Carr conducted roll call. Members Present: Members Absent: Luke Hackney Derrell Slaughter Ben Bakken Brian McGrain James Tischler Charles Hasemann Jessy Gregg Thomas Fehrenbach David Washburn q Approval of LDFA Meeting Minutes for October 27, 2021 MOTION: Ben Bakken moved, seconded by Jim Tischler, to approve the LDFA meeting minutes of October 27, 2021. All in Favor. Motion passed unanimously. q LDFA/LEAP 2021-2024 Staff Contract Joe Carr provided an update regarding the staff contract that is currently under legal review with Foster Swift. A job description has been drafted and is ready to be posted. Fehrenbach noted that the final version is currently under legal review. MOTION: Ben Bakken makes motion to extend the authorization of the board chair to engage in the LEAP/LDFA staff contract until next meeting or 90 days. Fehrenbach seconded. All in Favor. Motion passed unanimously. q TIF renewal timeline 2 Carr reported updates regarding the TIF renewal process. Public Sector Consultants (PSC) is working with municipal staff for the Cities of East Lansing and Lansing to get scheduled and onto the appropriate agendas. Fehrenbach presented the background and history of the LDFA SmartZone to the City of East Lansing City Council. q Technology Innovation Center (TIC) Updates Allum provided an update regarding the TIC and its tenants. Seeing an uptick in interest. Gregg inquired to the virtual membership and other engagement levels. Smith spoke to federal requirements for SBIR funding of startups. q Other Business Discussion of LDFA meeting schedule, next meeting April 20th, 2022. TIF renewal process may require a special meeting. Smith brought up the University Health Park with March 6th being the opening day for MacLaren hospital. The board expressed meeting at the TIC, Healthpark, or Alliance building in the future. q Public Comment There was no public comment. q Adjournment: There being no further business before the Commission, Chair Hackney adjourned the meeting at 3:20 PM.
