Benoit, J.V. Anderton, T. Carter, J. Hinze, Members Absent: J. Tischler Board Advisors Present: Robert Doran-Brockway, Board Advisors Absent: Patricia Spitzley Staff Present: C. Edgerly, J. Reinhardt, W. Roberts, J. Anderson Guests Present: Kari Magee, Owner & Chef at Veg Head, Brittany, Owner at Behold Beauty I. Call to Order: A. Willis called the meeting to order at 11:31 II. Citizen’s Comments: None III. Correspondence: None IV. Consent Agenda Approvals • Agenda for November 10, 2022 • Minutes from October 13, 2022 • Committee Reports • Monthly Financials - Jim Tischler J.V. Anderton moved to approve Consent Agenda items, T. Carter supported. Motion passed V. Guest Speaker: Kari Magee spoke regarding her new restaurant downtown (Veg Head) the hours of operation, concept behind it. Brittany Waters, Owner of Behold Beauty spoke about her new location in downtown. She told the story of why she knew expanding from Detroit to bring her brow talents to Lansing was the perfect fit and reminded her of how Detroit started its resurgence. VI. Lake State Report: VII. Old Town Updates: Robert Doran-Brockway provided updates from Old Town regarding Preparing for the holidays City Parking meeting, along with Cathleen and the CVB Appreciated the CMA deep dive and thought that went well Upcoming Old Town events: • 25+1 gala January 21 VIII. Reports: Executive Director -C. Edgerly reported the following: C. Edgerly is working with the State of Michigan's Dept of Labor & Economic Opportunity to finalize the funding transfer and agreement of the approved $5 million to support Downtown Lansing lnc.'s funding to aid local businesses, enhance community spaces, and add capacity due to the loss of workers downtown. A sub-grant agreement has also been finalized with the MEDC as well as the City of Lansing, to authorize and approve the $1 million in CDBG funding being awarded to fund small business support grants. We plan to release the first grant applications and announcements yet this month. All CDBG reimbursement funds must be spent by October 2023 by DLI. • Working with LEDC on Chandler Plaza redevelopment • Working on budget amendments for 2023 • DLI’s Annual report is complete and will be distributed to all downtown businesses, funding partners, City Council President’s Report- No meeting in December Please support upcoming downtown holidays events any way you can. IX. Action/Discussion Items 1. City & State Funding Updates a. Agreement for $1 million in CDBG funding review b. Agreement Michigan's Dept of Labor & Economic $5 million review J.V. Anderton motion to let Executive Committee finalize agreements T. Benoit support passed. 2. Cherry Hill Association Discussion: Discussed meeting with Cherry Hill regarding transfer of found balance to DLI. J. Estill moved to take in funds from Cherry Hill pending Executive Committee review of ordnance and written agreement J. Hinze support passed. 3. Advent House Proposal Update Proposal has been drafted and is awaiting signature by all parties. Further updates will be shared in future board packets. 4. Kringle Market-Julie The Opening of the Kringle Holiday Market at Reutter Park on Thursday, November 17 at 4:00 p.m. Please join staff and the city for this holiday market to support support micro-businesses, start-ups, and non-profits.
