BOARD OF REVIEW ORGANIZATIONAL MEETING MINUTES
March 8, 2022
Member Present: Felicia Eshragh, Mike Redding, Lori Fuller
Members Absent: None

Meeting called to order at 2:00 pm
Assessor Frischman stated the first order of business was to elect a Chairperson. Motion
by Redding to elect Felicia Eshragh as Chairperson. Motion carried.
General procedures for the week of appeals were discussed.
There was a general discussion regarding the schedule.
Board members got to know one another by giving a snapshot of their background.
Eshragh then gave a breakdown for the process of decision making, such as when they will
make final decisions and what options taxpayers have if they do not agree with the decision
of the board.
Assessor Frischman discussed 2022 assessments in general.
Eshragh asked what the inflation was for 2022 and what the max amount of increase is
Assessor Frischman answered that it was 3.3% and the cap is 5% or whichever is lower.
Assessor Frischman informed the board there would be a few exemptions request appeals.
Eshragh began a review of a petition, discussing with the board what the taxpayers need to
fill out, and what is filled out by the assessor’s office on the 2nd page. She reminded the
board that they can only adjust the assessed value; they cannot change the taxable value
nor the rate of taxes.
Assessor Frischman discussed write ins and the process. Also, that there would be a few
adjustments submitted by our office that was due to a system error for some properties
purchased through land back. This were found and have been included for correction due
to uncapping.
Eshragh confirmed time to arrive and dress code. Provided a reminder that the board is
unable to provide legal advice.
Parking options for Board members was discussed
Fuller asked about liability insurance being provided by the city.
Assessor Frischman stated she would confirm and get back with the board members.
