OVER THE GRAND RIVER STRUCTURE NUMBER – 3947 CITY OF LANSING, MI October 10, 2017 The bridge consists of three closed spandrel, earth filled, reinforced concrete arches with two concrete pier walls in the water. The bridge was constructed in 1924, and the sidewalks and railings replaced in 1979. The bridge overall is in fair condition. DECK The road wearing surface is in poor condition, though it is not actually part of the superstructure. The concrete wearing surface has several open longitudinal and transverse cracks, including block cracking along the longitudinal construction joint. There are several bituminous patches, many failing. SUPERSTRUCTURE The reinforced concrete arches are in fair condition. Longitudinal construction joints at third points in all three spans. Mostly minor leaching with occasional spots of efflorescence and/or rust along construction joints. Heaving leaking with mineral build-up at bottom of construction joints just above pier wall support. Longitudinal cracks within 2-foot (ft) to 4-ft in from fascias near crown of arches. Some of these cracks with efflorescence and rust. Wider, longer crack near east fascia of south span and west face of center span. Some transverse cracks near crown points as well. Few shallow steel spalls in south span. Sporadic cracks with leaching and some efflorescence in headwalls. Leaching with some efflorescence along horizontal joint between deck fascia and headwalls. Vertical spalls along headwall/pilaster joint extending above pier walls. Spall with heavy cracking, rust, efflorescence and leaking between headwall and return wall in northwest. Spalls on arch fascias near crown: Span 1S east fascia 6-square foot (sft); Span 2S east fascia 8-sft; Span 3S west fascia 6-sft. SUBSTRUCTURE The pier walls are in fair condition. We found heavy leaching along construction joints with arches, and heavy leaking from longitudinal construction joints in arches just above piers. Pier wall nosing has several leaching cracks at all four locations. There are two spalls in the north face of south pier totaling 25-sft. There are a few vertical cracks with leaching in each wall. Shallow spalls are forming under weep holes and longitudinal joint leakage. These spalls are forming through what appears to be a thin concrete skim coat. APPROACHES The hot mix asphalt (HMA) approach pavements are in poor condition. We found several wide open longitudinal and transverse cracks and block cracking in each, with settlement bumps at the reference lines. There are several bituminous patches, many failing, particularly at the reference lines. RECOMMENDATIONS: • Replace deck with new sidewalks, railings and wearing surface. • Replace approach pavements. • Patch spalls in headwalls. • Epoxy inject longitudinal joints near pier walls and larger cracks in arches. • Add riprap in front of abutments. • Provide advance load posting signs. Approximately 28 sft of bituminous filled spalls. Open crack at the longitudinal construction joints with scattered bituminous filled spalls. Approximately 10% of deck surface is deteriorated. Heavy leaking at mineral buildup at btm of const jts in middle span above north pier. Wide open crak 3' from E fascia in S span w/ 30 of rust staining and efflorescence and 8 sft spall. 4 sft STS above S pier in south span with heavy leaching, some isolated smaller STS in all spans. Heavy leaking in bottom of construction joints above piers with mineral buildup. Wide longit cracks with edge spalls on west fascia of middle and north span. (10/17) Closed spandrel earth filled arch. The concrete arch and spandrel walls are considered the superstructure. Open crack along the construction joint between the barrel ring (bottom) and spandrel wall (arch fascia). There are longitudinal cracks located 5 feet inwards from the fascias, and the cracks are offset up to 1/4 inch. The lower portion of the crack/offset is located towards the center of the arch. Few open transverse cracks in span 3s with leaching. The spandrel walls have extensive leaching cracks at the piers. Few diagonal cracks in the spandrel walls headed on a 45 degree angle from the piers with water coming through. West arch fascia has 6 sft delamination in span 3s. East arch fascia has a 6 sft spall in span 1s and an 8 sft spall in span 2s. (10/15) Closed spandrel earth filled arch. The concrete arch and spandrel walls are considered the superstructure. Soffit of arch barrels have two open longitudinal cracks at construction joints with heavy leaching, wetness and scattered spalls to exposed steel reinforcement. Few open transverse cracks in span 3s with leaching. Incipient spalls and few open spalls (16 sft spans 3s). The spandrel walls have extensive leaching cracks at the piers. Open vertical leaching crack at the northeast and northwest corners. Few diagonal cracks in the spandrel walls headed on a 45 degree angle from the piers with water coming through. Open crack along the construction joint between the barrel ring (bottom) and spandrel wall (arch fascia). There are longitudinal cracks located 5 feet inwards from the fascias, and the cracks are offset up to 1/4 inch. The lower portion of the crack/offset is located towards the center of the arch. Both abutments have honeycombing on the bottom 6 inches of abutment wall near waterline. All return walls have 1/8 inch vertical crack with leaching. There is an open horizontal crack at the south abutment in the center of the barrel. Probed for scour and found up to 12 inches of vertical exposure at the middle half of the south abutment footing. There is up to 3 inches of vertical exposure along the center third of the north abutment footing. No undermining observed. (10/15) Leaching on east side of south abutment. All four ends of piers have vert or horiz cracks with heavy leaching. (10/17) Extensive leaching and build up occurring at arch/substructure hinge point. There are two open vertical cracks in each pier that are leaching with efflorescence. Map cracks and leaching observed at the pier nose/spandrel wall interface. Pier 1s: 16 sft of spalling in south face, 6 sft spall in west nose. Pier 2s: 15 sft spall in north face. (10/15) Extensive leaching and build up occurring and arch/substructure hinge point.
