BOARD OF POLICE COMMISSIONERS
MEETING MINUTES
Tuesday, December 20, 2022
Location: Schmidt Community Center, 5825 Wise Rd., Lansing, MI 48911
The Board of Police Commissioners met in regular session and meeting was called to order at 5:32 p.m.
by Chairperson Patty Farhat.
Present: Commission Members Abood, Brewster, Carnegie, Farhat, Lopez, and Milton
Excused Commissioners Jones and McDermitt
Motion carried to accept the excused absences by Commissioner Brewster and seconded by
Commissioner Milton.
By Vote: Yeas: 6
Nays: 0
Also Present: Chief Ellery Sosebee, Assistant Chief Rob Backus, Assistant City Attorney Matthew Staples,
Delvata Moses, Cheryl Rupprecht and Ruth Grant.
Public attendees: 3
Roll call was taken, and quorum was present.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner Carnegie.
A moment of silence was given to Robin Lewis, a long-time civic leader and educator; and Bishop David
Maxwell, a spiritual leader who influenced and lead the City of Lansing’s Office of Community and Faith-
based Initiatives.
PUBLIC COMMENT ON AGENDA ITEMS: None.
ADDITIONS TO THE AGENDA:
2021 LPD Annual Report: The 2021 LPD annual report was presented. Commissioner Farhat made a motion
to approve the report and have presented to the mayor’s office. Commissioner Brewster approved and motion
with Commissioner Milton seconding.

• Note: At the request of Mayor Schor the population of the city of Lansing was updated with an actual
number instead of an estimate in case it is needed for any budgetary needs. This was obtained through
Census.gov.

Proposed FY24 Budget: Commissioner Carnegie thanked Ms. Rupprecht and all for working on the Proposed
FY24 budget. This budget will allow and maintain LPD’s core values and services. Budget Committee Chair,
Commissioner Carnegie, moved that the budget be approved and forwarded to Mayor Schor for his
consideration. Commissioner Lopez seconded this motion.

2023 Board Meeting Schedule and Locations: Commissioner Lopez presented a proposed schedule for 2023.
Commissioner Farhat placed a motion with Commissioner Brewster and Commissioner Carnegie seconding it.

APPROVAL OF MINUTES:
The Board meeting minutes from November 15, 2022, were moved by Chairperson Farhat to approve and place
on file. Motion carried by Commissioner Brewster with Commissioner Milton seconding the motion.

EDUCATION PRESENTATION: None
ADMINISTRATIVE REPORT: Chief Ellery Sosebee
• Three LPD recruits graduated from the Mid-Michigan Academy and were sworn in as Lansing Police
Officers on December 12th.
• There are several LPD open positions with HR.
• Thanked Commissioner Carnegie and Cheryl Rupprecht for hard work in putting the LPD budget
together.
• Captain Chris Baldwin will be retiring on January 6th after 25 years of service. The open captain
position will not be filled right away. Captain Anderson will replace Captain Baldwin in the
Investigations Division.
NEW BUSINESS: None.
LEGAL AND ADVISOR REPORT: Assistant City Attorney Matthew Staples
• No other reports from OCA.
HUMAN RESOURCES REPORT: Reported by Commissioner McDermitt
• Central Records Principal Clerk: 1 vacancy. Four candidates have applied.
• Detention Officer: 1 male and 4 female vacancies. 1male and 1female were filled on 11/21/2022. 1
female filed on 12/19/22 (this vacancy was filled with a male candidate, per the approval of LPD).

Position is currently posted (11/30/22 – 1/2/23) to fill the last two (2) female vacancies and we
currently have 16 applicants (a mix of female and male).
• FOIA Analyst: 2 vacancies; currently we have three (3) candidates at the psychological evaluation
step. One of the three evaluation reports have been received and is currently under review by the
Chief & HRD.
• Police Cadet: Interviews are scheduled for December 27, 2022
• Police Officer Certified/Certifiable: Currently posted on Neogov and accepting applications,
screening, and routing to hiring managers for review. 1 applicant pending pre-employment
physical and MCOLES RPTE certification. 1 applicant pending pre-employment physical
• Police Recruit: 9 new hires are scheduled to start January 2, 2023
• Radio Technician: 1 vacancy; interviews were held on 12/13/22 and 12/14/22. The top two
candidates will be sent to background.
• Secretary 26 Status: 1 vacancy; this is Diane Hunnicutt’s former position. Currently Janelle
Berry is in the position on contract until 2/28/2023. Position will be reclassed, pending
paperwork (JD, JDQ, Org Chart) from Investigations Division.
UNFINISHED BUSNESS: None.
CORRESPONDANCE SENT AND RECEIVED: None.
DEPARTMENT REPORTS: Moved by Chairperson Farhat to accept and place on file the November 2022,
department reports. Motion carried by Commissioner Milton and seconded by Commissioner Brewster.

BOARD COMMITTEE REPORTS:
• Budget Committee: Commissioner Carnegie thanked everyone, including Ms. Rupprecht, for their
hard work in putting this FY24 budget together.
• Government Liaison Committee: Commissioner Lopez will set up a meeting with the chiefs to
discuss presenting the monthly department reports to city Council/Public Service. AC Backus to follow-
up on this discussion.
• Awards & Incentives Committee: No meetings scheduled yet. Captain Kreft will replace Captain
Baldwin in heading the Awards Banquet.
• Ad Hoc Committee on Board Policies and Rules: No report.
• Complaint Committee: Chairperson Farhat reported the committee met with Internal Affairs and Ms.
Moses on December 1st from 1:30-4:00 pm.
• Recruitment and Hiring Committee: No additional report from that provided in the HR section
above.
• Commission Investigator Delvata Moses: For the month of November 2022: there were four
complaints received, 2 complaints were closed, and 1 complaint was forwarded to the Chief for review.

COMMISSIONERS COMMENTS:
• Commissioner Brewster: Asked AC Backus for update on the two officers who experienced a Fentanyl
exposure and needed emergency treatment. The officers are doing fine and were released from the
hospital.
• Commissioner Milton: Wishes everyone a blessed safe and happy New Year.
• Commissioner Carnegie: Wished everyone a good holiday. Thanked each commissioner for their
work in 2022. He hopes in 2023 the board will take time to review the contributions LPD has made to
the citizens of Lansing and the department on behalf of the Commission, and what actions the
Commission has taken for improvements in 2022 and for 2023.
• Commissioner Farhat: Wishes happy holidays to all.
• Commissioner Abood: No comment.
• Commissioner Lopez: Wishes everyone a blessed holiday.
OTHER BUSINESS: None.
PUBLIC COMMENT:
• Daniel Arnold – He will miss CPO Dillon Reust as he will be transferred back to Patrol assignments. He
appreciates all LPD does for the homeless and looks forward to meeting CPO Damon Pulver who will
replace Officer Reust in the Downtown District.
• Norma Bauer: Stated she is happy there is an assistant chief now. Hopes training funds are going for CIT
training and thinks its good officers have this training. Suggested there are other sexual and domestic
violence volunteers available outside of CARE. Thanked everyone for their hard work.
ADJOURNMENT: Chairperson Farhat concluded by thanking everyone and moved to adjourn the meeting;
motion to adjourn at 6:25pm.
