Members Present: Shelley Davis-Boyd, Tom Donaldson, Blake Johnson, Dr.
Alane Laws-Barker, Calvin Jones, Jordan Sutton
Members Absent: Brian McGrain (excused), Andrea Binoniemi (excused),

Staff Present: Karl Dorshimer, Kris Klein, Aurelius Christian
Guests: Mayor Andy Schor, City of Lansing
Call to Order
Vice-Chair Davis-Boyd called the Lansing Economic Development Corporation meeting to
order at 9:10AM.
Approval of LEDC Board Meeting Minutes – Friday, April 8, 2022
MOTION: Donaldson moved to approve the LEDC meeting minutes from the Friday, April 8,
2022 Board of Directors meeting, as presented. Motion seconded by Johnson.
YEAS: Unanimous. Motion carried.
Update on Financials
Klein provided an update on the March 2022 draft LEDC financials including the status of
grant and loan programs.
Update on LEED and ARPA Funding
Dorshimer provided an update on the Mayor’s ARPA spending plan and development of the
LEED Program.
Preliminary LEDC 2022-23 Budget Discussion
Dorshimer provided an overview of the FY2023 LEDC Budget which will be presented for
Board approval at their June 2022 meeting. Dorshimer noted the proposed budget
presented to the City may change with the ARPA allocation.
Update on Contract with the City
Dorshimer provided an update on the Contract for Economic Development Services process
with the City of Lansing. The Contract will be presented to the Board for approval at their
June 2022 meeting.
Transition Update
Dorshimer shared the status of the transition of staff and services from LEAP to LEDC,
including possible office sites, contractual services, staff positions and employee benefits,
and insurance coverage.
Mayor mentioned that he is available for questions from the Board on the transition, that he
looks forward to continuing partnering with LEAP on regional efforts, but the LEDC staff and
Board will be essential for a focused economic development effort in the City of Lansing.
Donaldson noted that he feels the Board is sometimes only reactive, wants to see planning
and focus of development efforts.
