HomeMy WebLinkAboutRPT_STR 3936_Narrative_Elm St Over Red Cedar River_2017_1120 BIENNIAL BRIDGE INSPECTION SUMMARY ELM STREET OVER THE RED CEDAR RIVER STRUCTURE NUMBER – 3936 CITY OF LANSING, MI October 12, 2017 The bridge consists of a 2-span, adjacent prestressed concrete box beam superstructure on a single pier wall and tall cantilever abutments. It was constructed in 1980. The bridge is in poor condition due to box beam degradation. DECK The bridge deck is in fair condition. The deck has a bituminous wearing surface with deep longitudinal, transverse and block cracking. There are spalls in the pavement along both curb lines. The bottom is adjacent concrete box beams with signs of heavy leakage between the beam joints. There are sidewalks with open parapet single-tube railings on each side. All concrete posts in the railing have either rust stains, incipient spalls or spalls with exposed reinforcement in the posts. The sidewalk has isolated longitudinal and transverse cracks. The northwest sidewalk has some shallow spalls, some with bituminous patches. SUPERSTRUCTURE The adjacent prestressed concrete beams are in serious condition, and the bridge has been load posted as a result. Beam 6S in the east span has 15 feet (ft) of bottom flange and edge spalling near midspan where three strands are broken. Adjacent to that spall in beam 5S is a 30 ft spall with exposed rusted reinforcement. There is also one broken strand in the west span of beam 6S with additional spalling of the beam. There are numerous locations in both spans where there are signs of heavy leaching between the beam joints where efflorescence and stalactites have formed. SUBSTRUCTURE The substructure units are in fair condition. The east abutment has some scaling along the base of the wall with a leaching crack in the northeast face. The west abutment has a 4-square foot (sft) spall with exposed reinforcement at the base with adjacent incipient spalling. Both abutments have signs of leaking from above through the bearings. The pier is also in fair condition. The east face of the cap has two shallow spalls totaling about 14-sft. There is heavy rust staining below the beam joints on both faces of the pier with some efflorescence present. APPROACHES The approaches are in fair condition. Both approach pavements have a bituminous wearing surface with concrete curb and gutters. The approaches have transverse and diagonal cracks. There are deep transverse cracks along the end joints where previous patching was applied. RECOMMENDATIONS: • Patch spalls in sidewalks and fix sidewalks in southwest quadrant. • Install advance warning signs for bridge posting. • Superstructure replacement. • Seal cracks in bituminous wearing surface. Spalling and bituminous patches each side of joint in traffic lanes. Concrete around the joint in the EB lane has spalled off causing the joint to rattle loudly when driven over.
