroom.
5. Replace handrail to upstairs.

Dear Leeland Johnson:
On March 30, 1989, a certification inspection of the structure located at
the above referenced address was made. This inspection revealed certain
violations of the Lansing Uniform Housing Code, Chapter 1460 of the Code
of Ordinances , which constitute threats to the life , health, and/or safety
of persons living in or ' visiting the structure. The following actions
must be taken to correct the identified violations :
Section 1460.20(a)(2) Structural Hazards
1. The rear addition roof is sagging and is pushing east
and west side walls out. Remove entire rear roof and
roof supports ,- re-plumb side walls, and construct a-properly
supported roof on entire addition.
2. Properly support side porch roof that is weak and sagging.
3. Check the foundation plate on rear addition on south
and east sides , wood showed signs of deterioration on
plate and studs , remove all deteriorated wood and replace
with new wood.
4. Floor joists on south addition has about four to six
inch clearance from earth, check all floor joists for
dry not and other damage, excavate earth to eighteen
inches from joists and replace any deteriorated joists. - -
5. Storm window on south end is not a proper exterior window,
install a proper easement window.
