Washington Ave. Meeting was called to order by City Clerk Swope at 10:00 a.m. Members Present: Chris Swope, City Clerk Sharon Frischman, City Assessor Jim Smiertka, City Attorney Others Present: Brian Jackson, Deputy City Clerk Robin Stites, Office of the City Clerk Approval of Agenda: Moved by City Attorney Smiertka to approve the agenda. Motion carried. Approval of Minutes: Moved by City Assessor Frischman to approve the minutes of the Election Commission Meeting of October 26, 2021. Motion carried. Public Comment: There was no public comment. New Business: a. Precinct Consolidations for the May 3, 2022 Special Election. Moved by City Attorney Smiertka to approve the Resolution to Consolidate Precincts for the Special Election to be held on Tuesday, May 3, 2022 Motion Carried. CITY OF LANSING ELECTION COMMISSION RESOLUTION TO CONSOLIDATE PRECINCTS FOR THE SPECIAL ELECTION TO BE HELD ON TUESDAY, MAY 3, 2022 WHEREAS, the City of Lansing anticipates a low Election Day voter turnout for the Special Election on May 3, 2022; and WHEREAS, consolidating precincts in polling locations that have more than one Chris Swope Lansing City Clerk Lansing City Clerk’s Office Ninth Floor, City Hall, 124 W. Michigan Ave., Lansing, MI 48933-1695 517-483-4131 • TDD 517-483-4479• 517-377-0068 FAX www.lansingmi.gov/clerk • city.clerk@lansingmi.gov precinct voting at them would save funds by reducing the number of Election Inspectors, lowering programming expenses, and reducing equipment delivery costs; and WHEREAS, MCL 168.659 allows for the City Election Commission to consolidate two or more precincts in local elections, provided the new consolidated precinct does not exceed 5,000 registered voters; and WHEREAS, state law does not require notice to be sent to voters if the precinct consolidation does not change their polling location; and WHEREAS, Precincts 1-5 and 1-45 share a polling location, Precincts 1-6 and 1-7 share a polling location, Precincts 1-10, 2-11, 4-34 share a polling location, Precincts 3-22 and 3-26 share a polling location, Precincts 3-28 and 3-31 share a polling location, Precincts 3-29 and 3-30 share a polling location, Precincts 4-36 and 4-37 share a polling location, and Precincts 4-38 and 4-40 share a polling location; and WHEREAS, per the Lansing School District Election Plan which allows cities and townships to send their voters to the City of Lansing to vote, DeWitt Charter Township, Delta Charter Township, City of East Lansing, Delhi Township, and Watertown Charter Township will send their Lansing School District voters to City of Lansing Precincts for the May 3, Special Election; THEREFORE, BE IT RESOLVED that the following precincts be consolidated for the May 3, 2022 Special Election: 1-2 and 1-4 voting at Grand River Head Start 1-5 and 1-45 voting at Foster Community Center 1-6 and 1-7 voting at Pilgrim Congregational Church 1-9 and 2-15 voting at Board of Water & Light 1-10, 2-11, 4-34, and 4-44 voting at South Washington Office Complex 2-13 and 3-27 voting at Cavanagh School 2-14, 2-20, and 3-24 voting at Gardner Middle School 2-16 and 2-17 voting at Parker Memorial Baptist Church 2-18 and 2-19 voting at Gardner Middle School 3-22, 3-25, and 3-26 voting at Alfreda Schmidt Southside Community Center 3-28 and 3-31 voting at Dwight Rich School 3-29 and 3-30 voting at Tabernacle of David Church 4-32 and 4-33 voting at Lewton School 4-35 and 4-39 voting at First Presbyterian Church 4-36 and 4-37 voting at Letts Community Center 4-38 and 4-40 voting at Willow Elementary School 4-41 and 4-43 voting at St. Stephen Lutheran Church BE IT FURTHER RESOLVED that Lansing School District voters from the following jurisdictions will vote at the following City of Lansing Precincts: Lansing City Clerk’s Office Ninth Floor, City Hall, 124 W. Michigan Ave., Lansing, MI 48933-1695 517-483-4131 • TDD 517-483-4479• 517-377-0068 FAX www.lansingmi.gov/clerk • city.clerk@lansingmi.gov Delhi Charter Township Precinct 1 voters will vote at Parker Memorial Baptist Church in Ward 2, combined Precincts 16 and 17 DeWitt Charter Township Precinct 3 and Precinct 5 voters will vote at Transitions North in Ward 4, Precinct 42 DeWitt Charter Township Precinct 4 and Precinct 6 voters will vote at Gier Park Community Center in Ward 1, Precinct 1 DeWitt Charter Township Precinct 7 voters will vote at Post Oak School in Ward 1, Precinct 3 Delta Charter Township Precinct 1 voters will vote at St. Stephen Lutheran Church in Ward 4, Precinct 43 Delta Charter Township Precinct 16 voters will vote at Woodcreek School in Ward 3, Precinct 23 City of East Lansing Precinct 1 voters will vote at Foster Community Center in Ward 1, combined Precincts 5 and 45 City of East Lansing Precinct 5 and Precinct 17 voters will vote at Post Oak School in Ward 1, Precinct 3 Watertown Charter Township Precinct 2 voters will vote at St. Stephen Lutheran Church in Ward 4, combined Precincts 41 and 43 b. City Clerk Swope introduced the proposed precinct redistricting plan which would go into effect after the May Special Election.
