Call to Order – Establish Quorum - 5:33 p.m. 1.1. Present: Kathleen Tobe, Gina Nelson, Charles Willis, Steve Purchase, Kris Singh, Barbara Lawrence 1.2. Absent: Rodney Singleton 2. Additions to Agenda: 2.1. Move to add resolution in support of the Bond Initiative to New Business. Motion carried by unanimous vote. 3. Approval of Minutes: 3.1. Held for September Meeting. 4. Public Comment – Agenda Items (Time Limit: 3 Minutes): 4.1. None 5. Review Communications 5.1. Thank you card from a member of the community appreciative of LFD services. 6. Comments from Chair Steve Purchase 6.1. Patti Starnes will be retiring. Her last day is Sept 17, with last day in the office of August 26. 6.2. Request for complaint data, run data. 6.3. Thank you for being flexible this month. Thank you, John McGraw from River Caddis, for being here to give a presentation on the proposed bond initiative 7. Presentation: 7.1. John McGraw from River Caddis gave a presentation on the Proposed Bond Initiative that will be on the November ballot. This proposal is bond to build a public safety complex that will house Lansing Fire Administration, Lansing Fire Training Tower, Lansing Police, District Courts and Lansing Fire Station #9. He announced the location will be the former McClaren lot on S. Washington next to SWOC. Discussion with the Commissioner and Mr. McGraw was held 8. Fire Administration Report – Michael Tobin, Chief 8.1. City received ARPA funding. Been given green light for spending. FD allocated 2.7 million. Looking to purchase new arial and engine. Looking to pick up first maybe 2 payments of Striker, turnout gear. Looking at mid mount - 1.3-1.4 million. Engine - 650k.. General fund for 3 new ambulances - 250k a piece. But we need addition. Working on a plan to justify cost for additional bodies to finally put 5th ambulance on the road working well. But contract language is a obstacle because promoted to engineer, lose the medics. 8.2. FireFighter hiring taking place. Interviews wrapped this week. Folks going to physical and psych evaluations. Going to be a mix of FF, FFEMT, Medic, and non-qualified. 7 medics interviews. Shiawassee, Lansing MI 48933 2 8.3. National recruitment for Asst. Chief of Admin closes next week. Chief Tobin doing yeoman’s work covering multiple positions. Commissioner Willis asked if it needed to be national? Chief Sturdivant stated he want to set a standard, want the education piece there. 8.4. Strategic Planning contractor is signed. Facilitator coming in for community driven planning, FB involved and broader community outreach, plus internal stakeholder conversations. 8.5. Annual Report template coming from Mayor’s office. 8.6. Badges: Poll body what they have. 8.7. Commissioner Nelson asked Overtime, when available is it allocated by seniority, station etc? Chief responded No contract language for mandatory overtime, and not enough people willing to take it. 8.8. 2 resignations 2 retirements and 2 more announcements in last week. 8.9. Commissioner Singh asked if we are sending Engine 42 and ambulances to help DeWitt? Chief Sturdivant responded our mutual aid agreements are not so mutual. Their staffing issues are tanking the system. Mayor interested in revisiting. It is mutual, not automatic aid. Bat. Chief authorizes, could say no but we want to be good partners. 8.10. Commissioner Singh stated that Brandon Newburg resigned. Expect he received an offer back home in Kalamazoo. 8.11. Chairman Purchase asked if we are comfortable with the psych evaluation? Some candidates ghosting the process due to a 1978 document. Working on HR because we need to update those documents annually. 9. Old Business: 9.1. None 10.
