Michigan Ave., Lansing, MI 48933 The Board of Police Commissioners met in regular session and meeting was called to order at 5:29 p.m. by Chairperson Patty Farhat. Present: Commission Members Abood, Brewster, Carnegie, Farhat, Jones, Lopez, McDermitt and Milton. Also Present: Chief Ellery Sosebee, Assistant City Attorney Mary Bowen, CI Delvata Moses, and Ruth Grant. Public attendees: 4 Roll call was taken, and quorum was present. Chairperson Farhat asked for a moment of silence for Allayah Walker-Travis, Arthur Newcombe, Bradley Wicks, and Randall Harlow. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance led by Commissioner Brewster. PUBLIC COMMENT ON AGENDA ITEMS: None. ADDITIONS TO THE AGENDA: None. APPROVAL OF MINUTES: The Board meeting minutes from February 15, 2022, were moved by Chair Farhat to approve and place on file. Motion carried by Commissioner Brewster with Commissioner Jones seconding the motion. EDUCATION PRESENTATION: None. ADMINISTRATIVE REPORT: Chief Ellery Sosebee • Officer business card update: The cards are in process of being printed. A QR code has been created that will link to the LPD website for contact information and resources for the divisions, Ms. Moses, Internal Affairs and the social worker. In some situations, the QR code will be used instead of the business cards. • Brochure updates: Approximately 500 brochures have been made and will be distributed to the high schools. Program: Will be reinstating the 13-week curriculum at Pattengill School on April 15th and the long-term goals are to extend this to all 5th and 6th graders. • Retirements: Sergeant Dennis Bunch and Sergeant Michael Lam will retire after 25 years of service. Officer Lance Leiter will be promoted to rank of Sergeant in Patrol. • Beginning the training model with the assistance of Xavier DeGrott, Daniel Arnold, Pastor King and Commissioner Carnegie to help train officers on traffic stops, youth interaction. autism awareness and other topics in 2022. NEW BUSINESS: None. LEGAL AND ADVISOR REPORT: Assistant City Attorney Mary Bowen • No report. HUMAN RESOURCES REPORT: Will be reported by Commissioner McDermitt. UNFINISHED BUSNESS: None. CORRESPONDANCE SENT AND RECEIVED: None. DEPARTMENT REPORTS: Moved by Chairperson Farhat to accept and place on file the February 15, 2022, department reports. Motion carried by Commissioner Brewster and seconded by Commissioner Jones. Yea: 8 (Abood, Brewster, Carnegie, Farhat, Jones, Lopez, McDermitt and Milton) Nays: None BOARD COMMITTEE REPOTS: • Budget Committee: Commissioner Carnegie – The submitted budget is moving forward to City Council for approval. There were two additional requests for FY23. • Government/Community Liaison Committee: Commissioner Lopez – No report. A meeting will soon be scheduled. • Awards & Incentives Committee: Commissioner Brewster – Have had a couple of meetings with the Awards Committee and it’s progressing well. Hope to have a date for the awards at next meeting. • Ad Hoc Committee on Board Policies and Rules: Commissioner McDermitt – Nothing to report this month. • Complaint Committee: Chair Farhat – Have not met due to IA having training. Will try to schedule a meeting in April. • Recruitment and Hiring Committee: Commissioner McDermitt – o Detention Officer – 1 Male vacancy, position closed on 3/13/2022. o FOIA Analyst – 1 vacancy; one internal candidate in background on 3/1/2022; two are in psychological testing. o Radio Engineer – 1 vacancy, position extended and closed 3/13/2022. One applicant has ben interviewed and sent for background investigation. Three passed background and moving to psychological evaluation. o Recruits: Currently posted on Neogov. 22 applicants were interviewed by 3/7/2022, 12 applicants have been chosen to move to the background phase. o Cadets: Two applicants have passed the background and moved to psychological evaluations. o Social Worker: Interviews were held on 3/8/2022. In process of selecting candidates. • Commission Investigator Delvata Moses: o 5 complaints received. Two were citizen complaints and 3 were Administrative or employee based. Five complaints were closed: 4 citizen complaints and 1 Administrative or employee based. No matrix was used. COMMISSIONERS COMMENTS: • Commissioner Abood: No comment. • Commissioner Brewster: Very pleased the GREAT program is coming back and it’s needed for the youth. • Commissioner Lopez: Thanked the Chief and LPD for handling a couple of situations at the schools this past month. • Commissioner Carnegie: Thanked the chief for getting the brochures distributed to the schools. Also thanked for the changes to track juvenile arrests data. He is interested if probate courts have noticed a difference with the decline of juvenile arrests and what impact that is having from the courts. He also is interested in the role of the social worker might have in working with families of the juveniles arrested and the absence from school and education during while in detention. • Commissioner Jones: No comment. • Commissioner McDermitt: Thanked Ms. Moses for new format on complaints. • Commissioner Milton: No comment. • Chairperson Farhat: Attended the promotions ceremony in February and it was very nice. OTHER BUSINESS: None. PUBLIC COMMENT: • Daniel Arnold – Thanked LPD and the Commission for all their efforts. He continues visit many government facilities each day. He compliments Officer Reust with always taking the time to speak to him. Very excited to take part in future officer trainings. In regard to board meeting at Gier Community Center, because he uses public transportation, this center was hard for him and others to get to. • Diane Streeter – congratulations to police how they are handling breaking and entering issues in her neighborhood with increased patrols. • Willard Walker - Has heard very nice compliments about Chief Sosebee. This is very interesting data and LPD should be acquainted with the data and information for neighborhoods. The city’s IT department collected the data information. ADJOURNMENT: Chairperson Farhat concluded by thanking everyone. Farhat moved that the board meeting be adjourned at 5:58 pm.
