MINUTES
Members Present: Shelley Davis-Boyd, Tom Donaldson, Blake Johnson, Dr.
Alane Laws-Barker, Calvin Jones, Jordan Sutton
Members Absent: Brian McGrain (excused), Andrea Binoniemi (excused),

Staff Present: Karl Dorshimer, Kris Klein, Aurelius Christian

Call to Order / Roll Call
Vice-Chair Davis-Boyd called the Lansing Brownfield Redevelopment Authority meeting to
order at 8:37AM. Klein took roll call attendance.
Approval of LBRA Board Meeting Minutes – Friday, April 8, 2022
MOTION: Jones moved to approve the LBRA meeting minutes from the Friday, April 8, 2022,
Board of Directors meeting, as presented. Motion seconded by Johnson.
YEAS: Unanimous. Motion Carried.
Contract with Kramer Management Group – Update and Change Order (ACTION)
Dorshimer introduced Pete Kramer of Kramer Management Group to provide an update on
the Phase I of the City Hall process and development proposals. Kramer described the process
to date and noted that proposals are financially incomplete and are still being evaluated.
Mayor Schor shared that the process continues.
Johnson asked what the plan would be if neither of the proposals are accepted, Mayor Schor
noted that renovating the existing City Hall would be expensive because the building has
major structural design issues.
Donaldson asked the Mayor about working with the State of Michigan to acquire one of their
vacated buildings for use of City Hall. Mayor noted that the State is vacating leased privately
owned space but are concentrating workers to buildings that they own.
Dorshimer described that the extended evaluation process will require an increase in the
contract amount with Kramer Management Group (KMG) in the amount of $5,000. Dorshimer
reviewed a resolution that increased the not to exceed amount of the contract with KMG
from $40,000 to $45,000.
MOTION: Jones moved to approve the resolution with the proposed changes increasing the
contract amount to Kramer Management Group. Motion seconded by Johnson.
YEAS: Unanimous. Motion Carried.
Update on PAC and RAP Application
Klein provided an update on the Revitalization and Placemaking Grant proposal to the State
of Michigan as well as the development process for the Performing Arts Center.
Open Forum for LBRA Board Members
Jones shared that the military funeral for past Member James Butler III is being held in
Washington DC on May 20th, 2022. Jones also asked for an update on the two-way street
conversions in downtown Lansing. Mayor Schor shared that some of the streets are expected
to be converted in summer 2022 however some of the street conversions will be delayed until
road work on I-496 is completed in 2023 as local streets are being used as detours.
