Re: Recommendations to the Lansing City Council
The Lansing Ordinance Chapter 1300.03(f) states “The Commission may propose changes to
this chapter to the City Council and may recommend rules and regulations related to this
chapter for Council approval.”
The Medical Marihuana Commission would like to propose the following changes to this
Chapter:
Increase the number of Medical Marihuana provisioning center licenses based on the
City of Lansing population to one (1) provisioning center per 3,000 residents, which
would be thirty‐eight (38) at this time.
Amend the Ordinance to allow the top twenty applicants to receive a conditional
approval* while appeals are in progress as of time of passage of the amended
ordinance. A successful appeal that results in a score within the limit (as set by the
Ordinance) will receive conditional approval* even if the cap on licenses has already
reached.
Review the Ordinance language for clarity and consistency with the State of Michigan
Medical Marihuana law.
Amend the Ordinance to make property improvement and City of Lansing community
involvement required for licensure. For example, require beautification of provisioning
center location and positive impact in the neighborhood where the provisioning center
is located.
CC: Mayor Schor
Lansing City Clerk
*Conditional approval means the City Clerk has issued Attestation I, but the State of
Michigan’s approval is pending.
