I. Call to Order: A. Willis called the meeting to order at 11:30
II. Citizen’s Comments: Cara (zoom), spoke regarding her correspondence with Cathleen Cara proposed a resolution to the board. Motion J. Tischler move proposal to executive committee support J.V. Anderton motion passed

Executive team development committee setup and budget review.

VII. Lake State Report: absent Fixing traffic circle and plant redesign to be active in all season’s Cathleen reports communication is improving. Salt and snow plans setup.

Director Report: C. Edgerly reported the following
Art installations on traffic boxes downtown bring a new art seen downtown and is generating good media activity. Events & Market Manager Ms. Jazmin Anderson
New Board Members: Tamera Carter will be appointed by Council September 12 Jennifer Hinze, our Old Town seat, will be meeting with Council Committees September 29 Employee handbook is being drafted
RAP funding for Lansing 6.69million, Middle Village Eats 1million in RPA funding Rutter will still move forward despite not receiving RAP funding. Cherry Hill Neighborhood Association: The Cherry Hill Neighborhood Association lead
representative met with me last week to discuss dissolving the Cherry Hill Neighborhood
Association and being absorbed into DU. President’s Report- A. Willis:
Evening of Excellence: On Wednesday, August 31, volunteers, business, and property
owners, along with various community partners came together to celebrate the Evening of
Excellence, DU's annual meeting and volunteer celebration event. Congrats to this year's
winners! Thanks to the planning team volunteers who put this event together, to Impression 5
who donated the space, set-up and tear-down costs for the event, Lake Trust, Neva lee's and
Capital Hippie for their sponsorship!

IX. Action/Discussion Items a. DEI Consultant Update Executive team will conduct interviews. b. Homelessness Downtown Stakeholder meeting to discuss options to help with panhandling crisis. 1. Seating changes 2. New Signage for donations 3. Emergency funding from city for engagement 4. Letter supporting a CPO be signed 5. Ambassadors to help with a presence on the street Discussion The board discussed what DLIs roll should be.
J. Tischler propose Lansing have its own continuum of care network and that DLI board should sign a letter of support and DLI be involved with that solution by working with
stakeholders to decide what the solution looks like. c. Updated Budget 1. 8x normal budget 2. New Grant requires budget adjustment.
J.V. Anderton inquired about assessment income based on updated rolls. This is a work in
progress J. Tischler believes the number may be different. The system is not well understood. Assessment income in the budget is conservative. d. ARPA OTCA Sub-Grant Agreement
Discussion: 1. Eligible use of founds. 2. Spoke with mayor one time use founds nonprofits have more flexibility. 3. OTC will review before response. 4. DLI is waiting for grant agreement with the city.
