Michigan Ave., Lansing, MI 48933 The Board of Police Commissioners met in regular session and meeting was called to order at 5:30 p.m. by Vice-Chairperson Deyeya Jones. Present: Commission Members Abood, Brewster, Carnegie, Jones and Milton. Excused Commissioners Farhat, Lopez, and McDermitt Motion carried to accept the excused absences by Commissioner Brewster and seconded by Commissioner Milton. By Vote: Yeas: 5 Nays: 0 Also Present: Chief Ellery Sosebee, Assistant City Attorney Mary Bowen, Director Kim Coleman, Willard Walker, Jessica Martin, and Ruth Grant. Public attendees: 0 Roll call was taken, and quorum was present. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner Carnegie. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: The Board meeting minutes from June 21, 2022, were moved by Vice-Chairperson Jones to approve and place on file. Motion carried by Commissioner Brewster with Commissioner Carnegie seconding the motion. Yeas: 5 Nays: 0 EDUCATION PRESENTATION: Jessica Martin, Supervisor Social Work Unit • Ms. Martin joined LPD earlier this year to lead the Social Work Unit. She previously was a lieutenant with MSU-PD with a degree in social work and in charge of their community mental care. • There are currently two additional social workers assigned to her unit. • Daily, they handle referrals, calls of service. They are dispatched to cases with or without an officer present and work directly with Community Mental Health. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 Fax: (517) 483-4617 • SWU participates in monthly meeting with various agencies concerning community mental health. • She explained the process of the SWU working with APS and CPS case workers such as on juvenile runaways. They also work with the families providing various resources. • LPD may investigate the possibility of combining social work resources with the Lansing school social workers. ADMINISTRATIVE REPORT: Chief Ellery Sosebee • Assistant Chief Backus is working in Administration. • The city website has been updated to include Ms. Moses on the Board of Police Commissioners page. • LPD will be sponsoring three recruits to the Academy in the fall. There had been 13 however 10 backed out for various reasons. • Recruit interviews for January academy just completed and there were very good, diverse group of candidates. • New Public Safety Building – the answers to the questions City Council had concerning the new public safety building will be presented at the next upcoming meeting with hopes this meets approval to be place on the ballot. NEW BUSINESS: None. LEGAL AND ADVISOR REPORT: Assistant City Attorney Mary Bowen • No report. HUMAN RESOURCES REPORT: Reported by Commissioner Brewster • Detention Office: 1male and 1 female vacancy; 1 female scheduled for physical. 1M vacancy is closed and HR will review applicants. • FOIA Analyst: 1 vacancy (anticipation of another vacancy); two candidates passed and will be sent conditional officers. • Police Officer Certified/Certifiable: currently posted to Neogov. Interviews were held earlier in July. • Police Recruits (Sponsorship): In preparation for the August 2022 Police Academy – Pending new hires to start August 2022 (2F/1M). Interviews were conducted for January 2023 Police Academy. • Police Cadets: 1 female pending start date. • Radio Technician: 1 vacancy. Fifer background report is underway. UNFINISHED BUSNESS: None. CORRESPONDANCE SENT AND RECEIVED: None. DEPARTMENT REPORTS: Moved by Vice-Chairperson Jones to accept and place on file the June 2022 department reports. Motion carried by Commissioner Brewster and seconded by Commissioner Carnegie. The department is waiting for a few invoices yet to close the books. He will suggest a meeting in September with Ms. Rupprecht. • Liaison Committee: No report. • Awards & Incentives Committee: Commissioner Brewster – The banquet was held June 22, 2022, at the Lansing Convention Center and was a very nice well attended ceremony. • Ad Hoc Committee on Board Policies and Rules: No report. • Complaint Committee: Vice Chairperson Jones: A date will be scheduled for the committee to meet soon with Internal Affairs. • Recruitment and Hiring Committee: No additional report from that provided in the HR section above. • Commission Investigator Delvata Moses: Reported by Vice-Chairperson Jones. o For month of June, there was 7 cases, 2 were closed. No cases were forwarded to Chief Sosebee. COMMISSIONERS COMMENTS: • Commissioner Abood: No comment. • Commissioner Brewster: No comment. • Commissioner Milton: No comment. • Commissioner Carnegie: No comment. • Vice-Chairperson Jones: No comment. OTHER BUSINESS: None. PUBLIC COMMENT: None. ADJOURNMENT: Vice-chairperson Jones concluded by thanking everyone and moved to adjourn the meeting; motion to adjourn made by Commissioner Abood and seconded by Commissioner Brewster at 6:17 pm.
