Saginaw Street Corridor Improvement Authority
Board of Director's Monthly Meeting
Thursday, July 21, 2022 - 3:00 PM

Call to Order/ Roll Call
Chair Lukco called the meeting to order at 3:06 p.m. Roll call was called by
Christian and recorded for public record.
Approval of SSCIA Meeting Minutes (May 19, 2022) - ACTION
MOTION: Sanborn moved to approve the SSCIA Meeting Minutes from May 19,
2022, as corrected (typo in spelling). Motion seconded by Dowling.
YEAS: Unanimous. Motion Carried.
LEDC Transition
Christian provided an overview of the LEDC transition.
ARPA Proposal
Christian discussed the ARPA proposal that will go before council on July 25Th.
Christian mentioned that within the proposal is $100,000 for the SSCIA. Discussion
on potential uses and stipulations followed.
Fall Neighborhood Grant
Chair Lukco updated that the board didn't receive the neighborhood grant. The
board discussed different options for the landscaping project at the point.
Sanborn discussed that it may be better to wait until a later date with weather
conditions. Dowling inquired on why the SSCIA didn't receive the grant. Chair
Lukco answered that it may have been due to delays in contractor bids and grant
deadlines passing. Houthoofd discussed doing the project in the fall and would
be interested in getting bids for contractors.
Consumers Prosperity Grant
Chair Lukco and Christian provided an overview of the Consumers Prosperity
Grant and the application that was submitted by the City of Lansing on behalf of
the SSCIA. The focus of the application is on economic development and
pedestrian friendliness.
Corridor District Leader Meeting
Christian discussed the meeting that takes place monthly between the executive
directors of Downtown Lansing Inc., Old Town Commercial Association, and REO
Town Commercial Association to strategize cohesive efforts and cross-
promotional opportunities. Christian asked if any of the board members would be
interested. Sanborn mentioned she would like to join the meetings. Chair Lukco
also discussed the CED meetings that take place with many stakeholders
attending those meetings.
Saginaw Highway CIA
Chair Lukco discussed being invited to the Saginaw Highway CIA board meeting
as they are conducting visioning sessions to assist with planning efforts. Chair
Lukco discussed with the Saginaw Highway CIA challenges faced by the SSCIA
and opportunities the Saginaw Highway CIA may have. Sanborn asked what the
Saginaw Highway CIA boundaries were, Chair Lukco provided the boundaries.
Corridor Updates
Houthoofd mentioned that he drove the corridor and not much has changed
other than new branding on the Rite Aid building. Houthoofd asked about events
coming for Durant Park, Sanborn answered that she is waiting to hear back on
grants. The board discussed strikeout coming to Ferris Park.
