HomeMy WebLinkAboutRPT_STR 3950_Narrative_Potter Park Ped Bridge over Pennsylvania Ave_2017_1120 BIENNIAL BRIDGE INSPECTION SUMMARY POTTER PARK PEDESTRIAN BRIDGE OVER PENNSYLVANIA AVENUE STRUCTURE NUMBER – 3950 CITY OF LANSING, MI October 9, 2017 The bridge consists of a steel thru truss bridge with five spans, one span is over traffic. The bridge was built in 1990 and is in fair condition. DECK The bridge deck is in fair condition. The deck is made of timber planks, a few splits and checks exist throughout the bridge. A few planks are loose while a few other planks have been replaced recently. Plank 6W in span 3E is deflected upwards slightly, causing a potential tripping hazard. The underside of the planks also has a few splits and checks. There is some light green mold on the bottoms near the piers. The steel truss acts a railing and there is pedestrian fencing over traffic. The fencing has some minor rust on it. SUPERSTRUCTURE The steel thru truss is in fair condition. There is paint flaking off from some of the floor beams exhibiting minor rust in these locations. There is heavier rust on floor beams near piers 2E and 3E. The paint is starting to fade on some of the diagonal and vertical truss members. Some of the floor beams have minor section loss near pier 3E in span 4E. SUBSTRUCTURE The substructure consists of four timber pile bents and two shallow concrete abutments. The piers are in fair condition while the abutments are in good condition. Some of the timber columns have splits and are connected by wood headers reinforced with steel channels. These channels have heavier rust near piers 2E and 3E. The wood header at pier 3E in the northwest location is heavily split near the bolted connection. The abutments are shallow concrete and are mostly buried. The east abutment had no visible deficiencies while the west abutment had some minor scaling on top. APPROACHES The sidewalks that approach the bridge are hot mix asphalt (HMA) and are in fair condition. There is a transverse crack in the east approach that has been sealed. The west approach has slight scaling and a few tight transverse cracks, there is also a slight dip in the pavement under the cover plate. RECOMMENDATIONS: • Replace west header at pier 3E due to large split. • Blast clean and paint sections of exposed steel. • Replace loose or heavily split timber planks. • Correct dip at west approach. Board at the east end is exhibiting heavy checking, replace. (10/13) 2. Expansion Joints 7 7 7 Steel cover plates over joints at piers 1E-3E. Minor surface rust, strip of traction tape is almost completely worn off on all plates. (10/17) Steel plates are covering piers 2w, 3w, 4w, and the east abutment joint. Minor rusting. (10/17) Open joint at pier 1w. (10/15) Open joint at pier 1w. (10/13) 4. Railings 7 6 6 Steel thru truss acts as a railing entire length of bridge, with wood rub rail and planks on top. Pedestrian fencing over traffic in span 3E is slightly rusted. Portions of planks and rub rails have been replaced. Previously noted spacer post in span 4E has been replaced. A few of the planks have minor splits and checks. (10/17) Pedestrian through truss members act as railings with a timber rub rail mounted to the insides. Timber portion of the rub rail is dry with some splits and checks typical for age. South rail, span 2w: Split wood spacer post, bent lower metal rail (snag point). North rail at pier 2w: Broken lower wood member, exposed bolts. (10/15) Pedestrian through truss members act as railings with a timber rub rail mounted to the insides. Bracket at the south railing, pier 2w is missing bolt, potential snag point. Timber horizontal member at the north railing, span 4w is split, and anchorage bolt is loose. Areas of paint is faded on floor beams, diagonals and verticals. Heavier rust is near piers 2E and 3E. Minor section loss in some of the floor beams and on middle stringer near pier 3E of span 4E.
