BOARD OF POLICE COMMISSIONERS
MEETING MINUTES
Tuesday, September 20, 2022
Location: Lansing Police Department, Headquarters, 2nd Floor Conference Room, 120 E. Michigan Ave., Lansing, MI 48933
The Board of Police Commissioners met in regular session and meeting was called to order at 5:30 p.m.
by Chairperson Patty Farhat.
Present: Commission Members Abood, Brewster, Carnegie, Farhat, and Milton.
Excused Commissioners McDermitt and Lopez.
Motion carried to accept the excused absences by Commissioner Carnegie and seconded by
Commissioner Brewster to approve.
By Vote: Yeas: 5
Nays: 0
Unexcused Absence: Vice-Chair Deyeya Jones
Also Present: Chief Ellery Sosebee, Assistant City Attorneys Mary Bowen and Matthew Staples, Delvata
Moses, Officer Glenn Briggs and Ruth Grant.
Public attendees: 3
Roll call was taken, and quorum was present.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner Milton.
PUBLIC COMMENT ON AGENDA ITEMS: None.
ADDITIONS TO THE AGENDA: None.
APPROVAL OF MINUTES:
The Board meeting minutes from August 16th, 2022, were moved by Chairperson Farhat to approve and place
on file. Motion carried by Commissioner Brewster with Commissioner Carnegie seconding the motion.

EDUCATION PRESENTATION: Officer Glenn Briggs, Community Police Officer
• Ofc. Briggs is assigned to the Jolly-Waverly Corridor and has two goals: 1) to address the needs of his
area and the needs of the people and, 2) to participate in events, engagements, and picnics to develop

relationships with the citizens in this Jolly-Waverly corridor. He enjoys working with the many
residents and they have come to recognize and know him.
• Prior to joining LPD, Ofc. Briggs was a high school teacher. He has been able to combine his teaching
experience and skills to reach the youth to keep out of trouble and interact with them better.
• Brigg’s patrol car has a magnet identifying the vehicle as part of the Community Services Unit which
has assisted greatly for recognition in the neighborhoods.
• Meetings he normally attends: Councilperson Adam Hussein’s monthly meetings to problem solve – 2nd
Saturday of the month, Lansing-Eaton Neighborhood Meetings, Neighborhood Watch and more.
• Ofc. Briggs welcomed any commissioner to do a ride-a-long with any officer at any time.
ADMINISTRATIVE REPORT: Chief Ellery Sosebee
• LPD promotional ceremony will be September 22nd. Promoted are Sgt. Joshua Traviglia to Lieutenant,
Ofc. Mark Stanley to Sergeant, Ofc. Tim Mapley to Detective and DO Cynthia Miller to Lead
Detention Officer.
• The three recruits at LCC academy are doing very well.
• Will be meeting with Commissioner Carnegie and the Budget Committee on September 27th.
• Chief will include results of MATS reports into the Annual Trainings.
NEW BUSINESS: None.
LEGAL AND ADVISOR REPORT: Assistant City Attorney Mary Bowen
• New city attorney, Matthew Staples was introduced to the Board. He will be an advisor to Lansing
Police and will be working with Ms. Bowen.
HUMAN RESOURCES REPORT: Reported by Commissioner Brewster
• DO – 1 male and 2 female vacancies; five recommended are currently in background.
• FOIA Analyst – 2 vacancies. Received 1 recommended background report and under review by HR.
The position was reposted, and 10 candidates are under review by the Hiring Manager.
• Police Budget Supervisor – Currently posted in Neogov.
• Police Officer Certified/Certifiable – Currently posted on Neogov and accepting applications.
• Police Recruits – Interviewed one male and one female applicant, both sent for background, 14 send
to background from last round of interviews, 2 had unfavorable backgrounds, 1 pending results, 11
passed background and sent for psychological evaluation.
• Radio Technician – 1 vacancy and currently is posted, posting will be extended if no applicants.
UNFINISHED BUSNESS: None.
CORRESPONDANCE SENT AND RECEIVED: None.
DEPARTMENT REPORTS: Moved by Chairperson Farhat to accept and place on file the August 2022,
department reports. Motion carried by Commissioner Brewster and seconded by Commissioner Carnegie.

BOARD COMMITTEE REPOTS:
• Budget Committee: The Budget Committee will be meeting on September 27th to start reviewing the
budget process for the next fiscal year.
• Government Liaison Committee: No report.
• Awards & Incentives Committee: Commissioner Farhat – a committee meeting probably will be in
December.
• Ad Hoc Committee on Board Policies and Rules: No report.
• Complaint Committee: Chairperson Farhat reported the committee met on August 24th by Teams.
They had an excellent meeting and discussion. All files were reviewed for the time period.
• Recruitment and Hiring Committee: No additional report from that provided in the HR section
above.
• Commission Investigator Delvata Moses: For month of August, there were 6 complaints filed. 3
were administrative or employee based; 3 were citizen based. 3 citizen complaints were closed. No
complaints have been forwarded to Chief Sosebee to apply the matrix.
COMMISSIONERS COMMENTS:
• Commissioner Brewster: No comment.
• Commissioner Milton: No comment.
• Commissioner Carnegie: Gave thanks to Chief Sosebee for no complaints needing the Matrix to be
used and thanks to his leadership. He asked Chief Sosebee for the latest MATS report by Dr. Carter.
Also complimented on the juvenile arrest improvements.
• Commissioner Farhat: Enjoyed the retirement celebration for Melissa Ouderkirk and look forward the
promotional ceremony on September 22nd.
• Commissioner Abood: No comment.
OTHER BUSINESS: None.
PUBLIC COMMENT:
• Daniel Arnold – Supports good police work. Suggests having a table set up at Reutter Park by LPD for
various events and initiatives.
ADJOURNMENT: Chairperson Farhat concluded by thanking everyone and moved to adjourn the meeting;
motion to adjourn at 6:21pm.
