In Attendance: Charla Burnett, Ron Embry, and Versey Williams (note there are four vacancies). Others:

Absent: Jody Washington and Cordella Black
The meeting was called to order at 5:38 p.m. by Chair Ron Embry.
R. Freeman conducted Roll Call. A quorum was established.
C. Burnett moved to approve the agenda. Seconded by V. Williams. Motion carried
Minutes of the January 18, 2022 meeting were read by R. Freeman. V. Williams moved to accept the minutes
as read. Seconded by C. Burnett. Motion carried.
There was no public comment.
Newly appointed advisory board member, Charla Burnett shared her background. V. Williams introduced
herself and provided her background.
Director Coleman provided a report on the HRCS Advisory Board General Fund Agency Application scoring
process. She and contract staff also were assigned approximately 20 agencies to review and score. Allocation
recommendations were finalized. She directed attention to the recommended agency allocations, which was
advanced and included in the meeting packet for action by the advisory board. V. Williams moved that the
HRCS General Fund Allocations for FY22-23, be advanced to the Mayor for presentation to the City Council.
Seconded by C. Burnett. Motion carried.
Director Coleman mentioned that a process will be viewed to see how it can be more streamlined for next
year. C. Burnett shared that she is willing to present grant writing techniques to agencies.
V. Williams was excused from the meeting.
Chair Embry, excused staff members who were waiting virtually to present their reports stating that they do so
at the next meeting when additional advisory board members were in attendance.
C. Burnett provided her insights in relation to the sale of Lansing Housing Commission properties and how it
will affect the residents. A discussion ensued.
Director Coleman provided an update on the Race and Equity Grant. The final contracts were presented to
MHPI and MSU. MSU responded with a minor change which was given to the City of Lansing Office of City
Attorney (OCA), which it is anticipated that MSU would countersign and return. MPHI has indicated that
they could follow-up re: their contact as they are not sure if they will be able to carry out the scope of services

within the designated timeline. If MHPI decline acceptance, the full grant funds would be offered to MSU to
seek their interest in carrying out the functions of both grants.
Advisory board members were directed to complete their Financial Statement of Interest form and return to R.
Freeman or the office of the City Clerk.
HRCS has reserved the Lugnuts suite for the advisory board for Thursday, June 23rd. R. Freeman will follow-
up to see how many tickets advisory board members would like for them and their family. 28 tickets are
available.
