Foster Ave., Lansing, MI 48912 The Board of Police Commissioners met in regular session and meeting was called to order at 5:30 p.m. by Chairperson Patty Farhat. Present: Commission Members Abood, Brewster, Farhat, McDermitt and Milton. Excused Commissioners Carnegie, Jones and Lopez. By Vote: Yeas: 5 Nays: None Also Present: Captain Chris Baldwin, Assistant City Attorney Mary Bowen, CI Delvata Moses, Director Kim Coleman, Willard Walker, Amanda Hall and Ruth Grant. Public attendees: 4 Roll call was taken, and quorum was present. Chairperson Farhat asked for a moment of silence for: Pam Jan Heck-Smith, a former LPD Crime Analyst; Katherine “Dyan” Hunnicutt, an LPD secretary in Special Operations Unit; Lt. Sue Busnardo, retired from MSU-PD, Aaron Andrew, a Delta Twp Fire Fighter-Paramedic. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner McDermitt. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: The Board meeting minutes from May 17th, 2022, were moved by Chair Farhat to approve and place on file. Motion carried by Commissioner Brewster with Commissioner McDermitt seconding the motion. Yeas: 5 Nays: None. EDUCATION PRESENTATION: Amanda Hall, Crime Analyst • Ms. Hall spoke on Crimemapping.com and Atlas One mobile app that provides the public with up-to- date data. “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 Fax: (517) 483-4617 • Crimemapping.com provides data for the last three years and although specific addresses cannot be listed, the sites can be customized for area (radius) of interest, crime specific, and reports, graphs and charts can be made by the data generated. • Atlas One mobile app is an upgrade to the previous mobile app used by LPD. This new app gives current up-to-date alerts for citizens on accidents, missing persons, any public awareness notices and can be automatically sent to Facebook and Twitter simultaneously. The app allows citizens to file police reports, obtain a report, view Crimestoppers, and request vacation property checks. Citizens can give tips and interact with the Administrator of this application, Amanda Hall. The number of people downloading the app has reached approximately 280 people. ADMINISTRATIVE REPORT: Captain Chris Baldwin • July 4th Fireworks plan is being worked on along with Lansing Fire and Lansing Parks and Recreation Departments. The Lansing Orchestra will also be present providing entertainment. LPD Crime analysts along with LPD will be present to monitor activity. • The Awards Banquet for 2021 is set for June 22, 2022. • Currently working on the 2023 January recruiting for the police academy. • On June 17th Chief Ellery Sosebee and Fire Chief Brian Sturdivant presented to Lansing City Council documentation requesting a milage be placed on the November ballot for a new LPD facility, LFD Administration and 54-A District Court. This milage will be on the ballot. • Retirements: Last week we celebrated five retirements: With 25 years of service: Officer Janelle Berry, Officer Brent Erk, Det. Mike Schulte, Officer Dylan Zehr and with 24 years of service, Det. Jacob Sinke. • Captain Backus has returned from a 3-month training at the FBI Academy in Virginia. NEW BUSINESS: None. LEGAL AND ADVISOR REPORT: Assistant City Attorney Mary Bowen • No report. Assistant Attorney Heather Sumner has resigned from the COL for new opportunities elsewhere. HUMAN RESOURCES REPORT: Reported by Commissioner McDermitt • Detention Office: 1male and 1 female vacancy; 1 female was moved to psychological evaluation. 1 male had unfavorable background investigation. Process has been reposted 6/2/22-7/1/2022 • FOIA Analyst: 1 vacancy; three candidates will be invited for an interview. Another vacancy is expected. • Police Officer Certified/Certifiable: accepting applications, screening and routing to hiring managers for review. • Police Recruits (Sponsorship): In preparation for the August 2022 Police Academy – 7 will be sent 2 female and 5 males, Pending pre-employment and psychological evaluation results. • Police Cadets: 1 female to start within the next few weeks, pending psychological evaluation results. • Radio Technician: 1 vacancy. Candidate is in background stage. DEPARTMENT REPORTS: Moved by Chairperson Farhat to accept and place on file the May 2022 department reports. Motion carried by Commissioner Abood and seconded by Commissioner Brewster. BOARD COMMITTEE REPOTS: • Budget Committee: Commissioner Farhat shared the budget update from Commissioner Carnegie: “The old budget (21-22) will close June 30th and the new budget will begin July 1st (22-23). A small surplus is projected of $50,000 for 2021-2022. Current activity is to have purchase orders in place for FY 2023.” • Government/Community Liaison Committee: No report. • Awards & Incentives Committee: Commissioner Brewster – The banquet will be June 22, 2022, at the Lansing Convention Center with Sherri Jones, WLNS anchor, hosting the event. • Ad Hoc Committee on Board Policies and Rules: Commissioner McDermitt - No updates. • Complaint Committee: Chair Farhat: A date will be scheduled for the committee to meet soon. • Recruitment and Hiring Committee: No additional report from that provided in the HR section above. • Commission Investigator Delvata Moses: o For the month of May there were 5 complaints, two were administrative/employee based, 3 citizens based. Three citizen complaints were closed and 2 were forwarded to Chief Sosebee for discipline. COMMISSIONERS COMMENTS: • Commissioner Abood: No comment. • Commissioner Brewster: No comment. • Commissioner Milton: No comment. • Commissioner Farhat: She attended the diversity event at the city, and it was very nicely done. She also attended the Ways and Means meeting at City Council for a new LPD facility and was pleased with the LPD attendance. The recent retirement celebration was very nicely done. OTHER BUSINESS: None. Note: Commissioner Abood was excused from Board meeting at approximately 5:45 p.m. due to commitments to another meeting he had to attend. At this point, there is no quorum. PUBLIC COMMENT: • Daniel Arnold: He is happy Captain Backus has returned from his training with the FBI Academy. He appreciates the “swag” given to him by LPD to hand out at events to help build relationships with the community and LPD. He has heard Detroit has a good program in schools like “big brother/big sister” “Capital City’s Finest” Lansing Police Department Board of Police Commissioners 120 West Michigan Avenue Lansing, MI 48933 Phone: (517) 483-6040 Fax: (517) 483-4617 and suggested this might be a good program for LPD.
