Call to Order/Establish quorum – Barbara Lawrence 1.1. Present – Barbara Lawrence, Gina Nelson, Rodney Singleton, Charles Willis, Kris Singh 1.2. Absent – Kathy Tobe, Stephen Purchase 2. Additions to Agenda: none 3. Approval of Minutes 3.1. April 13, 2022 – Regular Meeting with corrections. Remove Stephen Purchase from present and correct Quang Le’s name. 4. Public Comment – Agenda Items (Time Limit: 3 Minutes) 5. Review Communications: proposed letter of support ALS360 program. 6. Comments from Vice-Chair – Barbara Lawrence 6.1. Exchange Club Honor 6.2. Thanked Chief Tobin for serving as Interim Chief. 6.3. Asked each Commissioner to introduce themselves to Chief Sturdivant and share a bit about who they are and why they are on the board. 7. Presentation: none 8. Fire Administration Report 8.1. Brian Sturdivant, Fire Chief 8.1.1. Thanked Assistant Chief Tobin for his support and appreciates his help during this transition. 8.1.2. Chief Sturdivant presented his Bio to the board: • Born and raised in Battle Creek. • Spent a few years in the Air Force. • Started his fire service career in Fulton Co. Georgia, a large dept in the Atlanta area. • Then to Scottsdale AZ, as the department was transitioning to a municipal city department as a Deputy Chief of Ops, Training Chief. It was a rare opportunity to build a dept from the ground up. Shiawassee, Lansing MI 48933 2 • He transitioned to California as the Fire Chief of Milpitas and gained more experience in woodland fires. Then to the east coast outside of Richmond VA as Executive Deputy Chief in Petersburg, VA. • Next, close to home as the Chief of Battle Creek, MI Fire Department. Now, as Chief of Lansing Fire, he is ready to apply his experience to gauge the needs of the department. To improve the department by building a vision and direction along with strategic planning. Will be looking at the ISO rating and will pursue accreditation opportunities to measure ourselves against best and safest practices. Will expand community outreach to neighborhoods. Will build department sustainability for a long-term plan. Transition plan: • Will meet and talk with chief officers, admin staff, city dept heads, fire commissioners, union • Training for Emergency Management response including NIMS, city facility drills • Will be meeting with the HR director to discuss vacancies in the next week. • Currently in learning mode and collecting information. • Looking forward to meeting with the board to discuss department needs. • Fill Assistant Chief position. Assistant Chief Tobin: 1. LFD Run numbers are up. 2. The LFD Budget has been submitted to the Finance department. 3. Discussed the ALS360 and funding, opioid and other funding. 4. Two retirements: Mark Nicholson, Andrew Johnson 9. Old Business – None 10. New Business 10.1. Vote: letter of support for federal funding for ALS360 program. Vice-Chair Lawrence called for a motion. A Motion was made by Commissioner Nelson and supported by Commissioner Singleton to support the request for federal funds. Discussion followed. Motion carried with a unanimous vote. Chair Purchase will sign the letter on behalf of the board. 11. Request for Commissioners to be excused. 11.1. A motion was made by Commissioner Nelson and supported by Commissioner Singleton to excuse Commissioners, Steven Purchase and Kathy Tobe from the May 11, 2022, meeting. Motion carried with a unanimous vote. 12. Commissioner Comments 12.1. Commissioner Singleton noted he is looking forward to meeting with Chief Sturdivant. Shiawassee, Lansing MI 48933 3 12.2. Commissioner Nelson commented on the recent fire next door to her home. She commended the crews that worked the fire. 12.3. Commissioner Willis inquired on the funding for Station 2 updates and the discussion with the Finance department to find additional funding for male/female facilities. Currently three stations are without male/female facilities. Commissioner Willis requested a follow-up report at the June meeting. 13. Public Comment – On any matter- speakers must say their name and address (Time Limit: 3 minutes): None 14. General Order 14.1. FF Memorial Ceremony - Sat May 28 @ 11 am – Mt. Hope Cemetery. The Fire Board Chair or designee is invited to speak. 14.2. Lugnut baseball game with the Fire Board Thursday, June 2 @ 7pm. - Mayors City Suite – Tickets available tonight. 14.3. Lansing School District/Fire Science Academy Graduation Tues, June 14 @ 4 p.m. – Hill Center on Miller Rd. Vice-Chair Nelson requested the names of the graduates so the board can send letters. 15. Adjournment 6:47 pm Minutes were approved on 7-13-22 by unanimous vote of the Lansing Board of Fire Commissioners.
