Call to Order / Roll call / Overview
Chairman Lum welcomed everyone and called the MACIA Board of Directors meeting
to order at 8:35 a.m.
Approval of the May Minutes (Action)
MOTION: Nelson moved to approve the May MACIA Meeting Minutes. Motion
seconded by Collins.
YEAS: Unanimous. Motion carried.
2000 Block Facade Improvement Project
MOU & Resolution - Update
The City Attorney's Office is working on the MOU and will provide a draft to Christian next
week.
Corridor Facade Program Process

Jen (from The Green Door) is meeting with Ken (from the architectural firm) next week.
Jen is wedded to her awning, but she appears to be open to ideas. Ken is waiting on
Jen before he puts the job out to a bid. Other owners are okay but are ready to move
forward towards getting a quote.
ARPA Funds
Christian explained that the City Council passed the ARPA fund allocations on July 25th.
All corridor improvement authorities will receive$100,000.The LEDC should have the funds
within the next month or two. As a result of this anticipated addition of funding dollars, it
was suggested during the meeting that MACIA review goals and figure out the next
project by reviewing the existing Action Plan list and make modifications to it. Krupka will
send out the list. Baumer also suggested that the budget should be updated to reflect
the additional funds as those dollars come in.
Updates from Charlie Krupka
Krupka met with the owner of Voyages. Krupka confirmed that Speedway is putting in
new tanks/pumps and a new awning. Baumer suggested that maybe the CIA look at
talking to Andy Kilpatrick or maybe Neighborhoods kBloom about putting in some flowers
or something in the easement area in front of the Speedway.
Other Business
A lot of discussion regarding Tri County Regional Planning Commission (Tri County). Tri
County is conducting another Michigan Avenue corridor study. Per Nelson, they are at
their engagement phase in the process. Tri County is interested in getting input from
architects and engineers. Gillespie volunteered that Tri County has done several focus
groups. He believes their focus does not include sidewalks,just streets. It is not clear how
they've engaged others at this point, but they have broken the corridor into nodes.
Baumer stated that the MACIA needs to be vocal and engaged in these discussions.
There was also discussion again about the issue with the used car lots on Michigan. There
was discussion about inviting Brian McGrain to the October MACIA meeting to have a
discussion with him about the car lots. There was an additional suggestion that the
MACIA invite Gabriel's Credit Union.
There was a of discussion about having a concrete Action Plan that the MACIA should
work on. It should be a plan that is realistic per Gillespie. Nelson suggested that maybe
we should get some input from Tri County. There is some discussion about some of the
work on branding that Tri County is doing. Tri County is working on branding the avenue.
The MACIA members discussed invite Tri County to have representation on the MACIA
board.
The MACIA discussed rescheduling an informational meeting to one of the remaining
meetings for 2022 as the July informational meeting was cancelled. The MACIA board
decided that the October 21 st meeting will be an informational meeting.
