CALL TO ORDER – Chairperson Sonnenberg called the meeting to order at 5:28 pm. a. Roll Call: Present: Curtis Sonnenberg, Carol Skillings, James Bell, Jacklyn Lillis- Warwick, Cassandra Nelson, Sam Troutman Absences: Heather Goupil (excused) Staff Present: Andy Fedewa, Planner 2. APPROVAL OF AGENDA – Approved by unanimous consent. 3. PRESENTATIONS – None 4. COMMUNICATIONS – None 5. PUBLIC HEARINGS – HDC-1-2022 Tear-off and reroof section, install gutters, 523 Cherry St. Mr. Fedewa informed the Commission that the applicant is out of town during this meeting so with their consent he will be presenting the application. It was confirmed that work will not be done on the entire roof at this time. Mr. Fedewa reviewed the pictures the applicant submitted showing the condition of the roof and the section to be replaced. Work will be limited to a standard tear off and replacement of the underlaying material and asphalt shingles. The applicant provided a sample of the shingles to be used. The applicant is also requesting to install a standard style of gutters to the house, which will be brown to match the house’s existing secondary color. Referring to historical photographs it does not appear gutters have been on the house before, but this change will aid in moving stormwater from the foundation and base of the house. Mr. Sonnenberg questioned if any vents will be added during this work. Mr. Fedewa replied he was not told of any and will confirm with the applicant. Ms. Skillings made a motion, seconded by Mr. Bell to approve HDC-1-2022 Tear-off and reroof section, install gutters, 523 Cherry St., on the condition that no protruding vents be added to the frontage without review. On a voice vote, the motion carried 6-0. 6. DISCUSSION/ACTION a. Minutes for Approval – April 11, 2022 meeting. Approved by unanimous consent. BWL power stations survey and nomination Mr. Fedewa stated that because Lansing was not awarded the Certified Local Government Grant from the State Historic Preservation Office, the City still wanted to explore a historic preservation project. Staff would like to document and nominate the Eckert Power Station and the Forbes and Magnolia Substations to the National Register thereby aiding in their eventual redevelopment. Mr. Fedewa was able to tour the Forbes Substation in June 2022. Staff will explore possibilities for a consultant to complete reports on the properties and submit nomination form(s). c. Historic Preservation Outreach The Commission noted that there were historical walking tours recently around Moores River Drive (June 23) and N Washington / N Capitol (June 30), which also celebrated the 50th Anniversary of Elderly Instruments. 7. PUBLIC COMMENTS – None 8. STAFF AND COMMISSION MEMBER COMMENTS Mr. Bell conveyed his discussion with a reporter from the Lansing State Journal about the possible removal of the historic traffic islands that are particular to the Westside Neighborhood due to ongoing drain and street work. Mr. Fedewa relayed that he also spoke with the reporter about the possibility of a new survey of sections of the neighborhood. Mr. Fedewa stated he will check with Public Service for updates concerning their work. The Commission requested Mr. Fedewa attempt to schedule new tours of the Union Depot Station and the Temple Lofts. 9. OTHER BUSINESS – None 10. PENDING ITEMS – None 11. ADJOURNMENT – 6:00 p.m.
