PRESENT AT ROLL CALL: Commissioners Emma Henry, Don Sober (absent), Ashlee Barker, Loria Hall, and Heather Taylor left at 6:48 pm. STAFF: Kim Shirey Marcus Hardy Jennifer Burnette Douglas Fleming Steven Raiche left at 6:32 pm Guests: None Commissioner Barker motioned and Commissioner Hall seconded a motion to approve the minutes of the August 22, 2022, commission meeting. The Motion was approved by all members present. Public Comment: limit 3 minutes per person Action Items: Resolution 1343 — Increased Payment Standards • Every year HUD released the fair market rents. Housing Authorities have the ability to make the determination on whether they want to go from 90% to 110% of those. They do have a process that we went through to gain approval for successful payment standards which is even higher than that in which you have to go through HUD to get approval in order to get those higher standards. We did that last year and this year and go approved. Commissioner Hall motioned and Commissioner Taylor seconded to approve the increased payment standards. The Motion was approved by all members present. Resolution 1344— MERS defined contribution plan • We have a defined contribution plan, but we want to off something to new hires. We are looking into a 457 plan with a matching plan. 3% for new hires with a match. The Motion was approved by all members present. Resolution 1345—approval for an agreement with MVAH (Stadium North and Stadium North Senior projects) • We need the approval to finalize the closing on Stadium North and Stadium North Senior with Doug will have the authority to sign the closing documents. Commissioner Taylor moved and Commissioner Hall seconded a motion to approve Resolution 1345. The Motion was approved by all members present. Informational Items: Finance Report Aug & Sept 2022 Steven Raiche • We are reaching the final stages of our yearly financial audit. We have a clean audit of the financial statements. If anyone on the board wants to see the audit let me know I will get it to you. • In the current fiscal year, the maintenance cost is a little higher to be able to make the improvements that are needed. • Doug and Steve will be going to the City Council meeting to talk about the audit. Housing Choice Voucher Aug & Sept 2022 Jennifer Burnette provided a brief overview of the Aug & Sept 2022 HCV Reports • Our overall HAP utilization is at 96% and our leased or number of vouchers we have utilized is at 92.45%. HUD requires us to be at 95% on either of the two. We do still have some room to grow with the families we can lease up. One of the struggles is with our waiting list. We have talked a little about that in the past. For the last waitlist, we just closed out we had 1000 people on the list and only did 316 vouchers. The bulk majority of that is not denial but a lack of response. Of the 316 vouchers, 216 of those requested and got an extension out of those we have only 45 leased up. We do still have like 140 that are still out searching for housing these are people that recently received a voucher and they still have some time left to find housing. We did 500 lottery on this list hoping that if we did a smaller amount and opening the list more frequently hoping we would have a better response rate. We also sent out a letter to everyone that got selected to say you have been selected please keep your address up to date this is how you do it. These are the documents that we will need from you when we get to you so you can begin preparing to get them together. We just pulled 25 people from the list that just closed at the end of August and of those 25 we had 13 no responses. That is one of the biggest issues that we are having. Asset Management Report Aug & Sept 2022 Public Housing (PH) Scattered Sites — Marcus Hardy • Public Housing Scattered Sites had an occupancy rate of 97% at the end of Sept. There was three (3) move-in, three (3) move-outs, and four (4) transfer. There are 10 vacancies. We do have 8 of those units pre-leased people have turned in their deposits. There are 256 open work orders 54 of which have been completed. Discussion Items: • RAD Construction update — Waverly Place is completed. The punch list and warranty work will be continued until complete. • Capital City is approaching its end. It's been delayed a little bit because of some of the stuff that went on with the front office in terms of surveying. The front office is now done, and they are occupying the front office. • Hildebrandt is about 50% done. May of 2023 completion date. • LaRoy Froh is about 25% done. Oct of 2023 completion date. We are doing the work orders on the inside of the houses that are from the city inspections and from the inspections we did in July when we walked all the units. Development Activities • Two new projects that we are working on. Pretty sure one of them is to end up being tax credits. We have a letter of intent. The other one we are working with is a large corporation to partner with. • We did complete the second and third habitat houses. Other Activities: • Staff training —we will continue to do that. We had a couple of people go to Emphasys training which is the software we use. Kelli went to the FSS training. People went to the NARHO conference. We also completed our fair housing training that needs to be completed yearly. • Our Santa project is in full swing again. Helping some families. We have identified about 58 people. • Community mental health —we have two duplexes that are going to be used to help them with folks that need 24-hour services. We will fix them up and then sell them to the non-profit and issue vouchers to their clients. There are three-bedroom duplexes. • Section 18 applications we are expecting to hear from HUD this week to get final approval. • We worked with Consumers Energy on an insulation project. All of our scattered homes and Oliver Gardens got new insulation. And doing a free furnace tune-up as well at all the scattered homes. • 405 Construction is finally being started. We are going to build a garage for the maintenance vehicles. We are going to have a receptionist up front. The drop box is moved to the outside as well. Other Items: • Kim —At the beginning of this month the Lansing Housing Commission has awarded 16 additional stability vouchers through HUD. This was noncompetitive, HUD just selected housing authorities throughout the entire nation to give what they are calling vouchers to help assist those that are at risk of homelessness, or fleeing domestic violence, stalking, and human trafficking. We anticipate that this program is HUD's way of filling that gap to help those that are at risk of homelessness. • On October 14th 7 members of the staff participated in our Habitat for Humanity project on Richard Rd.
