BOARD OF POLICE COMMISSIONERS
MEETING MINUTES
Tuesday, February 15, 2022
Location: Gier Community Center, 2500 Hall St., Lansing, MI 48906
The Board of Police Commissioners met in regular session and meeting was called to order at 5:30 p.m. by
Chairperson Patty Farhat.
Present: Commission Members Abood, Brewster, Carnegie, Farhat, Jones, McDermitt and Milton.
Excused: Commissioner Lopez
Also Present: Chief Ellery Sosebee, Assistant City Attorney Mary Bowen, CI Delvata Moses, and Ruth
Grant.
Public attendees: 1.
Roll call was taken, and quorum was present.
Vote to excuse Commissioner Lopez from this meeting.
Approved to Excuse: 7 (Abood, Brewster, Carnegie, Farhat, Jones, McDermitt and Milton)
Disapprove: None
Chairperson Farhat asked for a moment of silence for Joan Jackson Johnson, past director of HRCS and worked
for many years, retired LPD Sergeant William J. Skinner, MSU Chief Kelly Roudebush and city activist, Frank
Curtis X, who was the inspiration behind the South Side Community Coalition. Also please remember Officer
Julie Englehart, who lost her life 34 years ago in the line of duty.

APPROVAL OF MINUTES:
With one correction to clarify Commissioner Carnegie’s comment, the Board meeting minutes from January
18th, 2022, were moved by Chair Farhat to approve and place on file. Motion carried by Commissioner Carnegie
with Commissioner Jones seconding the motion.

EDUCATION PRESENTATION: None.
ADMINISTRATIVE REPORT: Chief Ellery Sosebee
• The Internal Review report on the officer involved shooting from May 26, 2020, was distributed to the
Commissioners and has been added to the Transparency page on the LPD website.
• Staffing Updates: Current opening: 1social worker, 1 radio tech, 197 out of 211 funded positions for
officers are filled; approximately 19 applications for recruit process received, and in next few weeks about 5
certified certifiables will start interview process.
• At Ingham County Area Chiefs meeting, LCC Public Safety Chief Daryl Gains spoke of a new campaign
through Lansing Community College, “We Are Better Than That” that embraces diversity within
communities, ways to prevent racism and biases, and leads with transparency. This is not exclusive to law
enforcement but to all citizens and businesses. Chief has taken the pledge and is going to require everyone
in the police department do so as well. LCC Dr. Bailey, also worked on this campaign and is a suggested
guest speaker at a future Board meeting. Please refer to LCC’s website for more information and details.
• Mayor Schor has issued a requested to city council for an additional gun ordinance which will assist with
the identification for people reporting lost/stolen guns. Lost/stolen guns impacts gun violence greatly and
hopes are this will be another mechanism to reduce gun violence.
The data reporting for juvenile arrests will be changed to include race and age ranges and monthly
comparisons. Chief will investigate the reporting methods and interpretation of the data.
Update on the two brochures mentioned in the January meeting - the brochures are on hand and displayed at
all three high schools for students, parents, and staff. Need to include Lansing Christian and Lansing
Catholic Center.
NEW BUSINESS: None.
LEGAL AND ADVISOR REPORT: Assistant City Attorney Mary Bowen
• Courts are starting to conduct jury trials again. Officers will receive updated information.
• OCA conducted annual training and updates for officers.
HUMAN RESOURCES REPORT: No report.
UNFINISHED BUSNESS: None.
CORRESPONDANCE SENT AND RECEIVED: None.
DEPARTMENT REPORTS: Moved by Chairperson Farhat to accept and place on file the January 2022
department reports. Motion carried by Commissioner Brewster and seconded by Commissioner Jones.

BOARD COMMITTEE REPOTS:
• Budget Committee: Commissioner Carnegie – Two grants are under audit by state of Michigan.
Overtime has been high; able to offset with unfilled vacancies. FY23 has been sent to the mayor to be
presented to city council for approval.
• Government/Community Liaison Committee: Commissioner Lopez – Not present to report.
• Awards & Incentives Committee: Commissioner Brewster – The award binders have been distributed
to the commissioners and look forward to working on the committee.
• Ad Hoc Committee on Board Policies and Rules: Commissioner McDermitt – One procedure was
reviewed, and suggestions returned to the Procedures Committee. Have received another procedure for
review.
• Complaint Committee: Vice Chair Jones – Reviewed a few Internal Affairs complaints; no other
comment. Commissioner McDermitt spoke on the new IA format for complaints to help with routing
and tracking complaints. New format was developed by CI Moses.
• Recruitment and Hiring Committee: Commissioner McDermitt –
o Patrol Administrative Assistant candidate is in background phase.
o Detention – 1 male DO position posted; no candidates; anticipate 2 upcoming female DO
openings
o FOIA Analyst – One vacancy, two candidates recommended: in background phrase.
o Chief Radio Tech – Position posted until Feb 25, 2022; one internal candidate.
o Payroll Tech – This vacancy has been filled and she started on 1/31/2022.
o Police Cadets – Two candidates in background check.
o Certified/Certifiable – one candidate hired Jan 31, 2022: 3 in backgrounds.
o Recruits – Interviews first week of March 2022.
o Social Worker – the SW supervisor started January 24, 2022. Social worker position – currently
in beginning stages of interviews.
Commission Investigator Delvata Moses: For month of January 2022: 6 complaints received, 3 were citizen
complaints, 3 administrative/employee complaint. 6 complaints were closed: 4 citizen complaints and 2
administrative/employee. There were no complaints where the matrix was applied.
COMMISSIONERS COMMENTS:
• Commissioner Abood: Aware of Dr. Bailey at LCC and the good work she does.
• Commissioner Brewster: No comment.
• Commissioner Lopez: Absent.
• Commissioner Carnegie: Glad the “Capital City’s Finest” is on LPD letterhead again. Offered his
assistance to talk to officers on the new business card verbiage.
• Commissioner Jones: No comment.
• Commissioner McDermitt: Thanked Ms. Moses for new format on complaints.
• Commissioner Milton: No comment.
• Chairperson Farhat: No comment.
OTHER BUSINESS: None.

be adjourned at 6:15 pm.
