1. Call to Order – Establish Quorum - 5:36 p.m.
1.1. Present: Barbara Lawrence, Kathleen Tobe, Gina Nelson, Charles
Willis, Steve Purchase (arrived at 5:45 p.m.)
1.2. Absent - Rodney Singleton
2. Additions to Agenda: none
3. Approval of Minutes:
3.1. December 2021 – A motion was made by Kathy Tobe and moved by
Gina Nelson to approve the minutes as written. Motion carried by
unanimous vote.
4. Public Comment – Agenda Items (Time Limit: 3 Minutes): none
5. Review Communications
5.1. LFD Administration Annual Report – Presented in Word format. Will be posted on the LFD Website.
5.1.1. Chief Tobin highlighted that the men and women of the Lansing Fire Department did a fantastic job once
again working another year through the difficulties of the Covid pandemic. These are strenuous times,
extremely stressful and emotionally trying for them but they continue to work. The Lansing fire
department responded to every call for service in the City of Lansing. Please continue to advocate in the
community that the department is here, we have open positions. Please continue to communicate with us
on questions and issues. Commissioners please continue to keep us informed and continue the wonderful
work the Board has done to advocate for the department.
6. Comments from Chair Steve Purchase
6.1. Hello from Lucianna Solis. She is enjoying her new position with the City of Lansing. She has submitted a letter
from the Chair for the 2021 Annual report of the Lansing Board of Fire Commissioners. Along with her letter
Steve received the annual complaint data to add to the report in the form of an addendum to be submitted to
the Board and the City of Lansing.
6.2. Asked the commissioners to bring him topics, ideas and questions to consider for this year’s meetings.
7. Fire Administration Report – Michael Tobin, Chief
7.1. Chief Tobin announced that he is here for his third term serving in the Interim Chief position. Call volume is up
almost 18%. EMS call volume is up almost 14%. Some trends we are seeing is a considerable uptick in calls for
service for social and home health care needs such as citizen assists and lift assists which are outside the scope
of “emergency services”. This is a big community health problem because citizens are unable to reach out to
resources they need. Our top four individuals call 911 for service approximately 1330 times per year for social
and home health care needs. To help alleviate the situation two new community health and resource

assistance positions have been added to next year’s City of Lansing budget. The goal is to get our citizens the
help and assistance they need.
7.2. Fire dollar loss for the calendar year is 6 million. This a new tracking feature LFD is capturing. Also, final dollar
amount data is received from Insurance companies and our preliminary numbers are updated accordingly.
7.3. Vacancies – 18 vacancies (includes current Trainees) – There is currently a Firefighter posting open.
7.4. Covid staffing shortage. For the first time ever we did not meet our minimum staffing requirement for one day
in December. Operationally, we shut down one ladder truck for 6 hours. The shutdown did not affect service.
7.5. Contract negotiations will be starting in the next couple of weeks.
7.6. Chief search update: Application period is open until January 28, 2022.

9. New Business
9.1. Betty Draher Memorial Resolution motion was made and presented by Vice-Chair Barbara Lawrence. Motion
was seconded by Commissioner Gina Nelson. Motion to adopt the resolution was carried with a unanimous
vote.
10. Request for Commissioners to be Excused
10.1. Commissioner Singleton requested to be excused from the January meeting. A motion was made by
Commissioner Nelson and supported by Commissioner Tobe to excuse Commissioner Singleton from the
January meeting. Motion carried with a unanimous vote.
11. Commissioner Comments
11.1. Currently two vacancies on the board.
