BIENNIAL BRIDGE INSPECTION SUMMARY
PENNSYLVANIA AVENUE OVER RED CEDAR
RIVER
STRUCTURE NUMBER – 3952
CITY OF LANSING, MI
October 10, 2017 The bridge consists of a 3-span
rolled steel beam superstructure on two pier walls and tall cantilever abutments. It was constructed in 1963,
received an overlay in 2011 and several beam end repairs in 2012. A Request for Action (RFA) was submitted for
the 40-ft of railing that is missing on the east side.
DECK
The bridge deck is in fair to good condition. There are fine longitudinal and transverse cracks within scattered
areas of map cracking on the surface. On the bottom, there are some tight transverse leaching cracks near the
deck drains and some cracking near the longitudinal open joint. The fascias had a few vertical cracks with a spall
with exposed reinforcement near the light standard on the west fascia. There are sidewalks on both sides with
three-tube railings. There is 40-ft of railing missing on the east side, with pedestrian fencing being used as a
temporary barrier. The sidewalks have heavy map cracking in the northeast and southwest quadrants. The
raised curb along the longitudinal open joint is about 60% delaminated along the top of the east face.
SUPERSTRUCTURE
The steel beams are simply supported in all three spans. There are numerous beam ends that were spliced with
new steel and painted over. There are other beam repairs throughout, some on the bottom flange. The beams
have pitting that have been painted over. The paint is functioning as intended with no signs of active rust.
SUBSTRUCTURE
The substructure units are in fair to good condition. Both abutments have a few shallow spalls, while the north
abutment has a 3 foot (ft) by 6-inches (in) spall near the center joint and a few leaching full height cracks. The
piers have a few full height leaching cracks. The north pier has some shallow spalls near the high water mark
with a 6-by-2-ft spall in the west nose with adjacent cracks. No scour was observed at the piers or abutments.
APPROACHES
The approaches are in fair condition. The north approach is concrete with a 1.5-square foot (sft) spall in the
northbound lane and has a few transverse cracks. The south approach is bituminous with wide transverse cracks
and failing bit patches near the median lane, with deep spalls in the SB lane near the end joint. The approach
sidewalks were non-Americans with Disabilities Act of 2010 (ADA) compliant with steep slopes and no
detectable warning pads. There is vegetation between joints in the southwest and northwest quadrants.
RECOMMENDATIONS:
Repair missing railing on the east side.
Repair approaches by filling in pot holes and repairing joint seals.
Place riprap in front of abutments to prevent future scour.

Approximately 40-ft of railing is missing on the east side of the bridge. Pedestrian fencing with sidewalk barricades were put up to prevent
